The aim of this article is to define the major elements of the institutional design process for the Russian rocket and space industry, a process which must take account of the changed economic conditions in the country and provide for the industry's integration into the wider national economy. The article does this by demonstrating the features that need to be understood, highlighting the problems that need to be resolved, and arguing that an institutional design process will have to be based on compromise and accommodation of all the different actors involved. The article deals with a number of particular problems challenging the managers and methodologists of the Russian national space programme of today.  相似文献

The Russian/CIS space programme is planning launches from the world’s oceans. In July 1998 a small German satellite was launched from a Russian submarine, the first launch of its kind. A whole family of submarine-launched missiles is available for commercial launches of this kind. In addition, 1999 should see the first flight in the Sea Launch programme which brings together Russian, Ukrainian, US and Norwegian experience.  相似文献

Athough a poor nation with limited resources, India has spent large amounts of money on sophisticated space programme. It is pursuing a policy of using high technology to solve the country's social and economic problems, and at the same time to strengthen its international position. Satellite-aided communications, educational programmes, meteorology and resources survey and management are thus priority areas. This article examines the history and achievements of India's space programme, and considers the constraints faced and budget and staffing plans. Foreign policy and national security aspects are covered in detail, including the question of whether India's peaceful space policy can be put to military use.  相似文献

For the European manned space activities an EVA space suit system was being developed in the frame of the Hermes Space Vehicle Programme of the European Space Agency (ESA). The space suit was to serve the needs for all relevant extravehicular activities for the Hermes Columbus operations planned to begin in 2004. For the present Russian manned space programme the relevant EVAs are performed by the Orlan-DMA semi-rigid space suit. The origin of its development reaches back to the 1970s and has since been adapted to cover the needs for extravehicular activities on Salyut and MIR until today. The latest modification of the space suit, which guaranteed its completely self-contained operation, was made in 1988. However, Russian specialists considered it necessary to start developing an EVA space suit of a new generation, which would have improved performance and would cover the needs by the turn of the century and into the beginning of the next century. Potentially these two suit developments could have a lot in common based on similarities in present concepts. As future manned space activities become more and more an international effort, a safe and reliable interoperability of the different space suit systems is required. Based on the results of the Munich Minister Conference in 1991, the European Space Agency and the Russian Space Agency agreed to initiate a requirements analysis and conceptual design study to determine the feasibility of a joint space suit development, EVA 2000. The design philosophy for the EVA 2000 study was oriented on a space suit system design of: space suit commonality and interoperability; increased crew productivity and safety; increase in useful life and reduced maintainability; reduced development and production cost. The EVA 2000 feasibility study was performed in 1992, and with the positive conclusions for EVA 2000, this approach became the new joint European Russian EVA Suit 2000 Development Programme. This paper gives an overview of the results of the feasibility study and presents the joint requirements and the proposed design concept of a jointly developed European Russian space suit.  相似文献

Manned spaceflight has been an important element of the German space program over the last decades. This is demonstrated by the nationally managed space missions Spacelab D-l (1985), D-2 (1993), and MIR '92 as well as by the participation in the 1st Spacelab mission FSLP (1983), the NASA missions IML-1 (1992) and IML-2 (1994), as well as in the ESA missions EUROMIR '94 and '95. On February 12th, this year, the German cosmonaut Reinhold Ewald was launched together with his Russian colleagues Wasilij Zibliew and Alexander Lasudkin onboard of a Soyuz spacecraft for another stay of a German cosmonaut onboard of the Russian Space Station MIR. This mission--the so-called German/Russian MIR '97--was, of course, another cornerstone with regard to the cooperation between Russian and German space organizations. The cooperation in the area of manned missions began 1978 with the flight of the German cosmonaut Sigmund Jahn onboard of Salyut 6, at that time a cooperation between the Soviet Union and the German Democratic Republic in the frame of the Interkosmos Program. In March 1992, it was followed by the flight of Klaus Dietrich Flade with his stay onboard of MIR. After two further successful ESA missions, EUROMIR '94 and '95 with the two German cosmonauts Ulf Merbold and Thomas Reiter and with a marked contribution of German scientists, the decision was taken to perform another German/Russian MIR mission, the so-called MIR '97. In Germany, MIR'97 was managed and performed in a joint effort between several partners. DARA, the German Space Agency, was responsible for the overall program and project management, while DLR, the German Aerospace Research Establishment, was responsible for the cosmonaut training, for medical operations, for the mission control at GSOC in Oberpfaffenhofen as well as for user support.  相似文献

Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

This article analyses the patterns and trends of small countries' participation in various forms of international space cooperation. The background to formulating a national space programme is discussed, together with considerations in linking national needs, stage of development, resources and capacity with those of the international community. The need for a selective national strategy on space activities is demonstrated: efforts must be concentrated around a few reasonably selected goals, provisions for acquiring information must be maintained, and the space programme must prepare the country for rapid development in all other fields of space research and applications, if world trends require. A brief examination of Bulgaria's space activity is made. A series of advanced space investigations have been undertaken in that country, and space technology transfer and spin-offs have resulted, with valuable benefits for the society and the economy.  相似文献

In preparation for the international manned space station various international and national space agencies are already participating with the Russian MIR programme with short, medium, and long term presence on the MIR station. Although selection criteria for all crew include careful psychological screening, with some effort also regarding team build-up, this has proved insufficient; moreover. little or no effort is expended in the area of psycho-social- or team training. This paper propounds the authors' thesis that, in addition to the steps already being taken, psycho-social training is essential for long-duration flight. A concrete proposal is made for such a training program, with an overview of how such a program will look like; examples of past applications are given.  相似文献

Helios is the only example of a multilateral collaborative military space effort currently being pursued within Europe. As such, a unique tripartite project, the first generation of the programme has had significant successes, even though the project has been faced with severe spending constraints and hindered by political obstacles. Helios 2, on the other hand, is not faring quite as well. Plagued by problems, the project has been in effect grounded indefinitely by German reluctance and inability to finance their share of the proposed three satellites. This paper assesses the origins and development of the Helios programme, and the difficulties facing the second generation of this satellite system.  相似文献

This edited version of the National Paper of the Russian Federation, presented at Unispace III in July 1999, details some of the country's major achievements in space in recent years and sets out the main areas it intends to pursue for the early twentieth-first century. The experience of cosmonauts who have participated in long-duration space flights has great value for solving problems connected with realization of the Martian manned mission. To study the cosmonauts’ opinion in relation to the Martian crew size, professional specialization of crewmembers, duration of their joint training, the possible sources of psychological tension in the flight, etc., a special questionnaire has been developed. In the recent years the Russian Orlan-M space suits have been improved as applied to their operational requirements for the ISS. A special attention is paid to enhancement of EVA crew efficiency and safety. The paper considers the main problems regarding specific features of the Russian space suit operation in the ISS, and analyses measures on their solution. In particular, the problems associated with the following are considered: enhancement of the anthropometric range for the EVA crewmembers; use of some US EMU elements and unified NASA equipment elements; Orlan-M operation support in the wide range of the ISS thermal conditions; use of Simplified Aid For Extravehicular activity Rescue (SAFER) designed as a self-rescue device, which will be used for an EVA crewmember return in the event that he (she) breaks away inadvertently from the ISS surface. The paper states the main space suit differences with reference to solution of the above problems. The paper presents briefly the design of space suit arms developed for crewmembers with small anthropometric parameters, as well as peculiarities and test results for the gloves with enhanced thermal protection. Measures on further space suit development with the purpose to improve its performances are considered.  相似文献

Space activities in the former USSR were regulated by numerous decisions and regulations, most of them inaccessible to the public. But despite its important space programme the state had no specific space legislation. The country's lawyers for years argued the necessity for a unified space act and the creation of a space agency. The authors of this article discuss the regulation of space activities since the break-up of the USSR. The situation is considered in two aspects: the legal regulation of cooperation within the Commonwealth of Independent States (CIS) in the exploration and use of outer space, and the legal and organizational bases of space activities in Russia after the creation of the Russian Space Agency in 1992. Space technology has the vast potential for addressing a variety of societal problems of the developing countries, particularly in the areas of communication, education and health sectors, land and water resources management, disaster management and weather forecasting. Both remote sensing and communication technologies can be used to achieve this goal.With its primary emphasis on application of space technology, on an end-to-end basis, towards national development, the Indian Space Programme has distinguished itself as one of the most cost-effective and development-oriented space programmes in the world.Developing nations are faced with the enormous task of carrying development-oriented education to the masses at the lower strata of their societies. One important feature of these populations is their large number and the spread over vast and remote areas of these nations, making the reaching out to them a difficult task. Satellite communication (Satcom) technology offers the unique capability of simultaneously reaching out to very large numbers, spread over vast areas, including the remote corners of the country. It is a strong tool to support development education. India has been amongst the first few nations to explore and put to use the Satcom technology for education and development-oriented services to the rural masses.Most of the developing countries have inadequate infrastructure to provide proper medical care to the rural population. Availability of specialist doctors in rural areas is a major bottleneck. Use of Satcom and information technology to connect rural clinics to urban hospitals through telemedicine systems is one of the solutions; and India has embarked upon an effective satellite-based telemedicine programme.Space technology is also useful in disaster warning and management related applications. Use of satellite systems and beacons for locating the distressed units on land, sea or air is well known to us. Indian Space Research Organisation (ISRO) is already a part of the International initiative called Satellite Aided Search and Rescue System.The programme to set up satellite-based Village Resource Centres (VRCs) across India, for providing a variety of services relevant to the rural communities, is also a unique societal application of space technology. The VRCs are envisaged as single window delivery mechanism for a variety of space-based products and services, such as tele-education; telemedicine; information on natural resources for planning and development at local level; interactive advisories on agriculture, fisheries, land and water resources management, livestock management, etc.; interactive vocational training towards alternative livelihood; e-governance; weather information; etc.This paper describes the various possibilities and potentials of Satcom and Remote Sensing technologies for societal applications. The initiatives taken by Indian Space Research Organisation in this direction are highlighted.  相似文献

For many years the world-famous Kettering Group of amateur satellite observers have confounded many more ‘official’ organization with their accucary in tracking Soviet space launches. In this article the group's founder, Geoffrey E. Perry, MBE, presents his personal perspective on current developments in the Soviet space programme. Although the 1958 Space Act stressed the civilian nature of the US space programme, the military space budget has grown to over twice the size of NASA's. Military influence on US space policy has grown accordingly. NASA has failed in articulating a sense of direction and purpose for the civilian space programme justifying sustained and adequate support. What matters most for a reinvigorated NASA is the level of commitment the nation is prepared to make, and in today's political climate greater spending on a civilian space programme would be unpopular. As we celebrate the 50th anniversary of the start of spaceflight and of the initiation of European integration, both these symbols of modernity seem to have stalled. We have learnt that some forms of modernity bore a heavy price, such as environmental issues. The social value of ‘progress’ has changed; this affects the types of programme that publics support. Although prestige may still be important to new spacefaring nations, it is the utility of space technology in solving terrestrial problems that is most important, while economic changes, which have made government funding tighter, have opened the door to private initiatives. As we enter the 21st century, we can still be proud of our achievements in space, but we must understand that the reasons we pursue such activity has changed.  相似文献

2012 marks the 20th anniversary of Alexandre Ananoff's death. Born in 1910 in Tbilisi, Georgia, the Russian–French space expert and enthusiast Alexandre Ananoff is known for being the organiser of the first International Astronautical Congress at La Sorbonne University, Paris, in September–October 1950, as well as being the author of the famous book L’Astronautique (1950) and for advising fellow author Hergé for his book adventures of Tintin on the Moon. The purpose of our paper is to present his complete works promoting space, from his first public presentations after discovering the works of Tsiolkovsky in the late 20s to his analysis of the first Sputnik launch in the popular French magazine Paris Match in 1957.A. Ananoff was a real ambassador for astronautics and a pioneer in space education for the general public—probably the first one in France. He built a unique collection of books and novels about space travel (donated before his death to the French Air and Space Museum of Paris-Le Bourget), wrote dozens of articles, gave numerous lectures and corresponded with most of the space pioneers around the world. However, he was criticised for being an autodidact and was very disappointed by the lack of consideration accorded him within his own country. During the 60s, he progressively stopped his space activities to turn his attention to becoming a specialist of 18th century French painters. He published his Memoirs of an Astronaut in 1978 and gave his last lecture at IAC in September 1979. He died in Paris on 25 December 1992, aged 82. His last wish was that his ashes could be sent on the Moon, an end accomplishment for all his efforts.  相似文献
