| 摘 要： | 在改革开放的过程中，地方政府对于体制改革和经济增长做出了巨大贡献，但另一方面，也存在较严重的失范现象。地方政府经济行为失范有着深刻的制度背景。理论和实践表明，要规范地方政府经济行为，就必须实现地方政府的制度创新。
