In this Viewpoint — an edited version of a statement made to the US House Committee on Science's Subcommittee on Space and Aeronautics' hearing on ‘US launch strategy’ — the President of Arianespace, Inc analyses the overriding importance of US government policies and executive decisions on the shaping and behavior of the international market in commercial space launch services. Chief among these is the overruling of commercial imperatives by foreign policy and national security interests and the consequent regular intervention of the US government in launch decisions. The ability of Arianespace successfully to compete in a market severely distorted as a result of these interventions, including the encouragement of joint ventures between US and Russian or Ukrainian companies, is explained.  相似文献

Despite its straightened circumstances and doubts about how much political support it receives, Russia's space programme continues — and continues to plan for new activities and applications. This edited version of the National Paper of the Russian Federation, presented at Unispace III in July 1999, details some of the country's major achievements in space in recent years and sets out the main areas it intends to pursue for the early twentieth-first century. The invitation to Brazil to join the International Space Station (ISS) program illustrates the way that foreign-policy makers in the USA favor short-term decisions over long-term commitments, while, in accepting the invitation, Brazil was also promoting other objectives. In taking the initiative to invite Brazil, President Clinton provided a unique opportunity to a middle-to-low-ranking spacefaring developing country to join the program as part of NASA's quota for the ISS. However, this action was the result of exchanges and bargains between the two countries, involving domestic and international interests on both sides—not all directly related to ISS activities—targeted at security and industrialization issues. These included the international non-proliferation regime, the commercialization of space systems and facilities (particularly Brazil's Alcantara Launch Center) and intellectual property.  相似文献

This paper analyzes the national security and environmental concerns surrounding the Sea Launch consortium's international license from a legal perspective. The growing market demand for a more affordable, reliable, and convenient commercial satellite launching service has led to the idea of Sea Launch—launching satellites from the sea near the Equator. However, this can pose potential conflicts between national security and foreign policy interests, and between environmental conservation and economic growth because of the international technology development issues around launching from the sea. This paper illustrates a case for balancing such multiple constraints via legal interpretation. The analysis is conducted in reference to 49 U.S.C. § 70101–70119 Commercial Space Launch Activities and 42 U.S.C. § 4321–4345 National Environmental Policy Act (NEPA) of 1969. The paper also examines weather the United Nations Convention on the Law of the Sea is binding on Sea Launch operations. Although the scope of this paper is limited mostly to the US law and the national security and environmental aspects of Sea Launch, it provides a useful example for policy making of an international collaborative technology development project.  相似文献

A series of workshops designed to make up for the lack of high-level, informal discussion of European space policy has been running—with a gap during formulation of the EC Green/White Paper on this subject—since September 2002. In view of the progress made in establishing a coherent European strategy, and of various other recent events, such as China's entry into the human spaceflight field, the organizers intend not only to continue the series but also to establish a more permanent, research-oriented European Space Policy Foundation (ESPF). Following a report on the proceedings of the third workshop, held in September 2003, which covered developing an overall European policy, new applications (Galileo and GMES) and human spaceflight, the authors set out a proposal for an ESPF and present the six major research themes it would aim to investigate.  相似文献

This paper describes the background to the creation of the first coherent space strategy for Europe and explains why such a co-operative effort is necessary—in order to achieve strategic economic and security goals for the benefit of Europe's citizens. It discusses the three major objectives of the strategy and looks at the differing roles that will be played by ESA and the European Commission in its implementation, as well as at the developing relationship between the two bodies.  相似文献

The history of the life of V.I. Voznyuk is a history of the phenomenon of the Soviet rocket progress when the engineers with experience of launch of military rocket of small radius of action were testing the ballistic missiles. The remarkable and little-known destiny of Voznuk is the history of the Soviet rocket technology experts who had a severe practical schooling of command by the military forces of the first combat missiles “Katucha” during the grim military years (including the grandiose fight in Stalingrad) and then they have continued to launch the ballistic missiles. V.I. Voznyuk worked as the chief of the first Soviet cosmodrome Kapustin Yar for almost 30 years—since the most difficult moment of its organization. He organized a launch of the first Soviet ballistic missiles R-1, R-2, R-5M of S. Korolev. This report is about the outstanding achievement of the organizing ability of V.I. Voznyuk—about the launch of a missile with a nuclear warhead in 1956. V.I. Voznyuk closes a unique chain in the world of outstanding figures of space-rocket technology who were born or lived in Ukraine from designers of missile up to the organizers of its manufacture and now up to the organizers of the tests of rockets—J. Scientists have expended much energy researching SPS but their theories have never yet been realistically tested. It is time for this to change and SPS 2000 — a Japanese-sponsored project to construct and operate a pilot plant to supply electricity to residents of equatorial zones — could provide the means. The project and its benefits are described and the political—economic imperatives for undertaking it presented. The author argues that there are cogent — and practical — reasons for funding a pilot plant, especially given the vast sums spent on other space activities, and on nuclear power, although the latter has never lived up to expectations.  相似文献

Space technology and activities have changed markedly from the early days of the space era and are continuing to develop rapidly. The TechCast Project—set up to pool the knowledge of experts in the scientific fields—includes space in its predictions. Here its president reports on its space forecasts for the 21st century. The importance of the shift towards the privatization of space is noted and the near-to-medium-term impossibility of interstellar travel conceded. Many eminent space lawyers gathered in Singapore to attend the first space law conference to be held in South East Asia. Topics for discussion—which included commercialization of space activities and its effect on the needs of developing countries, and the legal issues of expanding communications and navigation satellite services—were of particular interest to the region. This report summarizes the presentations in each session and presents the conclusions and recommendations—such as the need for a legal instrument to regulate remote sensing—produced.  相似文献

One hundred European university students, with different interests and backgrounds, were asked to complete a questionnaire aimed at understanding their general knowledge and personal rapport with space issues and activities. Although the overall interest in space seemed to be relatively satisfactory, the data resulting from the survey—used for statistical purposes only—showed a poor awareness concerning the past, present and future of space programmes and achievements, and more generally of the economic, political and social implications of space. Stimulated and moved by the survey questions, the students interviewed showed their worries about the already developing process of division, control and commercialisation of space, underlining how the concept of education is differentiated from that of information when dealing with these issues. However, at the same time, all their statements seemed to be based on simple assumptions, preconceptions and presumptions. On the basis of the survey results, the final section of the paper reviews and discusses the present situation of space education in Europe, analysing its deficiencies and suggesting modifications, adjustments and a “step forward” that should be taken into consideration.  相似文献

This article examines the current legal status of commercial activities in space and describes the legislation — both national and international — existing for their regulation. The question of who is responsible for the action of non-governmental entities is thoroughly discussed, as is the notion of freedom of enterprise. Finally the author looks at the most commercialized areas of space activities — telecommunications and Earth observations — before drawing some conclusions on likely future trends in the privitization and regulation of space activities.  相似文献

Not only have the European Space Agency (ESA) and the European Union Commission succeeded in producing a joint space strategy within the time set for it, they have created a substantial and worthwhile document which recognises the importance of space for Europe and acknowledges that ESA—not national agencies—is the right body for the conduct of Europe's space efforts. Nevertheless, the strategy's lack of any government financial commitment is a worry— Public–Private Partnerships will never be enough—as is its failure to include any thought for the long term, and in particular manned flight. This critique of the strategy argues for more government spending on space and for greater long-term vision.  相似文献

The scientific community has long embraced the concept of globalized collaboration, recognizing that scientific inquiry knows no borders and that scientific theory transcends nationality. With respect to translating scientific and technological innovation into practical application, however, national, political, and ideological barriers suddenly arise. At a time when the worlds of economics and finance are rapidly globalizing, the world of applied science lags behind — despite increasingly urgent need for global energy solutions. In the context of considering space solar power (SSP) systems, the author contends that these solutions require new ways of determining costs and benefits; that scientific experts should seek active engagement in the policy arena; and that SSP's scientific community has a critical role to play in advocating for consideration of space-based energy solutions.  相似文献

This article examines recent difficulties in the Russian space program through the analytic lens of the Russian political and economic reform effort. It argues that Russia’s problems go beyond a lack of financing. Instead, lack of investment and ‘brain drain’ have caused deep infrastructural problems which would take years of restored funding and political priority to fix. Russia’s continued activity in space stems almost solely from inertia left over from the Soviet period, and from funding provided by foreign partners anxious to exploit the cheap, sturdy elements of that Soviet legacy.  相似文献

An initiative was undertaken by the European Space Policy Institute (ESPI) on 10–11 December 2007 to shed new light on the various threats to long-term sustainability on Earth using an interdisciplinary approach. The main objective of this conference was to analyse how space could be a tool for prediction, management or mitigation of threats and risks in six sectors (environment, security, mobility, knowledge, resources and energy) defined by ESPI as the main areas for sustainability. For each sector, one (non-space) speaker from a think-tank covering the respective sector and two speakers from the space sector exchanged views and ideas in order to identify common needs for action to ensure sustainability in the field. Such a dialogue between sector specialist and space experts permitted a detailed examination of the way space has become a crucial tool in solving a variety of today's problems. It also identified areas where space applications could better respond to sectoral and future challenges.  相似文献

At a time when scientific and commercial interest in the Moon is being reinvigorated it is becoming fashionable for ordinary individuals to ‘buy’ plots on the lunar surface, with the ‘vendors’ arguing that an absence of specific prohibition of individual private activity in space makes such action legal. It is therefore time for the legal community to address this situation by investigating just how legal such activity is—and bringing their findings to the attention of governments. This can be done through an examination of the relationship between national law and international space law, of the provisions of international space law—especially Article 2 of the Outer Space Treaty—and by answering any claims to private ownership of immovable property. Aside from the fact that individuals appear to be being duped, the pursuit of property claims on the Moon could impede future activities aimed at benefiting society.  相似文献

The Ares I–X Flight Test Vehicle is the first in a series of flight test vehicles that will take the Ares I Crew Launch Vehicle design from development to operational capability. Ares I–X is scheduled for a 2009 flight date, early enough in the Ares I design and development process so that data obtained from the flight can impact the design of Ares I before its Critical Design Review. Decisions on Ares I–X scope, flight test objectives, and FTV fidelity were made prior to the Ares I systems requirements being baselined. This was necessary in order to achieve a development flight test to impact the Ares I design. Differences between the Ares I–X and the Ares I configurations are artifacts of formulating this experimental project at an early stage and the natural maturation of the Ares I design process. This paper describes the similarities and differences between the Ares I–X Flight Test Vehicle and the Ares I Crew Launch Vehicle. Areas of comparison include the outer mold line geometry, aerosciences, trajectory, structural modes, flight control architecture, separation sequence, and relevant element differences. Most of the outer mold line differences present between Ares I and Ares I–X are minor and will not have a significant effect on overall vehicle performance. The most significant impacts are related to the geometric differences in Orion Crew Exploration Vehicle at the forward end of the stack. These physical differences will cause differences in the flow physics in these areas. Even with these differences, the Ares I–X flight test is poised to meet all five primary objectives and six secondary objectives. Knowledge of what the Ares I–X flight test will provide in similitude to Ares I—as well as what the test will not provide—is important in the continued execution of the Ares I–X mission leading to its flight and the continued design and development of Ares I.  相似文献

A feasibility study in 1992 showed the benefits of a common European Russian space suit development, EVA Suit 2000, replacing the Russian space suit Orlan-DMA and the planned European Hermes EVA space suit at the turn of the century. This EVA Suit 2000 is a joint development initiated by the European Space Agency (ESA) and the Russian Space Agency (RKA). The main objectives of this development program are: first utilization aboard the Russian Space Station MIR-2; performance improvement with respect to current operational suits; development cost reduction. Russian experience gained with the present extravehicular activity (EVA) suit on the MIR Space Station and extensive application of European Technologies will be needed to achieve these ambitious goals. This paper presents the current status of the development activities, the space suit system design and concentrates in more detail on life support aspects. Specific subjects addressed will include the overall life support conceptual architecture, design features, crew comfort and operational considerations.  相似文献
