摘    要:我国政府面对入世承诺的压力和建设社会主义和谐社会的要求,提出了建设服务型政府的目标。文章结合我国政府行政改革的实际情况,有针对性地提出了构建服务型政府模式的实现途径。首先,变革行政理念,树立以人为本和民主开放的理念;其次,实行有限行政的服务方式,政府有所为,有所不为,与市场、第三部门共同发挥作用;最后,以电子政务为运作程序,节约行政成本,实现政府与公众的无缝隙接触.

Abstract:Because our government's reconstruction facing the challenge of globalization,and under the pressure of promise for WTO,to achieve the aim of building a socialist harmonious society,the government aimed to build a serving type government.First,Chinese government should adjust the old administrative idea to people first and democracy;Secondly,it must regard limited administration as the method of service.Finally,it must regard E-government as the operation procedure,economize the administrative cost,realize there is no barrier in communist between government and public.
