| 摘 要： | 养老基金投资运营是养老金制度运行的重要环节，但是由于“市场失灵”的存在。必须由政府对养老基金进行监管。在当前的经济、社会及制度环境下，我国养老金的监管在法制建设、信息披露、预算监管及基金保值增值方面都存在缺陷。只有科学设计养老金监管制度，借鉴国外养老金监管的经验，既加强监管，又避免政府过度的直接干预，才能探索出适合我国国情的监管制度。

| Abstract: | Investment of pension fund is key domain in pension system.Due to existence of market failure,government must regulate and supervise pension fund.This article analyses the boundaries of government.regulation and supervision,summarizes the responsibilities of foreign governments and advises that we must reform our system on legality,information disclose,budget supervision and rising fund in value.Only doing this,we can build the best pension fund which fits us. |
