Financing of space assets

The commercialization of space activities would increase if countries or companies could get more financial support. Space activities involve a high level of risk, however, which is why financial institutions are reluctant to advance credit. The International Institute for the Unification of Private Law (Unidroit) is interested in finding legal ways to satisfy commercial and financial needs by improving creditors’ guarantees and it has been proposing a draft Protocol on matters concerning space assets. This article aims to show why this subject has attracted the attention of both developing and developed countries. It also attempts to predict the consequences of the Protocol for space activities in developing countries.

The Future of Public–Private Partnerships in Satellite Communications

Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.     

Estonian space policy and governance in the international space community

Despite the global financial crisis, which dominated 2008 and the first half of 2009, Estonia has decided to invest in a space programme. Estonia has extensive experience in the field of astrophysics and has developed capacities in various areas of remote sensing applications. It is on its way to becoming an active ESA partner. This article examines how Estonia is setting its way as a space nation and describes the new context and the role that various bodies are playing in the process. The paper describes the vision and strategy for space activities in the country. An overview of the possible measures to be taken to support the enterprises and scientific institutions with the highest potential for space cooperation is discussed, as are various risks in making progress in the space field, and measures for overcoming these.

Tackling the barriers to progress

Over 200 people attended the ‘International Business in Space’ conference, organized by the Center for Space Policy Inc, Cambridge, MA, USA, in Washington, DC, 9–11 January 1985. The official focus - commercial space developments in the USA, Canada, Europe and Japan - was somewhat of a misnomer. While US, Canadian and European views and interests were well represented, the Japanese element was almost completely absent. Virtually every category of organization likely to be involved in the ‘industrialization of space’ was strongly represented: government agencies, major and medium-sized aerospace companies, entrepreneurial space firms, and service organizations, eg consulting groups, law firms and financial institutions. Not surprisingly at this stage, attendance by non-aerospace potential users of space was very weak. This report highlights two major themes - international cooperation and the role of overnments.

随着我国高等教育事业的迅速发展,全国各高校都不同程度地扩大招生规模,高校斥巨资购入各种大型精密仪器已司空见惯。然而如何对这些精密仪器进行科学管理、正确使用和维护,如何做好精密仪器的后继开发利用,成为各高校发展中的重要问题。     

Dynamic modeling and optimization for space logistics using time-expanded networks

This research develops a dynamic logistics network formulation for lifecycle optimization of mission sequences as a system-level integrated method to find an optimal combination of technologies to be used at each stage of the campaign. This formulation can find the optimal transportation architecture considering its technology trades over time. The proposed methodologies are inspired by the ground logistics analysis techniques based on linear programming network optimization. Particularly, the time-expanded network and its extension are developed for dynamic space logistics network optimization trading the quality of the solution with the computational load. In this paper, the methodologies are applied to a human Mars exploration architecture design problem. The results reveal multiple dynamic system-level trades over time and give recommendation of the optimal strategy for the human Mars exploration architecture. The considered trades include those between In-Situ Resource Utilization (ISRU) and propulsion technologies as well as the orbit and depot location selections over time. This research serves as a precursor for eventual permanent settlement and colonization of other planets by humans and us becoming a multi-planet species.
