| 摘 要： | 河南省的对外开放取得了很大发展，进出口总额不断提高，引进外资数量逐年增长。然而，河南省对外开放力度与全国平均水平及沿海发达地区相比，一直处于较弱势地位，外贸的控制力和竞争力较弱，这在一定程度制约了河南经济的进一步发展。提高河南经济的对外开放度，主要应从以下几个方面入手：（1）走出利用外资的认识误区，努力提高利用外资的质量和水平。（2）营造良好的投资环境，改善对外开放的发展条件。（3）探索引进外资的动力机制，搞好引资工作。（4）建立健全对外贸易服务体系，进一步扩大外贸出口规模。（5）鼓励“走出去”，加强对外经济技术合作。（6）在加快对外开放的同时，加快对内开放。

| Abstract: | Henan province obtained great development on opening up to foreign countries,the total quantity of imports and exports unceasingly enhanced,the foreign capital quantity which has been introduced is growing year by year.However,the degree of opening up to foreign countries in Henan province is still very weak,especially in controlling forceand competitive ability of foreign trade.This paper put forward some policy proposals on how to enhance the foreign openness degree in Henan province. |
