Apollo should not serve as a model for the many programs for lunar and planetary exploration currently making headway: it was a unilateral effort whose generous budget would be inconceivable today. Yet President Kennedy was an advocate of cooperation in major space missions, an attitude that makes perfect sense today, when so many agencies have ambitious exploration plans. The importance of President G.W. Bush's ‘Vision for Space Exploration’, by providing a focus for NASA and others, has been underestimated. It should give us a chance to find out whether a long-term objective of moving humans off the home planet is really feasible—surely the point of exploration.  相似文献

This paper traces the way in which the European Commission has framed and reframed the issue of EU satellite navigation over 20 years. It investigates how the EU's agenda-setter has ‘talked about’ space policy, with a particular focus on Galileo, and how its own institutional discourse – as revealed in its communications throughout the agenda-setting stage of Galileo's ‘definition’ phase – evolved in the 1990s through the use of ‘frame sets’. In so doing, it illustrates the ways in which, over time, the EU's executive has ‘projected’ the issue of independent satellite navigation capabilities as being politically and economically desirable for Europe, and has sought to persuade decision makers of its cross-policy relevance and potential economic, social and security benefits. The article deconstructs official documents and engages in a close-up analysis of policy formulation, to identify nascent, evolving and mature frames in the definition of Galileo.  相似文献

This paper shares an interesting and unique case study of knowledge capture by the National Aeronautics and Space Administration (NASA), an ongoing project to recapture and make available the lessons learned from the Apollo lunar landing project so that those working on future projects do not have to “reinvent the wheel”. NASA’s new Constellation program, the successor to the Space Shuttle program, proposes a return to the Moon using a new generation of vehicles. The Orion Crew Vehicle and the Altair Lunar Lander will use hardware, practices, and techniques descended and derived from Apollo, Shuttle, and the International Space Station. However, the new generation of engineers and managers who will be working with Orion and Altair are largely from the decades following Apollo, and are likely not well aware of what was developed in the 1960s. In 2006, a project at NASA’s Johnson Space Center was started to find pertinent Apollo-era documentation and gather it, format it, and present it using modern tools for today’s engineers and managers. This “Apollo Mission Familiarization for Constellation Personnel” project is accessible via the web from any NASA center for those interested in learning answers to the question “how did we do this during Apollo?”  相似文献

The Discovery Program is a rarity in the history of NASA solar system exploration: a reform program that has survived and continued to be influential. This article examines its emergence between 1989 and 1993, largely as the result of the intervention of two people: Stamatios “Tom” Krimigis of the Johns Hopkins University Applied Physics Laboratory (APL), and Wesley Huntress of NASA, who was Division Director of Solar System Exploration 1990–92 and the Associate Administrator for Space Science 1992–98. Krimigis drew on his leadership experience in the space physics community and his knowledge of its Explorer program to propose that it was possible to create new missions to the inner solar system for a fraction of the existing costs. He continued to push that idea for the next two years, but it took the influence of Huntress at NASA Headquarters to push it on to the agenda. Huntress explicitly decided to use APL to force change on the Jet Propulsion Laboratory and the planetary science community. He succeeded in moving the JPL Mars Pathfinder and APL Near Earth Asteroid Rendezvous (NEAR) mission proposals forward as the opening missions for Discovery. But it took Krimigis's political skill and access to Sen. Barbara Mikulski in 1993 to get the NEAR into the NASA budget, thereby likely ensuring that Discovery would not become another one-mission program.  相似文献

This essay explores the place of the Apollo program in the popular recollection of Americans more than 30 years after the last Moon landings in 1972, partly through a discussion of films and popular music. The collective memory of this singular episode in the history of the USA has altered over time. It has taken on mythical qualities, as well as a nostalgia for a time long gone. From a postmodern, post-cold war perspective Project Apollo appears increasingly unique, an experience born out of cold war rivalries long gone in which a demonstration of American technological capability was required. Many in the spaceflight community seek to become a multi-planetary species, and they point to Apollo in an increasingly mythical way as a representation of something that should be replicated. But the circumstances that made Apollo succeed have long since passed.  相似文献

The Direct Fusion Drive (DFD), a compact, anuetronic fusion engine, will enable more challenging exploration missions in the solar system. The engine proposed here uses a deuterium–helium-3 reaction to produce fusion energy by employing a novel field-reversed configuration (FRC) for magnetic confinement. The FRC has a simple linear solenoid coil geometry yet generates higher plasma pressure, hence higher fusion power density, for a given magnetic field strength than other magnetic-confinement plasma devices. Waste heat generated from the plasma?s Bremsstrahlung and synchrotron radiation is recycled to maintain the fusion temperature. The charged reaction products, augmented by additional propellant, are exhausted through a magnetic nozzle. A 1 MW DFD is presented in the context of a mission to deploy the James Webb Space Telescope (6200 kg) from GPS orbit to a Sun–Earth L2 halo orbit in 37 days using just 353 kg of propellant and about half a kilogram of 3He. The engine is designed to produce 40 N of thrust with an exhaust velocity of 56.5 km/s and has a specific power of 0.18 kW/kg.  相似文献

Despite its scientific successes, NASA has over the past two decades lost its way, spending billions of dollars on transportation systems that have at bottom been failures. President Obama's cancellation of the costly and unwieldy Constellation program provides an opportunity for genuine reform of the agency and the US space program, through harnessing the innovatory and cost-effective power of commercial entrepreneurs. Examples of the kinds of project they might undertake – including solar power satellites, ‘space taxis’ and a space elevator – are discussed.  相似文献

UNCOPUOS recently celebrated its 50th anniversary and has a range of achievements to show for it. But it is now very different – in both type and number of members – from the organization established at the start of the Cold War and needs to consider its future direction. An obvious topic to pursue is the long-term sustainability (LTS) of space activities, which, after some false starts, has now been adopted. One Working, and Four Expert, Groups have been set up to examine different aspects of the subject, though care must be taken to ensure that these are properly integrated into a multidisciplinary framework. Despite valid objections that LTS could be used to deny access to space to latecomers to the club, it is important to proceed with LTS while taking account of delegations' concerns.  相似文献

In Acta Astronautica, Vol. 56, No. 5, March 2006, at ISSN0094-5765 there appears the article entitled “Will space actually be the Final Frontier of humankind?” written by Giancarlo Genta, and Michael Rycroft. This Acta Astronautica article requires amplification on the economic side. The writer of this article was personally present at the Apollo 11th launchings for the first landing on the Moon, by Buzz Aldrin and others. The Apollo 11 take off to the Moon, from Cape Carnival, did not leave the situation “so humankind seems forever to be bound to its own planet!” There was nothing pessimistic about the launch of Apollo 11. It is written that there was a lack of vision at that time, which is also not correct. The ‘Final Frontier’ myth was never mentioned on that occasion. At Apollo 11 we did take planet earth's “first faltering step for mankind” on the path towards a space faring civilization, exactly as these two authors later correctly mention. Now with the US Presidential initiatives “Moon, Mars and Beyond,” the authors suggested that it “will depend on social, political and economic issues rather than technological and scientific ones.” This Academy Note respectfully submits that all of these factors social, political and economic issues, plus psychological and scientific ones, instead of, “rather than technical and scientific ones” are going to be the determining factors of the speed of progress of the exploration of the entire universe, and particularly the sun in our Milky Way Galaxy. Russia and Ukraine are now on same, deep-space policy directions. The attention of the readers of this Academy Note is called to the current “Cosmic Collision” excellent presentation at the Hayden Planetarium, located at the Museum of National History in the City of New York. It shows the past, the present and the future of international humankind in exploring space and the creation of the universe, with particular reference to the protons of our sun, for our Milky Way Galaxy.  相似文献

Human space exploration since Apollo appears to lack an overall context. There has been an overall context for the world's space efforts. But it is an unofficial one and it is outmoded, because it was based on a false assumption. This is the space exploration plan articulated by Von Braun in the 1950s and restated as the Integrated Space Program - 1970–1990, whose principal aim is to send humans to explore Mars. The critical underlying assumption of this plan was that Mars is a planet much like Earth, with an active biosphere. This Program has persisted nearly two decades after this underlying assumption has been shown to be false. There is a competing context re-emerging for human space exploration and development which is better fitted to the needs of human society in the post-Cold War era than the Mars program embraced by NASA and, to a large extent, the USSR during the period of US-Russian competition. The original space program uses the resources of free space and provides an economic rationale for human space activity.  相似文献

Recent studies have identified the need to understand what shapes public attitudes toward space policy. I address this gap in the literature by developing a multivariate regression model explaining why many Americans support government spending on space exploration. Using pooled data from the 2006 and 2008 General Social Surveys, the study reveals that spending preferences on space exploration are largely apolitical and associated instead with knowledge and opinions about science. In particular, the odds of wanting to increase funding for space exploration are significantly higher for white, male Babyboomers with a higher socio-economic status, a fondness for organized science, and a post-secondary science education. As such, I argue that public support for NASA's spending epitomizes what Launius termed “Apollo Nostalgia” in American culture. That is, Americans benefitting most from the old social order of the 1960s developed a greater fondness for science that makes them more likely to lament the glory days of space exploration. The article concludes with suggestions for how to elaborate on these findings in future studies.  相似文献

The NASA Deep Space Network (DSN) has a new requirement to support high-data-rate Category A (Cat A) missions (within 2 million kilometers of the Earth) with simultaneous S-band uplink, S-band downlink and Ka-band downlink. The S-band links are required for traditional telemetry, tracking & command (TT&C) support to the spacecraft, while the Ka-band link is intended for high-data-rate science returns. The new Ka-band system combines the use of proven DSN cryogenic designs, for low system temperature, and high-data-rate capability using commercial telemetry receivers. The initial Cat A support is required for the James Webb Space Telescope (JWST) in 2014 and possibly other missions. The upgrade has been implemented into 3 different 34-meter Beam Waveguide (BWG) antennas in the DSN, one at each of the complexes in Canberra (Australia), Goldstone (California) and Madrid (Spain). System test data are presented to show that the requirements were met and the DSN is ready for Cat A Ka-band operational support.  相似文献

This paper presents the practice of the artist/researcher Ioannis Michaloudis. It showcases his use of a space technology nanomaterial, silica aerogel, and its potential in the cultural utilization of space. Since 2001, his projects have centered around the esthetic, sculptural and conceptual use of silica aerogel. For Michaloudis, this material is highly allegorical of what he terms ‘our breaking sky’. For the authors, the step towards space is a real ‘bridge moment’, analogous to the evolutionary progression of organisms from water to earth. In this current era of space exploration, it is clear that humans need to develop new organs and survival skills – or, cultivate new skies in response to the breaking of our atmosphere?s dome. It is also clear that science and art need to collaborate more productively. To this end, it is argued that allegory provides the link between imaginability, experiment and representation in both scientific and artistic practices. Etherospermia (εθεροσπερμ?α) is an invented word from ether and panspermia. The Etherospermia project pursues, allegorically, the creation of new atmospheres on other planets, in order to draw attention to the degradation and destruction of the earth?s protective veil. Imagine an astronaut who, during a space walk, scatters fragments of Michaloudis? silica aerogel as seed material to alter the atmospheres of other planets, making them habitable. The paper discusses nine artworks as a way of presenting the conceptual core of the etherospermia allegory.  相似文献

In examining alternative space-development models, one observes that Heinlein postulated the first Moon flight as the outcome of the focused action of an individual – building upon an ample commercial aerospace transportation infrastructure. The same technological basis and entrepreneurial drive would then sustain a fast human and economic expansion on three new planets. Instead, historically, humans reached the Moon thanks to a “Faustian bargain” between astronautical developers and governments. This approach brought the early Apollo triumphs, but it also created the presumption of this method as the sole one for enabling space development. Eventually, the application of this paradigm caused the decline of the astronautical endeavor. Thus, just as conventional methods became unable to sustain the astronautical endeavor, space development appeared as vital, e.g., to satisfy the people?s basic needs (metabolic resources, energy, materials, and space), as shown elsewhere. Such an endeavor must grow from actions generating new wealth through commercial activities to become self-supporting. Acquisition and distribution of multiform space resources call, however, for a sound ethical environment, as predatory governments can easily forfeit those resources.  相似文献

As a result of increasing public and political interest in ‘space’ (i.e. solar system) exploration at the global scale, the Space Advisory Group of the European Commission has evaluated the situation in Europe with regard to its potential to participate in this ambitious global enterprise. Aspects of science, technology, environment and safety, society, spin-offs and international cooperation were all considered. The group concluded that Europe possesses sufficient key technologies and scientific expertise to play a major role in international space exploration and has recommended that the EU take a central role to ensure the success of future European space exploration, not only to give a clear political signal for the way forward but also to ensure an appropriate financial framework. In this way Europe would embrace the spirit of the European Space Policy and contribute to the knowledge-based society by investing significantly in space-based science and technology, thereby playing a strong role in international space exploration.  相似文献

Although best known for his political and social achievements, the late Lord Young was also an early advocate of space exploration and cooperation. This article describes his proposal for a simulated Mars habitation, the ‘Argo Venture’, and the steps that were taken to try and bring it about. Although financial support was ultimately withdrawn in the face of the US Biosphere 2 project, a number of current Mars-related projects suggest that the Argo Venture is not entirely forgotten.  相似文献

返回器气动特性研究对宇宙飞船的研制起着先导和制约作用。文章对Apollo、CEV和类Soyuz这3种典型的轴对称钝头体再入返回器气动布局进行了气动特性的对比分析,发现与Apollo、CEV相比,类Soyuz外形的升阻比偏小,无法满足以第二宇宙速度载人空间再入返回的要求。在此基础上研究了几何参数(包括倒锥角和球冠半径)变化对类Soyuz外形返回器气动性能的影响规律,从中得到类Soyuz外形的改进方向,提出了一种以类Soyuz外形为基础的改进设计外形,并对该外形的升阻特性、稳定性和配平特性等相关气动特性进行了分析。研究表明通过对几何外形参数的调整优化来提高类Soyuz外形的升阻比,从而达到以第二宇宙速度再入返回的升阻比要求,这样的技术途径是可行的。  相似文献

Future space systems, such as Columbus, the planned European contribution to the International Space Station, offer ample possibilities for microgravity research and application. These new opportunities require adequate user support on ground and novel operational concepts in order to ensure an effective utilization. Extensive experience in microgravity user support has been accumulated at DFVLR during the past Spacelab 1 and D1 missions. Based on this work, a Microgravity User Support Centre (MUSC) has been built and is active for the forthcoming EURECA-A1 and D2 missions, to form an integrated support centre for the disciplines life sciences and material sciences in the Space Station era. The objective of the user support at MUSC is to achieve:
• easy access to space experiments for scientific and commercial users,
• efficient preparation of experiments,
• optimum use of valuable microgravity experimentation time,
• cost reduction by concentration of experience.
This is implemented by embedding the MUSC in an active scientific environment in both disciplines, such that users can share the experience gained by professional personnel. In this way, the Space Station system is operated along the lines established on ground for the utilization of large international research facilities, such as accelerators or astronomical observatories. In addition, concepts are developed to apply advanced telescience principles for Space Station operations.  相似文献

The work rates or energy utilization rates during EVA are major factors in sizing of life support systems. These rates also provide a measure of ease of EVA and its cost in crew fatigue. From the first Shuttle EVA on the STS-6 mission in 1983, we have conducted 59 man-EVA and 341 man-hours of EVA. Energy utilization rates have been measured on each of these EVA. Metabolic rate was measured during each EVA using oxygen utilization corrected for suit leakage. From 1981–1987, these data were available for average data over the EVA or over large segments of the EVA. Since 1987, EVA oxygen utilization data were available at 2-minute intervals. The average metabolic rate on Shuttle EVA (194 kcal/hr.) has been significantly lower than metabolic rates during Apollo and Skylab missions. Peak rates have been below design levels, infrequent, and of short duration. The data suggest that the energy cost of tasks may be inversely related to the degree of training for the task. The data provide insight on the safety margins provided by life support designs and on the energy cost of Station construction EVA.  相似文献
