The space industry in established space-faring nations is playing an increasingly important role in the development of capacity in emerging space nations. The role of industry ranges from provision of turn-key systems, to provision of training and joint development of satellites in partnership with emerging space countries. Ranked number 1 worldwide in terms of satellites ordered in 2006, Thales Alenia Space is at the heart of the most high performance satellite technologies in both civil and defense sectors. The company has been involved in parterships with a number of emerging space nations. This paper discusses several key factors for successful interaction of industry with national space programmes in emerging space nations.  相似文献

The increasing gap in the space capabilities of different countries has led to the need for capacity building in modern times. Space capacity building of countries without or with limited space capacity via international cooperation with advanced spacefaring nations is a good practice towards intragenerational equity among all spacefaring countries, and between spacefaring and non-spacefaring countries at the same period of time. A case study is used here to show the current situation of the Asia-Pacific Space Cooperation Organization (APSCO) and its member states that are associated with their space capacity building. The study finds that neither the satellite technology development model developed by Wood and Weigel (2011) nor the model developed by Ercan and Kale (2017) is a good fit for the development of space capability in all of the developing countries. Therefore, using the APSCO member states as a case study may offer guidelines towards the space capacity building of other developing countries. Moreover, an in-depth analysis of the merits and flaws of APSCO’s capacity building programs through comparing them with similar projects carried out by the European Space Agency (ESA), the Asia-Pacific Regional Space Agency Forum (APRSAF) and some other countries is conducive to providing some references for regional cooperation in the field of space capacity building. While international space law and the APSCO Convention can provide the general principles for capacity building activities under the framework of APSCO, they are only relevant to the development of scientific and technological capacities for space and human resources rather than organizational development and legal frameworks. Some international soft laws can likewise provide guidance for the capacity building activities of APSCO and its member states in the areas of international direct television broadcasting, remote sensing and cooperative way. To enhance its and its member states’ space capabilities, APSCO, in the context of space commercialization and maintaining the long-term sustainability of outer space activities (LTSOSA), should establish a comprehensive internal regime that addresses scientific and technological capacity building for space, human resources, organizational development and legal frameworks, a flexible regime for international cooperation with other developed spacefaring nations and international organizations with relevant technical capabilities and an internal research center for space law, and actively expand its membership by embracing other economically or technologically developed spacefaring nations in the Asia-Pacific region.  相似文献

Toward a global space exploration program: A stepping stone approach   总被引:1,自引:0,他引:1  
In response to the growing importance of space exploration in future planning, the Committee on Space Research (COSPAR) Panel on Exploration (PEX) was chartered to provide independent scientific advice to support the development of exploration programs and to safeguard the potential scientific assets of solar system objects. In this report, PEX elaborates a stepwise approach to achieve a new level of space cooperation that can help develop world-wide capabilities in space science and exploration and support a transition that will lead to a global space exploration program. The proposed stepping stones are intended to transcend cross-cultural barriers, leading to the development of technical interfaces and shared legal frameworks and fostering coordination and cooperation on a broad front. Input for this report was drawn from expertise provided by COSPAR Associates within the international community and via the contacts they maintain in various scientific entities. The report provides a summary and synthesis of science roadmaps and recommendations for planetary exploration produced by many national and international working groups, aiming to encourage and exploit synergies among similar programs. While science and technology represent the core and, often, the drivers for space exploration, several other disciplines and their stakeholders (Earth science, space law, and others) should be more robustly interlinked and involved than they have been to date. The report argues that a shared vision is crucial to this linkage, and to providing a direction that enables new countries and stakeholders to join and engage in the overall space exploration effort. Building a basic space technology capacity within a wider range of countries, ensuring new actors in space act responsibly, and increasing public awareness and engagement are concrete steps that can provide a broader interest in space exploration, worldwide, and build a solid basis for program sustainability. By engaging developing countries and emerging space nations in an international space exploration program, it will be possible to create a critical bottom-up support structure to support program continuity in the development and execution of future global space exploration frameworks. With a focus on stepping stones, COSPAR can support a global space exploration program that stimulates scientists in current and emerging spacefaring nations, and that will invite those in developing countries to participate—pursuing research aimed at answering outstanding questions about the origins and evolution of our solar system and life on Earth (and possibly elsewhere). COSPAR, in cooperation with national and international science foundations and space-related organizations, will advocate this stepping stone approach to enhance future cooperative space exploration efforts.  相似文献

The Space systems today provide growing benefits to enhance the quality of humankind. However, as a by-product, the orbiting objects inevitably leaves some debris which after 50 years of space activities represent a concern for all space agencies and manufacturers and operators. Since last year no international agreement was in place to mitigate the growing population of space debris objects. The successful result obtained at UN-COPUOS in 2007 and available in the OOSA web site, now gives to the public, a set of voluntary international guidelines that could, if adopted by each space fairing Country, help in maintaining the present space environment. More further steps are necessary in the future to define a legal and normative framework. The paper will present the seven established UN Space Debris guidelines as well as examples of the minimum steps to be carried out at national level to enable the UN-COPUOS to start the discussion of the legal aspect associated with the space debris issue.  相似文献

Space research in Western Europe began in the form of independent national space programmes confined in the first instance to the use of sounding rockets. These early steps were soon supplemented by bilateral collaborative projects with the USA and USSR whose agencies provided the satellite launch vehicles that Europe lacked at that time.In 1962 as a result of an agreement between ten member states the European Space Research Organisation (ESRO) was established for the purpose of carrying out a programme of space science. ESRO was succeeded in 1974 by the European Space Agency (ESA) with a much broader range of activities covering both scientific research and the application of space technology together with the development of launch vehicles.At the present time the totality of space activities of the ESA member states is made up of national programmes and collaborative projects with other nations and agencies together with participation in the agreed ESA programme. Because of its essentially non-military character, its relatively modest level of funding and its multinational nature the European experience with ESA may provide some useful guidance in the development of space science and technology elsewhere in the world.  相似文献

The planning and execution of manned and robotic missions to Mars present a wide range of jurisprudential issues. Provisions to prevent the disruption of natural celestial environments, as well as damage to the environment of Earth by the return of extraterrestrial materials, are important components of the law applicable to mankind's activities in outer space, and have been supplemented by scientifically instituted planetary protection policies. However, divergent legal regimes may exist, as the space treaties in force are neither uniform in their provisions, nor identical as to the states which have signed, ratified, or adopted the international agreements. The legal requirements applicable to a specific mission will vary depending on the entities conducting the program and specific mission profile. This article analyzes the divergent international legal regimes together with the factors which will influence the determination of the standards of conduct which will govern manned and robotic missions to Mars.  相似文献

Space law education has an essential role in the space capacity building of a country because of its importance for human resources development in space law. Comparisons between Canada and China, the European Union and China and the United States of America (USA) and China in space law degree education, course, teaching methodology, institute and practice and communication platform are provided in an attempt to review some issues which exist within the Chinese space law educational system and to seek a better choice for China’s space law education reform. Chinese space law education has achieved noticeable progress over the past two decades. However, it is still limited in comparison to its counterparts in Europe and Northern America. The range of the space law degree education programmes and space-law-related courses is comparatively limited. A gap remains between space law education and practice in China. Chinese space law classes are still dominated by the teacher-centred teaching methodology, although several universities have some new teaching practices. The establishment of seven space law-related research institutes plays an increasingly important role in Chinese space law education, space law and policy research and legal advisory services for the Chinese government and non-governmental sectors. However, these institutes still have a long way to go in comparison with their counterparts in Europe and Northern America. While China has established domestic research platforms for space law communication through international cooperation, it does not provide space law practice platforms for space law education. While international space law does not provide a direct legal foundation for space law education in China, Chinese educational laws can lay a profound legal foundation for Chinese space law education. To promote its national expertise and capacity in space law, based on the three-pillar model and the experiences of its counterparts in North America and Europe, China should adopt a systematic and sustainable regime for its space law education.  相似文献

In 1957, the launch of the first artificial satellite ushered in a new era for modern space science.The past 50 years' developments in China's space science have witnessed many major missions, and substantial progress has been achieved in space science study, exploration technology as well as experiment technology. Strategic Priority Program on Space Science was officially started in 2011. Through both self-developed space science missions and those with international cooperation,it is expected that the innovative breakthroughs will be realized, leapfrog development of related high-tech will be achieved to establish the important strategic status of space science in national development. To sum up, the implementation of the Strategic Priority Program on Space Science will definitely promote the rapid development of China's space science endeavor, making contributions to China's development and the progress of human civilization.   相似文献

A more flexible policy basis from which to manage our planet in the 21st century is desirable. As one contribution, we note that synergies between space exploration and the preservation of our habitat exist, and that protecting life on Earth requires similar concepts and information as investigations of life beyond the Earth, including the expansion of human presence in space. Instrumentation and data handling to observe both planetary objects and planet Earth are based on similar techniques. Moreover, while planetary surface operations are conducted under different conditions, the technology to probe the surface and subsurface of both the Earth and other planets requires similar tools, such as radar, seismometers, and drilling devices. The Earth observation community has developed some exemplary tools and has featured successful international cooperation in data handling and sharing that could be equally well applied to robotic planetary exploration. Here we propose a network involving both communities that will enable the interchange of scientific insights and the development of new policies and management strategies. Those tools can provide a vital forum through which the management of this planet can be assisted, and in which a new bridge between the Earth-centric and space-centric communities can be built.  相似文献

The International Heliophysical Year (IHY) aims to advance our understanding of the fundamental processes that govern the Sun, Earth, and heliosphere. The IHY Education and Outreach Program is dedicated to inspiring the next generation of space and Earth scientists as well as spreading the knowledge, beauty, and relevance of our solar system to the people of the world. In our Space Weather Monitor project we deploy a global network of sensors to high schools and universities to provide quantitative diagnostics of solar-induced ionospheric disturbances, thunderstorm intensity, and magnetospheric activity. We bring real scientific instruments and data in a cost-effective way to students throughout the world. Instruments meet the objectives of being sensitive enough to produce research-quality data, yet inexpensive enough for placement in high schools and universities. The instruments and data have been shown to be appropriate to, and usable by, high school age and early university students. Data contributed to the Stanford data center is openly shared and partnerships between groups in different nations develop naturally. Students and teachers have direct access to scientific expertise.  相似文献

As the pace of human exploration and utilization of space continues to accelerate, space debris gradually becomes an inevitable problem affecting and threatening human space activities. When space debris strikes the spacecraft bulkhead, determining the impact source location timely and accurately is the foundation of the repair damage, and is also of great importance for the safety of astronauts' life. This paper analyzed the wave propagation law in thin plates, established a lightweight sensor array using PVDF (Polyvinylidene fluoride) circular thin-film sensors, and used a two-stage light-gas gun loading system to conduct hypervelocity collision localization experiments on impacting 2A12 aluminum plates to study the effects of sensor array radius and sensor size on localization results. The results show that the smaller the radius of the PVDF sensor array is, the more accurate the positioning result is under the premise of the same size of the PVDF circular film sensor array. On the premise of the same PVDF sensor array arrangement, the larger the PVDF circular membrane sensor is, the more accurate the positioning result is. ABAQUS finite element software is used to study the stress wave propagation of aluminum ball impacting aluminum plate at high speed, simulating space debris impacting spacecraft. The stress waveform obtained from the simulation is in good agreement with the experiment, which shows the accuracy of the numerical simulation method.  相似文献

The United Nations Programme on Space Applications, implemented by the United Nations Office for Outer Space Affairs, promotes the benefits of space-based solutions for sustainable economic and social development. The Programme assists Member States of the United Nations to establish indigenous capacities for the use of space technology and its applications. In the past the Programme has primarily been focusing on the use of space applications and on basic space science activities. However, in recent years there has been a strong interest in a growing number of space-using countries to build space technology capacities, for example, the ability to develop and operate small satellites. In reaction to this development, the United Nations in cooperation with the International Academy of Astronautics has been organizing annual workshops on small satellites in the service of developing countries. Space technology related issues have also been addressed as part of various other activities of the Programme on Space Applications. Building on these experiences, the Office for Outer Space Affairs is now considering the launch of a new initiative, preliminarily titled the United Nations Basic Space Technology Initiative (UNBSTI), to promote basic space technology development. The initiative would be implemented in the framework of the Programme on Space Applications and its aim would be to help building sustainable capacities for basic space technology education and development, thereby advancing the operational use of space technology and its applications.  相似文献

In the framework of a potential European Space Situational Awareness System (ESSAS), we propose some optical strategies such that try to minimize the requirement of tracking measurements for the orbit determination computation when the catalogue is under construction. We will analyse them in terms of coverage, timeliness and orbit determination accuracy by means of the AS4 simulator (developed by Deimos Space S.L.U.). Moreover, observation campaigns have been performed from La Sagra Observatory in order to check the applicability of those strategies. These strategies are used for defining different choices for the future European Optical Space Surveillance System in the framework of the ESA contract no. 22738/09/D/HK.  相似文献

The “Tyranny of Distance” has had a profound influence on Australian history and reaction to it has been an important factor in determining national scientific and technological goals. Because of its size and geographical remoteness, Australia is one of the countries to have gained substantially from the applications of space technology particularly in the fields of communications, meteorology and remote sensing. Australia is the fifth largest investor in INTELSAT which carries a major fraction of the nation's overseas telecommunications. A domestic satellite system, AUSSAT, is being acquired to improve telecommunications within the country. Australia is heavily dependent on satellite data for routine meteorological forecasting. Data from the Australian Landsat Station are in strong demand, particularly for mineral exploration. In the field of space science, Australia is collaborating with Canada and the United States in feasibility studies for STARLAB, a free-flying UV-optical one metre telescope proposed for launch by the US Space Shuttle beginning in 1989. These scientific and technological programs in which Australia is participating are all dependent upon the space programs of other nations and in describing the status of space science and technology from an Australian perspective some comments will be made on particular aspects of the space programs of the United States and Japan.  相似文献

The space debris environment is one of the major threats against payloads. Space debris orbital distribution is of great importance for space debris environment modeling. Due to perturbation factors, the Right Ascension of Ascending Node (RAAN) of space objects changes consistently, causing regular rotation of the orbit plane around Earth’s axis. Based on the investigation of the RAAN perturbation rate of concerned objects, this paper proposes a RAAN discretization method in order to present the space debris longitude-dependent distribution. Combined with two line element (TLE) data provided by the US Space Surveillance Network, the estimated value from RAAN discretization method is compared with the real case. The results suggest that using only the initial orbital data at the beginning of the time interval of interest, the RAAN discretization method is able to provide reliable longitude distribution of concerned targets in the next following period. Furthermore, spacecraft cumulative flux against space debris is calculated in this paper. The results suggest that the relevance between spacecraft RAAN setup and flux output is much smaller for LEO targets than MEO targets, which corresponds with the theory analysis. Since the nonspherical perturbation is the major factor for RAAN variation, the RAAN perturbation rate has little connection with the size of orbital objects. In other words, the RAAN discretization method introduced in this paper also applies to space debris of different size range, proposing a possible suggestion for the improvement of space debris environment engineering models.  相似文献

The world’s economy has become heavily dependent on the services provided by satellites. With the exponential increase in satellite launches, the population of defunct or inactive hardware in space has grown substantially. This is especially true in sensitive orbits such as the Low Earth Orbit (LEO) and Geostationary Earth Orbit (GEO) regimes. These objects, collectively known as orbital debris, can reach speeds of up to 28 000km h?1 in LEO. At these orbital speeds, even the smallest of objects can pose a considerable threat to operational satellites or astronauts. This makes the monitoring, and detection, of these objects of the utmost importance. This work describes the latest detection strategy used in one of Europe’s largest Space Situational Awareness (SSA) installation; the BIstatic RAdar for LEo Survey (BIRALES) space debris radar. We present a novel bottom-up approach that makes use of single-linkage clustering to identify faint radar streaks in spectrogram data. Tests on synthetic data have shown that the detection strategy presented in this study obtains a higher detection rate when it is compared against existing methods. Unlike other approaches, this detection strategy, using the Multi-beam streak detection strategy (MSDS) algorithm, was still able to recall 90% of the track information at an Signal-to-Noise Ratio (SNR) of 2dB.  相似文献

太空是国家新边疆,太空活动是国家意志和战略意图的重要体现,是国家利益拓展的重要保障,太空安全已成为国家安全的重要组成部分.经略太空感知先行,空间态势感知是指获取和认知空间态势信息,包括空间目标监视和空间环境监测,是进一步开展空间操控和空间对抗的基础.本文首先梳理了美国空间态势感知领域相关条令的发展历程,介绍了美国高轨领域几个典型态势感知项目的实施情况,总结了其中4项关键技术,包括进入空间、自主运行、交会对接导航与控制和多角度立体成像技术.最后,本文从太空态势感知体系建立、天基自主感知系统、发展空间攻防对抗能力几个方面给出了发展建议.  相似文献

The emergence of private space actors may soon enable the growth of the novel market segments of space research and exploration, space resources utilization, and human access to space. The interdisciplinary field of Planetary Protection has to keep up with these advances. Planetary Protection is defined as a set of guidelines that aim to prevent the forward contamination of celestial bodies with biological material from Earth and the backward contamination of the terrestrial biosphere with extraterrestrial biological material. As space entrepreneurs acquire and develop the resources and competencies for commercial access to space, significant questions are expected to be raised in the future with respect to potential forward and backward contamination issues, particularly with respect to activities between Earth and Mars. Although such private activities do not seem to pose a serious Planetary Protection threat at the moment, certain preparatory steps need to be taken in order to prudently inform the relevant policy-making procedures. This work describes the application of the Contingent Valuation Method, a useful tool of the environmental economics discipline, with the aim of demonstrating a novel approach to estimate the economic valuation of the external benefits of preventing forward and backward contamination between Earth and Mars. Particularly, via a survey specifically developed for this purpose, a set of questions are used to elicit the perceived economic value that respondents place on the prevention of forward and backward contamination; the survey is administered to a national probability sample in Greece, and the generated data is processed through statistical analysis. The Contingent Valuation Method is a popular and well-established stated preference valuation technique; these techniques are often the more suitable choice for ex-ante valuations of future changes, and are currently the only known approach to capture all the aspects of the economic value of non-market goods. Through an initial proof-of-concept in Greece, the goal of this work is to provide useful insights on the expected external benefits of a national Planetary Protection policy to regulate future private space activities between Earth and Mars, and to encourage a larger-scale application of this tool in other countries around the world.  相似文献
