从X效率理论看民航企业文化构建之意义

长期以来，人们普遍认为只要厂商对资源的配置是理性的，结果一定是高效率的。而事实往往并非如此，存在着X（低）效率，即有着属于非资源配置方面的低效率。重要的原因在于企业是社会组织结构，远比以数学方法描述的经济模型要繁杂得多，应当把企业组织的研究、建设作为实现配置效率最大化的重要条件。知识创新、追求卓越，是企业发展的永恒目标。这就迫使我们寻求企业组织高效率的内在轨迹。笔者从分析X（低）效率这个容易被人们忽略的问题出发，探讨了民航企业效率问题与民航企业文化建设的内在联系，阐述企业文化的"动力"、"合力"、"张力"的功能对民航企业效率之意义。

The Cultural Constructional Significance of Civil Aviation Enterprise Viewed Through X-efficiency Theory

It has long been thought that rational resources allocation on the part of the enterprise will result in high efficiency; that is not necessarily the case, however, X-efficiency, the low efficiency arising from non-resource allocation, does exist, which lies, to a great extent, in the complicated social make-up of the enterprise. It is highly important that the study and the construction of the enterprise be taken into account. The abiding interest of the enterprise development should be: updating knlowledge and seeking perfection. Therfore we are obliged to do our utmost to increase efficiency from within. The author raises the question of interrelationship between civil aviation enterprise efficiency and cultural construction while analying the often neglected X-efficiency. Additionally, the enterprise culture functioned as "motivation", "coherence" and "tension" with respect to enterprise efficiency is anatomized.
