| 摘 要： | 顶层设计是新型城镇化改革的必然要求.国务院在《国家新型城镇化规划（2014～2020）》中提出了“走以人为本、四化同步、优化布局、生态文明、文化传承的中国特色新型城镇化道路”的目标,这一顶层设计体现了党领导新型城镇化改革的决心和信心.观照当下我国城镇化建设中存在的问题,在新的历史际遇下,我们亟须从学理的角度对关涉新型城镇化改革中的一些具体问题加以深度审视.
