辽宁省大力发展非公有经济、改善所有制结构的法制构建

针对辽宁省非公有经济发展和所有制结构调整所涉及的法律政策问题进行了研究，运用比较分析和系统的方法，对辽宁省巩固公有制经济的主体地位、大力发展非公有制经济和促进公有制经济与非公有制经济的共同发展的三个宏观问题进行了法律制度的建构，并从中提出了一些具体的立法建议。

Legislation to develop non-state-owned economy and to improve company property right structure in Liaoning province

It is put forward in 16th delegate committee of CCP the development policy to encourage Northeast Older Industry Base,the chance to develop was fastened by Liaoning to promote and support non-state-owned economy enter the main field of economy development,mighty to promote the property right structure adjustment to meet the requirement of market economy development.The legislation framework is composed in this paper and some detailed law-making proposal is made according to the research work of law or policy associated with non-state-owned economy developing and property ownership structure,the comparison and analysis of the position of state-owned economy,the comparison and analysis of promoting non-state-owned economy and mutual developing relationship of stateowned economy and non-state-owned economy.The aim is to supply background for constituting and executing policy and legislation on non-state-owned economy development and property right structure adjustment.
