This article provides an overview of the basic issues on the eve of the WARC-ORB 85 Conference. Professor Rutkowski argues that developing countries have more at stake in achieving a flexible, yet equitable, result than do the industrialized countries. The answers lie in skilfully blending all the processes used by the ITU over the years to assure that all the interests of developing countries are met, and to allow full participation of these countries in the current telecommunications revolution.  相似文献

The London Institute of Space Policy and Law is presenting a series of seminars on risks associated with space activity and its insurance, aimed at fostering better understanding of the risks particular to commercial space projects, and at encouraging appropriate policy measures. Seminar IV-I on 5 February 2010 focused on policy and regulatory risk considerations for satellite communications. After an introduction by the seminar chair Jeremy Rose, senior consultant at telecommunications consultancy Comsys, and a welcome from Institute Director Sa'id Mosteshar, four speakers outlined the ideal regulatory framework for satellite communications, as well as current regulatory and policy risks at the international, regional and national level. Risks were discussed in ITU, EU and UK procedures and policies and debate was continued from the floor. The event's rapporteur summarizes the issues highlighted by the speakers and some of the interventions from the floor.  相似文献

If one accepts the overriding economic and social importance of telecommunications, then the importance of major shifts in international satellite policy becomes clear. In particular, proposals within the USA to redefine its relationship to the INTELSAT global satellite system take on broader significance than might be initially assumed. To understand why this is so, one must first focus on the role of INTELSAT and how it has changed the world of global telecommunications, at the national, regional and international levels.  相似文献

随着全球低轨星座系统的快速部署及应用,非静止轨道卫星对静止轨道卫星系统的同频干扰问题日益凸显。为保护静止轨道卫星系统不受有害干扰,国际电联现行无线电规则中规定了非静止轨道卫星系统应满足的等效功率通量密度限值或干扰噪声比限值,但所适用频段及限值标准仍在不断修订完善中。为了精确定量评估低轨星座对静止轨道卫星的同频干扰,通过对等效功率通量密度限值和干扰噪声比限值的确定方法及演进历程进行研究,分析了上述限值与静止轨道卫星实际被干扰的对应关系,并以典型倾斜轨道星座和极地轨道星座为例,分析了不同干扰指标对卫星系统间干扰判定结果的影响,当静止轨道卫星系统的实际被干扰门限低于国际电联制定等效功率通量密度限值选用的参考门限时,建议低轨星座选择干扰噪声比限值作为开展频率干扰分析与判定的依据。  相似文献

This is the executive summary of a report prepared for the European Commission by LD consultants on the status of India's space industry and the prospects for European firms to invest in it. India has impressive launch capabilities, telecommunications and disaster warning satellites but commercialization of its activities is occurring only slowly. There are many opportunities for joint ventures with Europe (which must not let the USA consolidate its superior position in the broadcasting field) but issues of technology transfer and India's unhappiness with the MTRC must first be resolved. As well as selling products and services, Europeans should also be prepared to buy those Indian components that are available more competitively.  相似文献

Despite provisions declarations that outer space shall be free for exploration and use by all states, it is a finite resource. This article argues for the need to ensure rational use of this resource via a major restructuring of space law. Focusing on telecommunications it proposes a change in the assignment of radio-spectrum and suggests that space must be treated as a means of advancing genuine globalisation.  相似文献

This paper summarizes the establishment and current development of space activities in the Bolivarian Republic of Venezuela. Space activities in Venezuela are focused on the areas of telecommunications, Earth observation and research on the physical properties of the Earth, and have as a primary goal the satisfaction of social needs. Current development of space activities started in 1999 when the new National Constitution recognized the value of outer space as the common heritage of mankind, and the key role of science and technology in promoting human welfare. The Bolivarian Agency for Space Activities (ABAE) was created in 2007. Its legal framework recognizes three key elements that drive its policy: the participation of society, capacity building and human training, and international cooperation. Indeed ongoing international cooperation with partners such as China, India, Brazil and Uruguay has already expanded Venezuelan space capabilities, allowing the country to launch its first telecommunications satellite, Venesat-1 in 2008, to plan the infrastructure development for the design of small satellites, and to train 1195 local professionals in space science, technology and applications. Our analysis shows that Venezuela has the potential to become a space leadership country, promoting the social welfare, integration, and sustainable development of Latin American countries.  相似文献

Norway has recently published its national long-term plan for space activities (1993–1996) and the main points of this are reproduced here. While telecommunications, positioning and navigation and Earth observation are understandably given a high priority, there is also an emphasis on space transportation and space science, and a belief that Norwegian industry and research institutes are capable of gaining contracts beyond the agreed scope of the country's participation in ESA.  相似文献

The nature of a SETI search makes observations uniquely vulnerable to radio frequency interference because the frequency of a possible ETI signal is unknown. Sensitive radio telescopes, sophisticated software and enhanced signal detection equipment are employed to detect faint signals in the 1–3 GHz frequency range. Frequency management at SETI occurs within a policy environment of the ITU spectrum allocation process. Increased demand by commercial satellite services for access to spectrum adjacent to bandwidth allocated to radio astronomy creates severe international and domestic pressures on SETI observations. Strategies for addressing the RFI problem at the international level will be discussed that include a contingency ITU allocation plan for exclusive use of a particular frequency range by SETI in the event a signal is detected. The lunar farside is, by international agreement, a radio quiet zone for use by radio astronomers. Protected from most human-generated emissions, a SETI radio telescope array on the lunar farside would provide reliable data with minimum interference.  相似文献

ARSENE (Ariane, Radio-amateur, Satellite pour l'ENseignement de l'Espace) is a telecommunications satellite for Amateur Space Service. Its main feature is that more than 100 students from French engineering schools and universities have been working since 1979 for definition phase and satellite development. The highest IAF awards has been obtained by “ARSENE students” in Tokyo (1980) and Rome (1981). The French space agency, CNES and French aerospace industries are supporting the program. The European Space Agency offered to place ARSENE in orbit on the first Ariane mark IV launch late 1985.  相似文献

It has been almost three years since the great Geostationary Orbit Earth (GEO) Ka-band filing rush concluded at the FCC. The majority of filers have gone on to register their systems with the ITU, creating the most congested new Spectrum band at system startup that the world has ever seen. However, for all the hype, none of the GEO systems are thought yet to have begun to bend metal. All appear consumed with the requirement to find partners with whom to share the business risks, costs and rewards.

This Paper will examine the current state of progress of Kaband systems. Assessments will be made with respect to criteria such as: announced target markets and their appropriateness for the technology proposed; availability of desired technology to enable these systems to achieve their stated goals and a realistic assessment of when these technologies will be deployed; the availability of alternative terrestrial systems to address the same applications and their impact on the GEO Ka-band system target markets; and regulatory issues and paths to insure commercial access.  相似文献

The speedily expanding Internet is in the process of transforming the technological, economic, and policy bases for nation-state regulation of telecommunications, including space-based satellite networks. Deployment of the packet-switched Internet has accelerated the liberalization of telecommunications markets and has led to far-reaching regulatory restructuring and policy shifts regarding state ownership and control of networks and information flows. As space-based GMPCS networks become integral parts of the globalizing Internet infrastructure, the state-centric legal paradigm requiring state “authorization and continuing supervision” of space activities by “non-governmental entities” stipulated under Article VI of the OST and associated treaties forming the outer space legal regime will be called increasingly into question. This paper examines the technological, economic/trade, and security issues that question whether the existing state-centric paradigm for regulating Internel-based GMPCS satellite systems will remain in legal phase with emerging liberalized regulatory regimes for terrestrial Internet-based infractructures.  相似文献

制导工具误差分离与折合是导弹精度评定中的重要问题,提出了利用支持向量机方法获得工具误差系数估计和进行弹道误差折合的新方法,由于支持向量机综合考虑了结构风险和经验风险,使得模型的泛化能力增强。仿真计算表明,与最小二乘和主成分方法相比,最小二乘支持向量机获得的误差系数估计与真值更加接近,折合得到的全程弹道遥外差更加准确。  相似文献

为进一步提高低轨遥感卫星数据的下传速率,文章采用国际电信联盟(ITU)的星地链路计算模型,对Ka频段双圆极化频率复用(简称"极化复用")的雨衰和去极化效应进行了定量影响分析。分析结果表明:采用Ka频段同频极化复用具备可行性,通道传输速率达6Gbit/s,可有效解决海量数据的下传难题;但只有建立在干旱少雨的地面站(如喀什站),才能实现95%的链路可用率,而对降雨量中等的地面站(如北京站),则无法实现95%的链路可用率。  相似文献

The commercial space sector to date has failed to develop comprehensive regulations--"rules of the road"--for its international activities. Within the next 5 years, conflicts with respect to international trade in satellite sales and launch services could emerge, highlighting the need for such a regulatory framework. If the commercial space sector is to continue to develop, it is important to begin discussions now, before these conflicts become significant, on the elements of an appropriate international regulatory framework. The existing framework for space activities was developed when government, not commercial, space activities were dominant, or was adapted from regulations in other sectors such as terrestrial telecommunications.  相似文献
