“整村推进”综合扶贫模式的理论基础

随着我国扶贫工作逐步向纵深发展，以县为单位的扶贫瞄准机制已不适用。在此背景下，提高扶贫瞄准性、实现贫困人口的持续发展至关重要。新时期“整村推进”综合扶贫模式具有极强的目标瞄准性，是科学发展观和“以人为本”理念在农村扶贫工作中的体现，具有深刻的思想渊源与理论基础：（1）对贫困主体赋权能确保整村推进的顺利实施；（2）可持续发展理论能够建立贫困主体发展的长效机制；（3）内源发展理论使发展和保持优秀传统有机结合；（4）参与理论能够满足贫困主体的发展需求。

Study on the Fundamental Theory About the Community-based Anti-poverty Model

With the development of anti-poverty old targetoriented system isn＇t fit for society and economy situation. This paper points out that the community-based anti-povety model with the strong characteristic os target-oriented is the implementation of the scientific development and people-center development in the field of the rual poverty alleviation ,which is supported by the fundamental theory. First, to empower the poor to promote the implementation of the anti-poverty project. Second, the sustainable development theory can establish the mechanism for the poor＇s self- capacity. Third ,the endogenous development theory makes the community with its feature in the processing of anti-poverty. And finally ,the participatory theory meets the poor＇s development needs.
