Planetary protection policies designed to reduce the cross-transfer of life on spacecraft from one planet to another can either be formulated from the pragmatic instrumental needs of scientific exploration, or from ethical principles. I address planetary protection concerns by starting from a normative ethical framework for the treatment of microorganisms. This argues that they have intrinsic value at the level of the individual through to the level of the community, but at the individual level this ethic can only be theoretical. This approach yields a solution to the problem of the inevitable contamination of Mars by human explorers and suggests that in some instances the local contamination of other planets may be acceptable. An exception would be where this contamination would cause destruction of microbial ecosystems. Within the framework of such an ethic, the term ‘planetary protection’ may be normatively too narrow and ‘planetary preservation’ may better describe the activity of controlling cross-inoculation of planets. I discuss an example of a contamination event that might be ethically acceptable within the framework of ‘preservation’, but would be regarded as unacceptable under current planetary ‘protection’ guidelines.  相似文献

During the past decade new questions in science have emerged that require broad inter-disciplinary approaches. ‘Do asteroids and comets cause extinctions?’ and ‘Was there, or is there, life on Mars?’ are just two examples of questions that cut across planetary or astronomical sciences and biological sciences. The re-emergent science of ‘astrobiology’ represents a new synthesis of inter-disciplinary thinking that in many respects bears similarities to what in the 18th and 19th century would have been called ‘Natural Sciences’. But new astrobiology offers the scientific community, including the space community, two important possibilities. First, an opportunity to galvanize diverse scientific disciplines together to answer some fundamental questions on the relationship between life and the cosmic environment and, second, a chance to create a new environment conducive to interdisciplinary thinking. This is in contrast to the general trend that occurred during the 20th century towards increasing specialization in the sciences. During the 21st century astrobiology has the potential to open rich and productive seams of research.  相似文献

Technological advances in remote sensing capabilities, wider participation of commercial firms and the possibilities of ‘processing’ spatial data to create value-added information have given rise to a range of policy and legal issues in the geographic information (GI) field. How far satellite images can still be considered a ‘public good’, conflicts between commercial and national interests is becoming a major issue, especially where security is concerned, sovereignty and the rights of sensed states, shutter control vs transparency is debated, data access, IPR and infringement of privacy becoming more relevant are all discussed. At the same time, the societal and public good of GI is well accepted with innumerable national and international examples. It is clear that societies would greatly benefit from the proper use of GI. A multilateral debate to formulate a GI policy that will take account of these while ensuring that the full benefits of remote sensing are available to society is called for.  相似文献

This article discusses current UK space activities that were debated during the ‘policy’ day of a 3-day ‘Festival of Space’ held at Surrey University in July 2003. While the emphasis is on using space to fulfil the needs of society, it is apparent that crafting a coherent strategy that would provide the political support needed to do this—in Europe as well as in the UK—remains difficult.  相似文献

The ability of the US government to carry out future space policies depends upon the maintenance of a technically capable space flight agency. During its first decade of operation the National Aeronautics and Space Administration (NASA) developed an organizational culture supporting very high levels of reliability. This ‘technical culture’ stressed the importance of in-house technical capability, ‘hands on’ activity and extensive testing. Forces at work on the agency since 1970 have tended to erode the original culture. This article explains the ways in which the beliefs and norms guiding NASA operations have changed since the agency's first decade of operations.  相似文献

This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

An interdisciplinary approach to discussing the human presence in outer space was undertaken on 11–12 October 2007 by the European Science Foundation (ESF), ESA and the European Space Policy Institute (ESPI). At the ‘Humans in Outer Space—Interdisciplinary Odysseys’ conference space experts and scholars from the area of humanities as well as social sciences discussed the roles disciplines such as law, philosophy, ethics, culture, art and psychology will increasingly play in space exploration. Conference output took form in the ‘Vienna Vision’, which provides a unique European perspective on the various needs and interests of humanities and social sciences linked with space exploration. This report presents the goals and outcome of the conference, as well describing the analysis leading to the creation of the Vienna Vision.  相似文献

The very first activities concerning planetary rovers began in 1964 in the Soviet Union and in the United States for lunar missions. Nowadays, with the increase of new mission needs and technical possibilities, several space agencies have engaged in some preliminary programmes in that area with the following objectives:

• —to prepare their involvement in future international rover missions

• —to ease contacts/discussions between scientists and engineers

• —to study and develop a new generation of in situ experiments

• —to perform system/mission analysis in conjunction with the definition of the mission objectives

• —to analyze robotic problematics and implement robotic concepts in the rover architectures.

To perform these activities, several organizations have been set up in Russia, the United States, Japan, Italy and France, according to the relative weight of space engineering over robotic research.

In the case of the French programme (‘VAP—Automatic Planetary Rover’), the organization is based on a partnership between the CNES, a scientific committee, four national research laboratories and industries in order to optimize scientific and technical work, with an optimal use of past robotic research studies, as well as to generate spin-offs for Earth applications. Indeed, as a preliminary result, we now have a co-operative agreement with Russia to procure cameras and associated software for the autonomous navigation of the Marsokhod 96 and 2 projects for terrestrial applications of robotic concepts defined within the framework of the VAP programme.  相似文献

The US civilian space program is focused on planning for a new round of human missions beyond Earth orbit, to realize a ‘vision’ for exploration articulated by President George W. Bush. It is important to examine this ‘vision’ in the broader context of the global enterprise of 21st century space exploration. How will extending a human presence into the Solar System affect terrestrial society and culture? What legal, ethical and other value systems should govern human activities in space? This paper will describe the current environment for space policy making and possible frameworks for future space law, ethics and culture. Responding to the demand for a ‘faster, cheaper, better’ implementation of space related services, Domier Satellitensysteme GmbH has established and exercised an approach for the development and production of satellites and the corresponding ground equipment for small missions, referred to as Flexbus. It allows to support space service customers starting from mission engineering via design, development and manufacturing of the necessary hardware, the launch service and ending with the hand-over of the operational system. Flexbus harmonises a modular component concept with a sound design and development approach, as a whole providing the means to offer high quality products in a fairly short time and for competitive pricing. 1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. This study takes two different approaches to trying to estimate the ‘worth’ of satellite applications, one based upon tariff services and their pyramidal value and the other of estimating derived benefits on a sector-by-sector basis to total the economic value of business and application satellite services. These procedures result in an order-of-magnitude estimate for direct and indirect benefits of satellites of $390 billion per year or about 2% of the global economy. Estimations of social benefits are more difficult to quantify. The business, cultural, social and educational benefits of satellite communications are shown to be tremendous, and wherever possible clear economic terms are used.  相似文献

The author offers some comments on the drawbacks of another US-Soviet space race. She compares the relative positions of the USA and the USSR in various areas of space science and technology, and concludes that the USSR does not lead in all areas. More importantly, she argues that it is distressing still to be portraying the superpowers as in a race in space. ‘Sputnik fever’ the first time round showed that a space race does not lead to a strong, long-term US space programme. She argues that cooperation in some areas — perhaps a trip to Mars — could b an alternative.  相似文献

In London on 20 September, the British National Space Centre and the Royal Astronomical Society convened a ‘Town Meeting’, a usage picked up from NASA. Basically it was a debate without the competetive element, whose topic was the next two of the European Space Agency's four ‘Cornestone’ projects for the ‘Horizon 2000’ programme, total budget 584 million ECU (about £467 million). For decades, Western European nations have been comparatively uninterested in the military use of space, largely content to rely on the far greater resources of the USA in this area. Today, however, the traditional belief that the security requirements of ‘the West’ are synonymous with those of the USA is increasingly open to challenge. A new European defence identity is emerging, keen to achieve greater autonomy in the security field, albeit remaining within the overarching framework of NATO. Consequently there is a growing requirement for indigenous European capabilities in terms of military space assets. This requirement has been met in part by the establishment, by the Western Union, of a satellite centre in Spain, which currently analyses commercially procured satellite imagery. The centre's capabilities may be expanded if the WEU states decide to add a space-based element — either their own satellite system, or participation in an existing multinational programme. Such a decision is due to be taken towards the end of 1995. This paper concludes by briefly examining the political and security implications of such a decision.  相似文献
