This article examines the consequences for US-Soviet relations of the wide availability of commercial remote sensing images. Both SPOT and Landsat images have recently been used, by the Western media as well as the superpowers themselves, to comment publicly on arms control controversies and environmental disasters, notably Chernobyl. Looking to the future, several scenarios involving third-party intervention in treaty compliance disputes, supported by commercial imagery, are discussed: unpleasant consequences could conceivably follow, but experience to date indicates that outcomes are most likely to foster openness and stability between the superpowers. 相似文献

The space-based observatories SOHO and TRACE have shown some very interesting results on the structure and dynamics of the Sun and its atmosphere, e.g., the extremely high ion temperatures or the enormous variability in the corona. But one question is still open to debate: how to use these data to distinguish between different types of physical heating processes, as, e.g., absorption of high-frequency Alfvén-waves or reconnection events? This paper will discuss some possibilities on how to tackle this type of question. These include observations of ion temperature anisotropies and electron temperatures in the corona as well as measurements of coronal magnetic fields. Emphasis will be put on simultaneous observations of the whole solar atmosphere from the photosphere into the solar wind and on solar-stellar connections. There is a growing realisation of the increasingly varied and interesting possibilities for the use of Earth observation data to ensure compliance with international obligations generally, and treaty obligations in particular. Most examinations of the application of Earth observation data to monitoring states’ compliance with international obligations focus on the environmental sector. This paper proposes the use of remote sensing satellites for the support of multilateral environmental agreements (MEAs), especially land monitoring MEAs such as the Convention on Biological Diversity (1992) and the Kyoto Protocol (1997). It discusses the uses of remote sensing for treaty implementation or enforcement in general, and the admissability of satellite imagery as legal proof, before examining how Earth observation-derived data could be of benefit to specific MEAs. As sensors become increasingly sophisticated the use of remote sensing in this area should grow but it needs to be supported by its more widespread legal recognition as proof. 相似文献

Recent advances in satellite techniques hold great potential for mapping global gravity wave (GW) processes at various altitudes. Poor understanding of small-scale GWs has been a major limitation to numerical climate and weather models for making reliable forecasts. Observations of short-scale features have important implication for validating and improving future high-resolution numerical models. This paper summarizes recent GW observations and sensitivities from several satellite instruments, including MLS, AMSU-A, AIRS, GPS, and CLAES. It is shown in an example that mountain waves with horizontal wavelengths as short as 30 km now can be observed by AIRS, reflecting the superior horizontal resolution in these modern satellite instruments. Our studies show that MLS, AMSU-A and AIRS observations reveal similar GW characteristics, with the observed variances correlated well with background winds. As a complementary technique, limb sounding instruments like CRISTA, CLAES, and GPS can detect GWs with better vertical but poorer horizontal resolutions. To resolve different parts of the broad GW spectrum, both satellite limb and nadir observing techniques are needed, and a better understanding of GW complexities requires joint analyses of these data and dedicated high-resolution model simulations. 相似文献

The Genesis mission Solar Wind Concentrator was built to enhance fluences of solar wind by an average of 20x over the 2.3 years that the mission exposed substrates to the solar wind. The Concentrator targets survived the hard landing upon return to Earth and were used to determine the isotopic composition of solar-wind—and hence solar—oxygen and nitrogen. Here we report on the flight operation of the instrument and on simulations of its performance. Concentration and fractionation patterns obtained from simulations are given for He, Li, N, O, Ne, Mg, Si, S, and Ar in SiC targets, and are compared with measured concentrations and isotope ratios for the noble gases. Carbon is also modeled for a Si target. Predicted differences in instrumental fractionation between elements are discussed. Additionally, as the Concentrator was designed only for ions ≤22 AMU, implications of analyzing elements as heavy as argon are discussed. Post-flight simulations of instrumental fractionation as a function of radial position on the targets incorporate solar-wind velocity and angular distributions measured in flight, and predict fractionation patterns for various elements and isotopes of interest. A tighter angular distribution, mostly due to better spacecraft spin stability than assumed in pre-flight modeling, results in a steeper isotopic fractionation gradient between the center and the perimeter of the targets. Using the distribution of solar-wind velocities encountered during flight, which are higher than those used in pre-flight modeling, results in elemental abundance patterns slightly less peaked at the center. Mean fractionations trend with atomic mass, with differences relative to the measured isotopes of neon of +4.1±0.9 ‰/amu for Li, between ?0.4 and +2.8 ‰/amu for C, +1.9±0.7‰/amu for N, +1.3±0.4 ‰/amu for O, ?7.5±0.4 ‰/amu for Mg, ?8.9±0.6 ‰/amu for Si, and ?22.0±0.7 ‰/amu for S (uncertainties reflect Monte Carlo statistics). The slopes of the fractionation trends depend to first order only on the relative differential mass ratio, Δm/m. This article and a companion paper (Reisenfeld et al. 2012, this issue) provide post-flight information necessary for the analysis of the Genesis solar wind samples, and thus serve to complement the Space Science Review volume, The Genesis Mission (v. 105, 2003). 相似文献

Atmospheric gaseous constituents play an important role in determining the surface temperatures and habitability of a planet. Using a global climate model and a parameterization of the carbonate-silicate cycle, we explored the effect of the location of the substellar point on the atmospheric CO(2) concentration and temperatures of a tidally locked terrestrial planet, using the present Earth continental distribution as an example. We found that the substellar point's location relative to the continents is an important factor in determining weathering and the equilibrium atmospheric CO(2) level. Placing the substellar point over the Atlantic Ocean results in an atmospheric CO(2) concentration of 7 ppmv and a global mean surface air temperature of 247 K, making ~30% of the planet's surface habitable, whereas placing it over the Pacific Ocean results in a CO(2) concentration of 60,311 ppmv and a global temperature of 282 K, making ~55% of the surface habitable. 相似文献

The Mars Science Laboratory (MSL) Mars Hand Lens Imager (MAHLI) investigation will use a 2-megapixel color camera with a focusable macro lens aboard the rover, Curiosity, to investigate the stratigraphy and grain-scale texture, structure, mineralogy, and morphology of geologic materials in northwestern Gale crater. Of particular interest is the stratigraphic record of a ~5?km thick layered rock sequence exposed on the slopes of Aeolis Mons (also known as Mount Sharp). The instrument consists of three parts, a?camera head mounted on the turret at the end of a robotic arm, an electronics and data storage assembly located inside the rover body, and a calibration target mounted on the robotic arm shoulder azimuth actuator housing. MAHLI can acquire in-focus images at working distances from ~2.1?cm to infinity. At the minimum working distance, image pixel scale is ~14?μm per pixel and very coarse silt grains can be resolved. At the working distance of the Mars Exploration Rover Microscopic Imager cameras aboard Spirit and Opportunity, MAHLI’s resolution is comparable at ~30?μm per pixel. Onboard capabilities include autofocus, auto-exposure, sub-framing, video imaging, Bayer pattern color interpolation, lossy and lossless compression, focus merging of up to 8 focus stack images, white light and longwave ultraviolet (365 nm) illumination of nearby subjects, and 8 gigabytes of non-volatile memory data storage. 相似文献
