| 摘 要： | 以人为本与以民为本、西方的人本主义、马克思的人本思想以及当代的人本思想既有联系，又有区别和发展。以人为本具有哲学理念、政治理念、发展理念和道德理念等方面的丰富内涵。从发展观来讲，以人为本的精神实质在于强调发展的根本前提是依靠人、发展的根本途径是提高人、发展的根本要求是尊重人、发展的根本目的是为了人。
