审定维修要求（CMR）的产生过程及审查初探

针对民用飞机设计、审定过程中，影响飞机安全性的重大潜在失效问题，研究了如何应用审定维修要求（CMR）来管理该类潜在失效带来的风险。对CMR的产生背景和历史做了简要介绍，对民用飞机机载系统可能存在的潜在失效及重大潜在失效进行了定义，论述了重大潜在失效风险管理措施。对CMR的制定过程和相关概念进行了全面的描述。针对现有CMR制定过程中存在的问题，提出见解和解决思路，包括不应轻易将MSG-3分析得出的维修任务取代CMR项目，重视原始文件，完善文件归档、追溯及共享机制等。

Theory of Foundations of CMR and Primary Study

Introduceing how to use the certification maintenance requirement to manage the risk of the latent failure, for the significant latent failure affected the level of safety when the civil aircraft is designed and certificated. The background and the history of CMR task are presented; the significant latent failure of the civil airborne systems and equipment is defined and the risk management of the significant latent failure is discussed. And, some creative opinions and suggestion, including not directly using MSG-3 tasks to replace CMR items, giving emphasis on original documents, improving documentation, traceability and sharing system, are provided to improve the problem during the establishing the CMR.
