行政组织改革取向分析

政府改革是20世纪末以来西方国家的潮流,而在政府改革的进程中,行政组织的改革更是学界和实践界关注的热点问题之一.文章在回顾行政学者对组织设计理论的基础上,提出现实的行政组织改革必须兼顾管理主义和民主行政两种思维,也就是说,要兼顾效率、分权、公民回应与参与三种价值,不宜仅仅追求"以企业家精神改革政府".

Analysis on Reform of Governmental Organizations

Government reform becomes more prevalent in western countries since the end of last century.From then on,the reform on governmental organizations has been getting more and more attention both in academic theory and in practice.The author thinks that the efficiency,decentralization and the responsiveness & participation from citizens should be taken into account while devising the frame of governmental organizations and should not simply focus on the spirit of entrepreneurs.
