The Soft Systems Methodology(SSM) is a learning system,which can help people to recognize the complex environment of mankind and provide an approach to soft problems with the view of systems Based on SSM,this paper analyses synthetically the situation which the industrialization of the achievements in scientific research in institutions of higher learning encounters and the existing problems Having shaped the conceptual model in accordance with the root definition,the paper gives a series of solutions and tactics by comparing the ideal conceptual model with realities Thus The paper presents a probing study on how to promote the industrialization of the achievements in scientific research in institutions of higher learning in the new situation
