本文是在文献[1]的基础上,讨论遥控机器人追踪自由飞行目标物的动态性能问题。应用黄金分割法和元素交替极小化法对扩展的卡尔曼滤波初值条件进行搜索并获得优化解。仿真结果表明优化方法简单可行,优化解满足系统性能要求。  相似文献

在农村公共产品供给多元化的格局下,鼓励非营利组织参与农村公共产品的供给是一种多赢。但现实语境下,非营利组织参与农村公共产品的供给,还存在着组织自身缺陷、经济实力不足、与非营利组织相关的农村公共产品准入机制还不完善,法制还不健全,供给缺少科学合理的决策和激励机制等因素的制约。本文认为,政府组织有必要监管并引导好非营利组织健康稳定发展,并给予必要的帮助与支持,完善相关法律制度建设,建立科学合理的农村公共产品决策和管理制度等,以化解这些制约因素,改善新时期农村公共产品的有效供给。  相似文献

产业资本与金融资本的融合是近年来在中国逐步出现的新的产业发展形态,是实体资本与虚拟资本有机结合的一种良好机制。在二者相结合的过程中,出现了产业资本进入金融领域以及金融企业涉足实体经营两种典型方式。无论采用何种方式,促进产融结合都有助于实现企业的多元化经营、打通融资壁垒、充分发挥金融资本优势等有利于社会整体的经济效果。本文利用2002~2007年间河北省投入产出核算的数据资料,在探讨河北省金融保险业与国民经济各行业的经济技术联系的基础上,试图分析河北省金融保险业对各个产业部门发展的制约性和辐射效应。  相似文献

The space insurance industry has suffered serious financual setbacks in recent years. These setbacks, amounting to a net cash outflow of hundreds of millions of dollars, have resulted in substantial increases in insurance rates and the withdrawal of a number of firms from the launch insurance market. After two decades of commerial space activity a number of questions may be raised: What has been learned from the experience to date? What are the causes of the poor performance of the space insurance industry? What can be done to improve performance? What are the likely prospects of the insurance industry and the likely impacts on the communications satellite industry? In order to answer these questions several examples are considered and analytic approaches discussed. The implications of mission modes, failure/recovery paths and multiple correlated payloads are considered, and analytic approaches based upon computer simulation techniques are described which are required to understand the complex insurance environment and the setting of policies and rate structures.  相似文献

In this article the author assesses trends in the major parameters governing space insurance over the past decade. Following the series of launch failures in the mid-1980s premium rates rose sharply, and they have generally remained high — too high, clients sometimes feel. Yet the insurers' financial balance remains consistently negative. The industry leaders can now perhaps bring stability to premium rates, and the climate could be further improved if policies more clearly defined responsibilities and liabilities. However, clients must beware of destroying the space industry market by taking advantage of its momentary weaknesses.  相似文献

This article discusses a number of issues related to the US commercial expendable launch vehicle (ELV) industry and government's role in ensuring its competitiveness, particularly third-party liability insurance for space launches. The author finds that the space insurance industry has become a major constraint on the commercial development of space. The future implications are considered of US government involvement with the launch services industry, initially through providing third-party insurance itself. The author concludes that, for a stable commercial ELV industry, it will be necessary for the USA either to establish fair-trade agreements with other space-capable nations, or to maintain a significant government involvement to support the industry.  相似文献

With the growth of commercial activities in outer space, insurers have found an emerging new market. Insurance policy for space satellites has been built chiefly in France and the USA and underwent various crises in the 1980s and 1990s. While the main risks have been more or less identified, their occurrence has shifted from the launch phase to the orbital period over the past few years. At the same time, the duration of insurance policies has been extended up to five years in certain cases, with an adverse effect on profits. The dual-use nature of most spacecraft also makes it difficult to obtain data necessary for the precise identification of risk. An analysis of the space insurance market and its contractual regime is presented, with the aim of identifying emerging trends, and the means by which insurers can develop this still immature sector without compromising their profits.  相似文献

Both commercial organizations and government agencies invest in spacecraft technology programmes aimed at increasing the performance of communications satellites. Government agencies also make policy decisions which may affect communications satellite business ventures. This article describes an economic evaluation and planning tool which has been developed to assess the impact of various policies on typical fixed satellite service business ventures. The methodology is based upon a stochastic financial simulation model (DOMSAT II) which allows for consideration of reliability and various market, performance and cost uncertainties. Results of the assessment of NASA on-orbit and space power technology programmes are presented, as are results of insurance v self insurance decisions and the choice of transportation system.  相似文献

It then describes the types of transactions that take place and analyses four categories of insurance: pre-launch, launch, in-orbit and re-entry. Consolidation in the aerospace industry in the 1990s has been swift and dramatic as companies strive to gain size and scale in order to better compete both in the global aerospace commercial market and in the regional institutional market. Restructuring has stalled, however, in the satellite manufacturing industry since the turn of the century. And, despite the significant over-capacity that plagues the market and the financial stress endured by satellite manufacturers, the industry has shown remarkable resistance to restructuring and adapting itself to the new market size and reality. This paper explores whether the current satellite manufacturing industry structure is sustainable, or whether it will evolve towards a global or regional duopoly (one or two satellite manufacturers on each side of the Atlantic), by focusing on the European side of this hypothesis.  相似文献

The London Institute of Space Policy and Law is presenting a series of seminars on risks associated with space activity and its insurance, aimed at fostering better understanding of the risks particular to commercial space projects, and at encouraging appropriate policy measures. Seminar IV-I on 5 February 2010 focused on policy and regulatory risk considerations for satellite communications. After an introduction by the seminar chair Jeremy Rose, senior consultant at telecommunications consultancy Comsys, and a welcome from Institute Director Sa'id Mosteshar, four speakers outlined the ideal regulatory framework for satellite communications, as well as current regulatory and policy risks at the international, regional and national level. Risks were discussed in ITU, EU and UK procedures and policies and debate was continued from the floor. The event's rapporteur summarizes the issues highlighted by the speakers and some of the interventions from the floor.  相似文献
