我国通用航空适航维修存在的问题及解决对策

随着我国通用航空(以下简称通航)事业的迅猛发展,对航空器维修管理、质量管理提出更高的要求,但通航在适航维修某些领域的滞后、不适应制约着自身的发展。本文着重对通航的适航维修的现状进行简要分析:适航维修法规方面不完善,没有特别针对通用航空的规章程序,没有针对性导致通航企业在运行上有一定的困难;通航企业机务人员的结构不合理;国内MRO和FBO发展还不够;通航企业缺少相应的安全管理系统;行业协会过少,且企业之间的交流不足,更谈不上技术交流;通航飞机制造企业的落后导致通航飞机机务维护水平的落后。本文针对上述情况分别进行了详细阐述,并给出了相应的建议和措施。

Research on General Aviation Development--Aircraft Maintenance

With the rapid development of general aviation, more requirements on aircraft maintenance management and quality management have been put forward. But the lag and inappropriate of general aviation＇s maintenance restrict its development. The present situation of general aviation is analyzed in this paper. First, the regulations on general aviation maintenance are not enough, which has brought difficulties to the enterprises in operation. Then, the structure of maintenance crew is not reasonable and the development of MRO and FBO is not adequate. The enterprise is in lack of related safety management systems. There are few professional associations and little chance for exchange among enterprises technically. The backward manufacture level causes the backward level of maintenance. This paper illustrates all the above problems, and brings forward corresponding suggestions and countermeasures.
