2004年4月16日，民航新疆管理局、新疆空中交通管理局和新疆机场集团公司正式挂牌成立，这标志着新疆民航体制改革工作的全面完成，同时也揭开了新疆民航空管事业发展的新篇章。

认清形势抓住机遇加快新疆空管建设

2004年对新疆民航人来说，是具有里程碑意义的一年。4月，在民航总局和自治区党委、政府的主持下，新疆民航完成了体制改革、机场移交地方的任务，同时成立了新疆空管局；全国民航在持续刷新安全记录的形势下，航空市场需求旺盛，运输量快速增长，民航空管部门迎来了又一个发展机遇期；民航总局就加强空管建设做出了专门部署；国家空管委召开了全国首次空     

以人为本注重实效把思想政治工作做实

随着新疆民航体改的深入，空管组建已告完成。面对新形势新任务，如何凝聚全员并承前启后，推动新疆民航空管事业全面健康协调发展，是摆在我们局党委面前一项十分紧迫的任务。同时，怎样才能充分发挥思想政治工作的优势，更好地服务于中心工作，也是我们班子成员探讨的课题之一。     

积极建立空管三级设备维护体系

空管设备维护体系能否适应空管业务发展的需要，直接影响到空管事业发展的进程。现行的空管设备维护体系在过去的几十年里，为民航空管事业的发展起到了极其重要的作用。随着民航空管现代化建设的不断深入，现行设备维护体系的一些弊端已经在某些方面影响到了空管事业的进一步发展。因此，我们必须要不断地更新观念，立足现实，面向未来，以创新的思维来开展各项工作，促进空管事业健康、快速的发展，逐步从民航大国向民航强国的目标迈进。     

实施“三年计划” 为民航气象快速发展奠定基础

4月16日,这是一个新疆空管人难以忘怀的日子。五年前的今天,民航新疆空管局正式挂牌成立。 送走时光星移斗转,笑看天路畅通无阻。五年来,民航新疆空管局坚持“安全第一,预防为主,综合治理”的方针,抓队伍重素质,抓基础重建设,抓管理重实效,凭着一支忠于职守、精于指挥、甘于吃苦、乐于奉献的空管队伍,团结一心,克服困难,完成了既定的工作目标,走上了持续安全发展的道路,为新疆的改革发展、经济腾飞、社会进步做出了应有的贡献。

Responsibility,capability, and Active SETI: Policy,law, ethics,and communication with extraterrestrial intelligence

With recently growing interest in the Active Search for Extraterrestrial Intelligence (SETI), in which humankind would send intentional signals to extraterrestrial civilizations, there have been increased concerns about appropriate policy, as well as the role of space law and ethics in guiding such activities. Implicit in these discussions are notions of responsibility and capability that affect judgments about whether humans or other civilizations should initiate transmissions. Existing protocols that guide SETI research address transmissions from Earth, but there is debate over whether these guidelines should inform de novo transmissions as well. Relevant responsibilities to address include (1) looking out for the interests of humankind as a whole, (2) being truthful in interstellar messages, and (3) benefiting extraterrestrial civilizations. Our capabilities as a species and a civilization affect how well we can fulfill responsibilities, as seen when we consider whether we will be able to reach consensus about message contents (and whether that would be desirable), and whether we have the capacity to decode messages from beings that rely on different sensory modalities. The interplay of these responsibilities and capabilities suggests that humankind should place increased emphasis on Active SETI.

Isolation,confinement, and sensory deprivation

Long-duration space flight involves sensory monotony, isolation, and confinement. Obviously, data from other such environments are relevant to our concerns; and the application of the concept of arousal both to interpersonal relations and to task performance in space can point to appropriate selection, training, and spacecraft design features. In the context of space flight, all of these leads remain conjectural--simulation as well as laboratory research and initiation of long-duration flights will be the crucial test of the hypotheses.
