| 摘 要： | 主权为人民所有,人民拥有当家作主的广泛权利,但主权的所有与行使往往又在一定程度上存在分离,造成权利对权力的依赖.要实现人民主权,就必须对权力进行制约,其基本途径有两个:一是权利制约权力,二是权力制约权力.权利制约权力,既是人民对权利的行使,也是权利对权力的制约,其主要内容是代议制度.权力制约权力,包括三个方面:横向制约、纵向制约、事务制约.
