| 摘 要： | 结合我国建设民航强国的战略构想和中国民航局2010年"安全体系建设年"的工作部署,设计了空管系统安全管理体系(SMS)的总体框架,并对其模块和要素以及相互间关系进行了说明和论述,以期对空管系统的SMS建设起到一定的促进作用.

| Abstract: | On the basis of the strategic objective of constructing a powerful country in civil avia-tion and the conception of the Year of Safety System Construction set in the work plan by Civil Avia-tion Administration of China in 2010,the framework of Safety Management System(SMS) on Air Traffic Management(ATM) system is designed and its modules and elements are explained in this paper.
