| 摘 要： | 住房公积金制度自从建立以来，缓解了相对一部分中低收入家庭的住房困难，这项制度具有互助性、强制性和保障性，在建设和谐社会和改善民生方面起到了重要作用。但是对于住房公积金的管理存在很多问题，比如资金运作存在风险、发展不平衡、制度不完善等，但归根结底还是制度问题。

| Abstract: | Housing Fund system is compulsory and secure. It offers mutual assistance. With its establishment, the housing problems have been relieved for numbers of low-income families. The system has played an active and favorable role to strengthen urban-rural housing construction, ensure and improve people＇s life as well as to form of a harmonious society. However, it is highly worthy to be aware of the problems such as the imperfection of the system, uneven development and risk in control and implementation. |
