在外空开发利用竞争日益激烈和外空环境不断恶化的背景下,联合国和平利用外空委员会下属的科技小组委员会自2010年2月第47届会议起,在议程中添加"外空活动长期可持续性"(LTS)项目,并设立了外层空间活动长期可持续性工作组和四个专家组。
