The aim of this article is to define the major elements of the institutional design process for the Russian rocket and space industry, a process which must take account of the changed economic conditions in the country and provide for the industry's integration into the wider national economy. The article does this by demonstrating the features that need to be understood, highlighting the problems that need to be resolved, and arguing that an institutional design process will have to be based on compromise and accommodation of all the different actors involved. The article deals with a number of particular problems challenging the managers and methodologists of the Russian national space programme of today.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. Canada's geography made it an early leader in the development of space technology, and generated a civilian-oriented, terrestrially focused space programme with a strong focus on communications and an increasing emphasis on transferring space technology and activity from the government to the private sector. During the 1980s Canada's space programme has strengthened and broadened measurably; its now contains major projects in Earth observation and robotics as well as communications, and has diversified its international partnerships from the USA to Europe. However, persisting weaknesses in launch capability, space science and military space programmes, and the dependence of all three current major projects (Msat, Radarsat, and the International Space Station's Mobile Servicing System) on the USA represent potential vulnerabilities which require national investments and expanded international affiliations if they are to be offset.  相似文献

Scientists have a special responsibility in helping to further the goal of arms control in outer space. Allan Din argues that it is incumbent upon them to study the development of weapons and the arms race, influence policy making at the national and international levels, and publicize the necessity of arms control. The author believes that a treaty controlling use of anti-satellite weapons is urgently required, while a long-term goal must be the formation of an international satellite monitoring agency to regulate use of intelligence-gathering indirect weapons.  相似文献

Iran's efforts to develop space technology for civil and peaceful purposes began many years ago. Almost all its success in this connection is the result of indigenous potential in terms of human resources, available expertise and experience along with international cooperation and exchange of knowledge. There are considerable civilian entities involved in space-related development and production in Iran. This article describes the history and current status and capabilities of Iran's space programme and its aim to use space for peace and prosperity and to attain the position that it deserves in the global arena. Stepping into space using an indigenously developed system has provided Iran with a notable and unprecedented national pride. Only international cooperation, as already exists in the framework of COPUOS activities on the peaceful uses of outer space, can improve 21st century understanding of the space policy and visions of Iran for the world community. Iran's space programme is really no different from that of any other nation. It is committed to developing its assets in space both for peaceful purposes and for use as part of various multinational space projects. It should not be ignored that such achievements require a high degree of expertise, ability and comprehensive knowledge about the subject, while the attitudes and visions of leaders in each nation who also influence and contribute to the pace, progress and developmental objectives of any nation's space program should not be disregarded.  相似文献

In reviewing the past 50 years of international space cooperation, much of it stunningly successful, some bedevilled by difficulties, the author notes that ‘space’ can now only be understood as a complex area of widely varied sectors, further complicated by different funding sources and dual-use activities. While scientists were the initial drivers of cooperation, their flourishing programmes risk losing government funding to the grandiose manned missions being envisaged. Such funding is strongly reliant on political will rather than on the merits of any particular programme, something that, until recently with the GEO, has been particularly evident in earth observations. A major problem has been countries’ efforts to secure some minor national advantage at the expense of the bigger picture. But for international space cooperation truly to benefit humanity, a greater acceptance of working for the common good and more efficient programme management (no duplication) will be required.  相似文献

China's space industry faces challenges from the rapid growth in domestic demand for satellite services, international competition from the other members of the space club and infiltration of its domestic markets by foreign space companies. To counter this the country is making space a priority in current plans to improve national economic and social development, paying particular attention to applications satellites. Policies aimed at accelerating development include increasing state support for space, improving management - especially of invested funds - creating a better infrastructure and aiming for serial production of satellite components. It is acknowledged that much can be learnt from other countries and China is keen to pursue cooperative endeavours, but it intends also to retain its independence.  相似文献

In preparation for the international manned space station various international and national space agencies are already participating with the Russian MIR programme with short, medium, and long term presence on the MIR station. Although selection criteria for all crew include careful psychological screening, with some effort also regarding team build-up, this has proved insufficient; moreover. little or no effort is expended in the area of psycho-social- or team training. This paper propounds the authors' thesis that, in addition to the steps already being taken, psycho-social training is essential for long-duration flight. A concrete proposal is made for such a training program, with an overview of how such a program will look like; examples of past applications are given.  相似文献

Athough a poor nation with limited resources, India has spent large amounts of money on sophisticated space programme. It is pursuing a policy of using high technology to solve the country's social and economic problems, and at the same time to strengthen its international position. Satellite-aided communications, educational programmes, meteorology and resources survey and management are thus priority areas. This article examines the history and achievements of India's space programme, and considers the constraints faced and budget and staffing plans. Foreign policy and national security aspects are covered in detail, including the question of whether India's peaceful space policy can be put to military use.  相似文献

This article argues that growing space activities are essential to maintain European high-technology ambitions. The approval of ESA's future programme at the ministers' meeting in late 1991 is regarded as an absolute minimum and the adoption of a collective European space policy setting European autonomy, international cooperation, competitiveness and equitable market conditions is urgently required. The article further argues that a power structure to define, adopt and update such a policy and monitor its implementation must be established. This report is an initial review of plans for a extensive program to survey and develop the Moon and to explore the planet Mars during the 21st century. It presents current typical plans for separate, associated and fully integrated programs of Lunar and Martian research, exploration and development, and concludes that detailed integrated plans must be prepared and be subject to formal criticism. Before responsible politicians approve a new thrust into space they will demand attractive, defensible, and detailed proposals that explain the WHEN, HOW and WHY of each stage of an expanded program of 21st century space research, development and exploration. In particular, the claims of daring, innovative, but untried systems must be compared with the known performance of existing technologies. The time has come to supersede the present haphazard approach to strategic space studies with a formal international structure to plan for future advanced space missions under the aegis of the world's national space agencies, and supported by governments and the corporate sector.  相似文献

And while more and more countries—including those in the developing world—are investing in space, the Australian government seems to be moving in the opposite direction. This article reviews the current status of the Chinese space programme, covering its military origins, launchers, applications satellites, manned spaceflight and exploration. It examines the growing commercialization of China's space activities and how far this is likely to be successful, especially in the light of MTCR constraints and other legal regulations. It is nonetheless concluded that commercialization, along with joint ventures with foreign companies, has been crucial to the development of China's space programme. Political and economic changes in the USSR are having a dramatic impact on the nature and direction of the Soviet space programme. This article describes the main elements of what can now be seen as a sprawling and fractured bureaucracy. Some voices within the USSR are calling for the creation of some kind of national space agency, but the forces making for further fragmentation seem stronger. Rather than aiming at overall preemenence in space, as in the past, it is important for the USA now to specify goals and objectives for its space programme. In the space transportation market, the USA faces long-term competition. Planned properly, the Space Shuttle, Space Station and transfer stages can be used as a unique transport system, forcing other suppliers to compete on US terms. Such a total transport service system could also include ELV support. In entering into international space agreements, the government must take into account the objective of maintaining the competitiveness of the US commercial sector.  相似文献

Far-reaching social and political issues are implicit in any discussion of large-scale space development. This Viewpoint argues that the evolution of appropriate political institutions to deal with these issues is likely to be at least as important as the development of new technology. If large-scale space development is to take place, global international cooperation will be essential and such cooperation will have to be underpinned by enhanced institutional and legal structures. In the shorter term, an appropriate institutional response may be the creation of a World Space Agency. However, in the longer term, we should probably view a world space programme as falling within that class of global concerns that would be most appropriately managed by a federal world government.  相似文献

Space technology and resources are used around the world to address societal challenges. Space provides valuable satellite services, unique scientific discoveries, surprising technology applications and new economic opportunities. Many developing countries formally recognize the advantages of space resources and pursue national level activity to harness them. There is limited data or documentation on the space activities of developing countries. Meanwhile, traditional approaches to summarize national space activity do not necessarily capture the types of activity that developing countries pursue in space. This is especially true if they do not have a formal national space program or office. Developing countries pursue national space activity through activities of many types—from national satellite programs to commercial use of satellite services to involvement with international space institutions. This research aims to understand and analyze these trends. This paper introduces two analytical frameworks for evaluating space activity at the national level. The frameworks are specifically designed to capture the activity of countries that have traditionally been less involved in space. They take a broad view of space related activity across multiple societal sectors and disciplines. The discussion explains the approach for using the frameworks as well as illustrative examples of how they can be applied as part of a research process. The first framework is called the Mission and Management Ladders. This framework considers specific space projects within countries and ranks them on “Ladders” that measure technical challenge and managerial autonomy. This first method is at a micro level of analysis. The second framework is called the Space Participation Metric (SPM). The SPM can be used to assign a Space Participation score to countries based on their involvement in various space related activities. This second method uses a macro level of analysis. The authors developed both frameworks as part of a long term research program about the space activities of developing countries. This aspect of the research focuses on harnessing multiple techniques to summarize complex, multi-disciplinary information about global space activity.  相似文献

Turkey entered the 21st century making increasing efforts towards rapid economic and technological development, social change and renewal of its infrastructure. Naturally this process places a heavy load on the current system and it affects every section of society at various rates. Turkey must get involved in new areas in order to continue its development progress by minimizing such effects. One of these new areas is space, which has become an important tool for protecting and improving civilization and is a strategic expression of Turkey's future. This article outlines Turkey's potential in space activities, considers the current situation of space activities in the country and shows their evolution over 20 years with a view to identifying promising developments. Turkey is actively determining the necessary policies to allow future generations to compete in the international arena in the long term. Countries on every continent are making new or renewed commitments to domestic satellite programs. These programs have the potential to address national needs by enhancing access to information, improving infrastructure and providing inspiration to the public. How do countries without local expertise in space technology begin a new satellite program? What is the role of international collaboration in supporting the efforts of a new space fairing country? This paper explores such questions by highlighting outputs from intensive field work in Africa and Asia. Specifically, the study explores case studies of early space activity in these countries to search for lessons about the management of a young space program. The observations from field work are compared to ideas from scholarly literature on technological learning. The findings are organized using principles from systems architecture. The paper presents a model that captures many of the influences and strategic decision areas for a collaborative satellite development project. The paper also highlights the growth of capability among African countries in the area of satellite technology.  相似文献
