The widely distributed nature of the Space Station Freedom program, plus continuous multi-year operations will force program planners to develop innovative planning concepts. The traditional centralized planning operation will not be adequate. It will be replaced by multiple small planning centers working within guidelines issued by a central planning authority. Plans will not be optimized; rather, operating efficiency and user flexibility will be blended to satisfy program goals. The key to this new approach is the application of new planning methodologies and system development technologies to accommodate distributed resources that must be integrated. Resources will be distributed to the multiple planning entities in such a way that, when the several plans are built and then integrated, they will fit together with minimal modification. The plan itself will be an envelope schedule containing resource limits and constraint boundaries within which users will be free to make choices of the specific activities they will execute, up to the time of execution. Some level of margin within program guidelines will be built in to allow for variation and unforeseen change. This paper presents the authors' recommended planning approach and cites two NASA systems being developed that will utilize these resource distribution/integration planning concepts, methodologies and development technologies. 相似文献
The use of 12 GHz satellites for TV broadcasting directly to individual homes and small communities has been the subject of analysis and design study by groups in many countries. Implementation of the concept has been slow to follow because of the high satellite transmitter powers of from 100 to 450 W that have usually been determined to be necessary. Accumulated experience in Canada with 12 GHz operation and the evolution of technology are leading to changes in the concept of direct broadcasting such that lower power satellites may be capable of meeting the requirements.
Hermes, the Canadian/U.S. 12/14 GHz Communications Technology Satellite, has been in use for over 3 years in a program of experiments and measurements. This program has included an extensive six month experiment in direct broadcasting to 7 small communities. Experience with Hermes has shown that the signal strength is stable over long periods of time and that in Canada, significant precipitation attenuation at 12 GHz is of relatively short duration and typically occurs only during certain seasons. Operation with low propagation margins is feasible if some picture degradation and some outages at these times are acceptable. The frequency and duration of occurrence of outages can be controlled by the Earth station G/T which is cost sensitive. An individual may choose to use a low cost system with a small antenna and accept a degraded picture and outages at some times. A small community may choose to pay more for a larger antenna and lower noise receiver to achieve better performance.
Developments in technology are reducing the noise figure of mass-producible receivers from more than 6 dB to as low as 4 dB. Another technology contribution is the use of reduced bandwidth and other signal processing techniques in low-cost receivers. While use of such techniques may introduce distortions that would be unacceptable in rebroadcasting systems, there is little impact for individual and community reception. Use of both technologies reduce the required satellite EIRP or ground terminal G/T.
A field trial was begun in April 1979 to test these concepts for use in television program delivery. One hundred Earth stations capable of being tuned across a 500 MHz band and having antennas with diameters of either 1.2 m or 1.8 m are being installed for a test in Canada to receive TV signals from the 20 W transponders of ANIK-B (peak EIRP of 51 dBw) on an experimental basis. The acceptability of the video signals and the technical performance of the low-cost terminals in the bands of non-technical users are being evaluated.

Bacterial spores have been used as model systems for studying the theory of interplanetary transport of life by natural processes such as asteroidal or cometary impacts (i.e., lithopanspermia). Because current spallation theory predicts that near-surface rocks are ideal candidates for planetary ejection and surface basalts are widely distributed throughout the rocky planets, we isolated spore-forming bacteria from the interior of near-subsurface basalt rocks collected in the Sonoran desert near Tucson, Arizona. Spores were found to inhabit basalt at very low concentrations (=28 colony-forming units/g) in these samples. Six isolates identified as being most closely related to Bacillus pumilus and one Bacillus subtilis isolate were recovered from near-subsurface basalt samples. Populations of purified spores prepared from the isolated strains were subjected to 254-nm UV and ballistics tests in order to assess their resistance to UV radiation and to extreme acceleration shock, two proposed lethal factors for spores during interplanetary transfer. Specific natural isolates of B. pumilus were found to be substantially more resistant to UV and extreme acceleration than were reference laboratory strains of B. subtilis, the benchmark organism, suggesting that spores of environmental B. pumilus isolates may be more likely to survive the rigors of interplanetary transfer. 相似文献

Since more than 10 years there is evidence that small-size space debris is accumulating in the geosynchronous orbit (GEO), probably as the result of breakups. Two break-ups have been reported in GEO. The 1978 break-up of an EKRAN 2 satellite, SSN 10365, was identified in 1992, and in 1992 a Titan 3C Transtage, SSN 3432, break-up produced at least twenty observable pieces. Subsequently several nations performed optical surveys of the GEO region in the form of independent observation campaigns. Such surveys suffer from the fact that the field of view of optical telescopes is small compared with the total area covered by the GEO ring. As a consequence only a small volume of the orbital element-magnitude-space is covered by each individual survey. Results from these surveys are thus affected by observational biases and therefore difficult to compare. This paper describes the development of a common search strategy to overcome these limitations. The strategy optimizes the sampling for objects in orbits similar to the orbits of the known GEO population but does not exclude the detection of objects with other orbital planes. A properly designed common search strategy clearly eases the comparison of results from different groups and the extrapolation from the sparse (biased) samples to the entire GEO environment. 相似文献
The global network of meteorological satellites used different forms of international cooperation during its development, and some of these forms continue. Concern about continued operation of the global network led the WMO to study the issues and to adopt a long-term policy and strategy based on a shared meteorological satellite network. Nations need to consider how to combine their meteorological and space-related organizations in a partnership role, so they can directly contribute to a future global network of meteorological satellites. Some examples are cited to demonstrate that increased direct participation is a valid and feasible objective. 相似文献
Human interest in spaceflight is ancient. It is therefore ironic that, at a time when humans finally have the capability to travel in space, the notion that we should do so is being questioned. The author analyses the reasons for this — the historical/political and technological contingency of the Space Age and the sudden falling away of the conditions which drove space activity — and in the process provides a critique of the forgoing article and the tendency to search for utilitarian justifications of human spaceflight. He argues rather that space programmes will thrive only when driven by non-material cultural and political forces. US-Russian cooperation, which has principally been undertaken for geopolitical reasons is a model for the future. 相似文献
Genesis (NASA Discovery Mission #5) is a sample return mission. Collectors comprised of ultra-high purity materials will be
exposed to the solar wind and then returned to Earth for laboratory analysis. There is a suite of fifteen types of ultra-pure
materials distributed among several locations. Most of the materials are mounted on deployable panels (‘collector arrays’),
with some as targets in the focal spot of an electrostatic mirror (the ‘concentrator’). Other materials are strategically
placed on the spacecraft as additional targets of opportunity to maximize the area for solar-wind collection.
Most of the collection area consists of hexagonal collectors in the arrays; approximately half are silicon, the rest are for
solar-wind components not retained and/or not easily measured in silicon. There are a variety of materials both in collector
arrays and elsewhere targeted for the analyses of specific solar-wind components.
Engineering and science factors drove the selection process. Engineering required testing of physical properties such as the
ability to withstand shaking on launch and thermal cycling during deployment. Science constraints included bulk purity, surface
and interface cleanliness, retentiveness with respect to individual solar-wind components, and availability.
A detailed report of material parameters planned as a resource for choosing materials for study will be published on a Genesis
website, and will be updated as additional information is obtained. Some material is already linked to the Genesis plasma
data website (genesis.lanl.gov). Genesis should provide a reservoir of materials for allocation to the scientific community
throughout the 21st Century.

The Extreme Ultraviolet Imager (EUV) of the IMAGE Mission will study the distribution of He+ in Earth's plasmasphere by detecting its resonantly-scattered emission at 30.4 nm. It will record the structure and dynamics of the cold plasma in Earth's plasmasphere on a global scale. The 30.4-nm feature is relatively easy to measure because it is the brightest ion emission from the plasmasphere, it is spectrally isolated, and the background at that wavelength is negligible. Measurements are easy to interpret because the plasmaspheric He+ emission is optically thin, so its brightness is directly proportional to the He+ column abundance. Effective imaging of the plasmaspheric He+ requires global `snapshots in which the high apogee and the wide field of view of EUV provide in a single exposure a map of the entire plasmasphere. EUV consists of three identical sensor heads, each having a field of view 30° in diameter. These sensors are tilted relative to one another to cover a fan-shaped field of 84°×30°, which is swept across the plasmasphere by the spin of the satellite. EUVs spatial resolution is 0.6° or 0.1 RE in the equatorial plane seen from apogee. The sensitivity is 1.9 count s–1 Rayleigh–1, sufficient to map the position of the plasmapause with a time resolution of 10 min. 相似文献
The Near-Infrared Spectrometer (NIS) instrument on the Near-Earth Asteroid Rendezvous (NEAR) spacecraft is designed to map spectral properties of the mission target, the S-type asteroid 433 Eros, at near-infrared wavelengths diagnostic of the composition of minerals forming S asteroids. NIS is a grating spectrometer, in which light is directed by a dichroic beam-splitter onto a 32-element Ge detector (center wavelengths, 816–1486 nm) and a 32-element InGaAs detector (center wavelengths, 1371–2708 nm). Each detector reports a 32-channel spectrum at 12-bit quantization. The field-of-view is selectable using slits with dimensions calibrated at 0.37° × 0.76° (narrow slit) and 0.74° × 0.76° (wide slit). A shutter can be closed for dark current measurements. For the Ge detector, there is an option to command a 10x boost in gain. A scan mirror rotates the field-of-view over a 140° range, and a diffuse gold radiance calibration target is viewable at the sunward edge of the field of regard. Spectra are measured once per second, and up to 16 can be summed onboard. Hyperspectral image cubes are built up by a combination of down-track spacecraft motion and cross-track scanning of the mirror. Instrument software allows execution of data acquisition macros, which include selection of the slit width, number of spectra to sum, gain, mirror scanning, and an option to interleave dark spectra with the shutter closed among asteroid observations. The instrument was extensively characterized by on-ground calibration, and a comprehensive program of in-flight calibration was begun shortly after launch. NIS observations of Eros will largely be coordinated with multicolor imaging from the Multispectral Imager (MSI). NIS will begin observing Eros during approach to the asteroid, and the instrument will map Eros at successively higher spatial resolutions as NEAR's orbit around Eros is lowered incrementally to 25 km altitude.
