| 摘 要： | 发展循环经济是转变经济发展方式的必然要求，是缓解我国资源环境压力，实现科学发展、和谐发展的必由之路。发展循环经济关键是要建立完善的保障体系，主要包括：加强组织领导，健全循环经济发展的组织保障；完善法律法规，健全循环经济发展的法制保障；强化政策引导，健全循环经济发展的政策保障；开发共性和实用技术，健全循环经济发展的技术保障；重视宣传教育，健全循环经济发展的舆论保障。

| Abstract: | The development of recycling economy is an inevitable requirement of thoroughly applying the scientific outlook on development,of transforming the mode of economic development,is the only way to ease the pressure on China's resources and environment,to achieve scientific development and harmonious development.The key of developing recycling economy should be the establishment of a better security system,including: organizational guarantee,legal protection,policy Security policy,technical support,media protection. |
