Present operational space telecommunication systems are based on simultaneous availability of more than one satellite on orbit, mainly a spare satellite in addition to the operational one.Considering the costs associated to the delivery of extra flight models and to extra launchers, the question is asked whether it would not be advantageous to launch a very limited number of “overredundant” spacecraft instead of several standard satellites.The paper gives main conditions of reliability, size and redundancy concept under which an “overredundant” spacecraft could be a competitive approach to future operational systems.  相似文献

Without doubt, humans’ most urgent need at the start of the new millennium is the continuation of economic growth, which is the only means by which the great majority of the world population can lift themselves out of the poverty in which they live. A sine qua non for continuing economic growth is for the rich countries to continue to develop new industries—as they did throughout the 20th century, thereby creating high-productivity employment for hundreds of millions of people around the world. Arguably the most significant of these thus far is the development of passenger air travel from zero in 1900 to 1.5 billion passengers per year by 2000. It is becoming clear that passenger space travel could grow to reach a similar economic scale—and that no other space activity has comparable potential. The paper describes the potential contribution to world economic growth of passenger space travel; the failure of government space agencies either to aid its development or to make a contribution to economic growth commensurate to their cost; and the value for economic policy of prioritising the realisation of passenger space travel. The faster passenger space travel services grow, the more the space industry will contribute to “Meeting the Needs of the New Millennium”.  相似文献

The high performance satellite communications networks of the future will have to be interoperable with terrestrial fiber cables. These satellite networks will evolve from narrowband analogue formats to broadband digital transmission schemes, with protocols, algorithms and transmission architectures that will segment the data into uniform cells and frames, and then transmit these data via larger and more efficient synchronous optional (SONET) and asynchronous transfer mode (ATM) networks that are being developed for the information “superhighway”. These high performance satellite communications and information networks are required for modern applications, such as electronic commerce, digital libraries, medical imaging, distance learning, and the distribution of science data.

In order for satellites to participate in these information superhighway networks, it is essential that they demonstrate their ability to: (1) operate seamlessly with heterogeneous architectures and applications, (2) carry data at SONET rates with the same quality of service as optical fibers, (3) qualify transmission delay as a parameter not a problem, and (4) show that satellites have several performance and economic advantages over fiber cable networks.  相似文献

Because the need for energy is global, and many energy networks are already interdependent, because no one country has sufficient technological capability or sufficient funds to provide a space solar powered solution on its own, and because any such solution will require international regulation, international coordination will be vital to any attempt to produce energy for Earth from space. This will be made easier by the fact that work on the subject has already been widely publicized and distributed and cooperative efforts have already been made. Various coordinating approaches are described and the need to forge partnerships between government, industry and academia — with greater involvement of all non-space groups concerned with energy — is emphasized. A “terracing approach” to the actual implementation of SPS is suggested and outlined.  相似文献

This first of several study papers, based on a fundamental paper presented in 1972, provides an independent conceptual analysis and evaluation of the lunar environment as industrial base and habitat. A selenosphere system strategy is outlined. The underlying concept is that of one or several lunar industrial zones for resource extraction and on-surface processing, integrated with a circumlunar zero-g processing capability, serving markets in geolunar space. A classification of lunar elements by utilization category is presented. Lunar oxygen is a prime candidate for being an initial economic “drawing card”, because of its value for fast transportation in geolunar space, requiring significantly fewer ships for equal transfer capability per unit time than electric transports which, however, have value, especially between geosynchronous and lunar orbit. The reduced development difficulties of controlled fusion outside the atmosphere and its advantages for extracting oxygen and other elements in quantity are summarized. Examples of lunar cycle management as fundamental exoindustrial requirement for economic resource enhancement are presented. The principal initial socio-economic value of lunar industry lies in the use of lunar resources for exoindustrial products and operations designed to accelerate, intensify and diversify Earth-related benefits. In the longer run, lunar settlements are a highly suitable proving ground for studying and testing the complex matrix of technological, biological, cultural, social and psychological aspects that must be understood and manageable before large settlements beyond Earth can have a realistic basis for viability. The lunar environment is more suitable for experimentation and comparatively more “forgiving” in case of failures than is orbital space.  相似文献

Proliferation and pace of advancing technologies warrant policy and strategic decision-making. Without thinking ahead, companies can loose marketshare and countries can yield comparative advantage. The rate at which burgeoning technologies progress, however, can make it difficult for corporations and governments alike to discern or better anticipate critical junctures in technology developments. This paper presents a conceptual, multidimensional framework, the “evolutionary path”, for understanding the stages of technological development in the civil space area. The analysis draws from three case studies — communications satellites, computers, and launch vehicles — and shows how the implications and developments of new, breakthrough technologies differ from the incremental technology upgrades or the later emergence of interconnected systems and infrastructures.  相似文献

This article examines the current legal status of commercial activities in space and describes the legislation — both national and international — existing for their regulation. The question of who is responsible for the action of non-governmental entities is thoroughly discussed, as is the notion of freedom of enterprise. Finally the author looks at the most commercialized areas of space activities — telecommunications and Earth observations — before drawing some conclusions on likely future trends in the privitization and regulation of space activities.  相似文献

The London Institute of Space Policy and Law is presenting a series of seminars on risks associated with space activity and its insurance, aimed at fostering better understanding of the risks particular to commercial space projects, and at encouraging appropriate policy measures. Seminar IV-I on 5 February 2010 focused on policy and regulatory risk considerations for satellite communications. After an introduction by the seminar chair Jeremy Rose, senior consultant at telecommunications consultancy Comsys, and a welcome from Institute Director Sa'id Mosteshar, four speakers outlined the ideal regulatory framework for satellite communications, as well as current regulatory and policy risks at the international, regional and national level. Risks were discussed in ITU, EU and UK procedures and policies and debate was continued from the floor. The event's rapporteur summarizes the issues highlighted by the speakers and some of the interventions from the floor.  相似文献

Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

This study is concerned with STS upper stages; in particular, the question of reusability vs expendability is addressed.The main result is: reusability seems to be of economic advantage in the lower performance requirement field, and expendability seems to be the more attractive in the case of high performance requirement. The boundary between “low” and “high” performance requirement can be well defined, and is of course dependent upon the technology applied.Whereas single-stage conventional chemical rocket upper stages compatible with STS are the main focal point of this study, several less conventional possibilities are identified. So a second major result is, that in spite of many years of study by competent authors the field is not yet fully understood.Finally: Study method and some of the results are applicable to the more general question of optimum OTV design.  相似文献

The aim of this review, whose title might as well be “Toward a dedicated lunar farside radio observatory”, is to provide information for potential interested workers whom we invite to contribute to this multidisciplinary effort.First point: in view of the dramatic increase of radio interference due to the development of satellite-based human telecommunications, it will soon become impossible to conduct valuable high-sensitivity SETI observations from the terrestrial ground. It is why a few years ago I started an interdisciplinary and international endeavor to protect for the next 20/30 years a well specified lunar farside crater (Saha) which no Earth- or geostationary orbit-based radio emission could reach.After raising technical, programmatic, legal, astronautical, industrial, political, ethical issues at a number of conferences of international learned institutions, this enterprise is now of interest for the wider field of next generation high-sensitivity radioastronomy at large, from decametric to sub-millimetric waves.This last year, positive results were the creation of an IAA Sub-committee for “A Lunar SETI Study”, the presentation of a Resolution to the IAU for the protection of a potential lunar radio observatory site, discussions at the IAA/IISL Scientific-Legal Roundtable on SETI & Society at IAF Congress in Torino, the organization of a half-day Scientific Event at next COSPAR Assembly in Nagoya and the initiation of an IAA Cosmic Study on the subject.We shall conclude by outlining the next efforts to be initiated up to a real Moon radio observatory.  相似文献

The purpose of “Vitamin” experiment is to study the efficiency of protective substances on three biological acellular systems aqueous solutions exposed to cosmic radiation in space. The first system “LDL”is a low density lipoprotein. The second is “E2-TeBG complexe” in which estradiol (E2) is bound to its plasmatic carrier protein, testosterone-estradiol binding globulin (TeBG). The third is “pBR 322”, a plasmid. “Vitamin” experiment was accomodated in the Biopan which had been mounted on the outer surface of a Foton retrievable satellite. The experiment was exposed to space environment during 15 days. A stable temperature of about 20 °C was maintained throughout the flight. “Vitamin” experiment preliminary results are presented and discussed.  相似文献

Space-based astrometry has a great tradition at ESA. The first space-based astrometric satellite in history, “Hipparcos”, was launched by ESA in 1989 and, in spite of orbital problems, was able to accomplish almost all of its tasks until it was finally shut down in 1993. The results of the Hipparcos mission were published by ESA in 1997 in the form of six CD-ROMs: the Hipparcos Catalogue contains 118,218 entries with median astrometric precision of around 1 milliarcsec, and specific results for double and multiple systems. In practice, Hipparcos drew for the first time the three-dimensional “map” of the spherical region of the Galaxy surrounding the Sun and having a radius of roughly 1,000 light years.

Then, in 1995, ESA launched the study of a new astrometric satellite, named “GAIA” and about a hundred times more powerful than Hipparcos, i.e. with median astrometric precision of around 10 microarcsec. This new satellite is intended to measure the parallaxes of over 50 million stars in the Galaxy, at least for the brightest stars, and this would mean to “draw” the three-dimensional map of the whole Galaxy, reaching out even to the Magellanic Clouds, 180,000 light years away.

The team of European scientists and engineers now designing GAIA, however, is facing hard technological difficulties. One of these is the design and coding of radically new and ultra-powerful mathematical algorithms for the on-board compression of the 50-million-stars data that GAIA will send to Earth from its intended geostationary orbit. Preliminary estimates of the raw data rates from the GAIA focal plane, in fact, are of the order of a few Gigabits per second. To reduce the data stream to the envisaged telemetry link of 1 Megabit per second, on-board data compression with a 1 to 1,000 ratio is the target. Clearly, this is far beyond the capabilities of any lossless compression technique (enabling compression ratios of 1 to some tens), and so some “wise” lossy compression mathematical procedure must be adopted.

In this paper a GAIA-adapted lossy data compression technique is presented, based on the Karhunen-Loève Transform (KLT). The essence of this method was already used by NASA for the Galileo mission when the large antenna got stuck and the mission was rescued by re-programming the on-board computer in terms of the KLT. That transform was officially named ICT — “Integer Cosine Transform” — by the NASA-JPL team led by Dr. Kahr-Ming Cheung. But the KLT here described for GAIA will of course differ from the JPL one in many regards, owing to the advances in computer technology.

Finally, estimates are also given about the possibility of using the KLT for onboard data compression in case GAIA is going to be put into orbit around the Lagrangian point L2 of the Earth-Sun system, and, above all, in case the number of stars to be observed is actually raised from 50 millions to one billion, as ESA currently appears to be likely to pursue.  相似文献

NASA, the initiator of the International Space Station (ISS), is currently reinforcing partnerships with the commercial sector as well as other ISS partner states in preparation for the ISS's operation and utilisation. This gives rise to an urgent need to analyse the ISS's legal framework in order to clearly state its legal merits and shortcomings. This essay presents the advantages and disadvantages of the ISS's legal framework by employing the “legalisation”-based approach. These advantages and disadvantages give us clues for selecting the optimal legal arrangement for the future development of the ISS programme. It will therefore be possible to minimise the risks associated with and to generate profits from ISS activities. This will ensure the effective and coherent implementation of the ISS programme.  相似文献

When US President George W. Bush on 14 January 2004 announced a new US “Vision for Space Exploration”, he called for international participation in “a journey, not a race”, a call received with skepticism and concern elsewhere. But, after a slow start in implementing this directive, during 2006 NASA has increased the forward momentum of action on the program and of discussions on international cooperation in exploring “the Moon, Mars, and beyond”. There are nevertheless a number of significant top-level issues that must be addressed if a cooperative approach to human space exploration is to be pursued. These include the relationship between utilization of the ISS and the lunar exploration plans, integration of potential partners’ current and future capabilities into the exploration plans, and the evolving space-related intentions of other countries.  相似文献

Built in cooperation with China, at the end of 2008 the Bolivarian Republic of Venezuela launched its first telecommunications satellite which operates in C, Ku and Ka bands. Using published and unpublished information, this report describes the potential role of the Venesat-1 satellite in promoting development in Venezuela and Latin America. The core of Venezuelan space policy has deep social roots and includes several applications in order to provide telecommunications services to people in all areas of the country. Potential roles of the Venezuelan Satellite in local and regional development include: strengthening environmental tele-education and telemedicine programs; improving disaster management through short-term development of broad networks to monitor environmental and meteorological features; coordination of emergency responses and humanitarian assistance using data and satellite communications; poverty reduction; and biodiversity conservation – communication networks could also be used to relay information about detected fires within protected areas faster, and to improve surveillance activities within them with in order to reduce illegal hunting, logging, habitat loss and fragmentation. Because the area covered by the satellite goes beyond Venezuela’s borders, its applications could have enormous relevance for human development at the regional level; they could be fundamental tools for bringing sustainable development into Latin America, by building capacity and increasing awareness among decision makers and lay people.  相似文献
