| 摘 要： | 三大改造后的国有企业，不能很好地解放和发展社会生产力，国有企业在所有制问题上存在着严重的“空”的弊端，为了从根本上增强国有企业的生机和活力，消除“空”的弊端，应当深化国有企业的改革，努力探索和寻找全民所有权实现的途径和形式。

| Abstract: | State-own enterprises experienced three critical reconstruction could not liberate and develop social productivity efficiently , severe abuse of vacancy on the issues of ownership impact seriously on the national economic development, to enhance vitality and animation and to diminish abuses, state-own enterprises reform should be deepened and endeavors to explore access and forms of full ownership. |
