Developments in remote-sensing technology have prompted suggestions that the news media could soon make routine use of newsgathering from space. A satellite system dedicated to this purpose (a ‘Mediasat’) could supply critical information. Government policy makers, however, fear that the media's use of such technology could affect national security, foreign relations and personal privacy. This article assesses US government policy on current and future newsgathering from space, and the technical potential for a Mediasat system. The authors raise doubts about the commercial viability of Mediasat, and point out that existing media sources already provide information on news stories. They conclude that concerns over the use of data from space will have to be met on a case-by-case basis as the media gain experience, using the same criteria now applied to balance the right of freedom of information with the need for national security.  相似文献

Activities concerning international cooperation in space-based remote sensing for global change research have for the most part focused on technical/functional aspects such as data harmonization, research project coordination, and sensor selection and deployment. Until fairly recently, little attention has been directed towards the various political and economic constraints which may act as ‘stumbling blocks’. A review of the contemporary international remote sensing milieu as it relates to the global change research agenda is presented. Several important political and economic conditions affecting this area are identified: (1) data access and pricing policies; (2) national security concerns; (3) developed/developing nation relations; and (4) inconsistent political/financial commitments. A set of recommendations is offered to enhance international cooperation in the use of space-based remote sensing data for global change research.  相似文献

This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

In this Viewpoint — an edited version of a statement made to the US House Committee on Science's Subcommittee on Space and Aeronautics' hearing on ‘US launch strategy’ — the President of Arianespace, Inc analyses the overriding importance of US government policies and executive decisions on the shaping and behavior of the international market in commercial space launch services. Chief among these is the overruling of commercial imperatives by foreign policy and national security interests and the consequent regular intervention of the US government in launch decisions. The ability of Arianespace successfully to compete in a market severely distorted as a result of these interventions, including the encouragement of joint ventures between US and Russian or Ukrainian companies, is explained.  相似文献

A state's posture on remote sensing of the Earth by orbiting satellites varies depending upon whether it is a ‘sensing’ or a ‘sensed’ state, upon its present economic status, and upon its economic and political history. This article considers the international legal questions related to remote sensing and discusses the political aspects with special emphasis upon the views of the Third World. The author concludes that, unless Third World states and others who support them alter their views somewhat, it is probable that remote sensing of natural resources will continue without specific legal guidelines.  相似文献

This paper discusses whether current international and national regulation of remote sensing activities achieves a true balance between proprietary interests of producers of remote sensing data and information and the needs of the community in accessing that data and information. By subjecting remote sensing data to general copyright restrictions that are often coupled with exclusive licences, irrespective of type or use of data and/or information, the development of important secondary information markets could be negatively hampered. In the long run, over-regulating access to space data may prove counter-productive in the information age. Using examples of different modes of information dissemination currently being practised, the paper highlights the balances to be drawn between legal issues of private ownership of data and information and public good interests. It concludes with suggestions for a more coherent regulatory approach.  相似文献

A large percentage of the public today perceives the majority of applications of Earth observation data from satellite and aircraft altitudes to be focused on the understanding and management of the renewable and non-renewable resources of the Earth and its environment. Originally conceived as a tool for gathering intelligence information, remote sensing has just fully emerged from its military womb to the public domain. Advances in the technology, a variety of indirect benefits that could be derived from space exploration, commercialization of remote sensing and the drive of the value-added companies - all of these hold promise for new opportunities for many other novel applications of Earth observation data and related information. In the advent of the more advanced, user-friendly, cost effective, and problem solving operations being championed by the private sector, particularly in the industrialized countries, it appears that the commercial future for remote sensing programmes and related information generated in the process is promising. This paper examines how the information age is influencing the metamorphosis of remote sensing technology particularly through international legal instruments and converging technologies. In spite of the progress attained to-date, of international concern is possible radio frequency interference between remote sensing satellite and communication satellite services. There is also a major knowledge gap between the providers of raw remote sensing data and the user community, particularly those interested in the new high-level information. A resolution of these issues will enhance the contributions of remote sensing to the information economy.  相似文献

Super View-1 satellite constellation(Super View-1 for short) is the first commercial remote sensing constellation with a resolution down to 0.5 m. It's an important part of the national spatial information infrastructure construction. It will play an important role for the global users providing remote sensing data, application solutions and remote sensing value-added services with its high-resolution and 24-hour observation capability. At present, 4 satellites of the constellation have been successfully launched and networked on orbit. The services cover surveying and mapping, land resource surveying, urban planning, agriculture, forestry, water conservancy, geological mining, environmental monitoring, defense, disaster reduction along with other traditional industries. There are also great potential applications in Mobile Internet, LBS, Smart city, insurance and other emerging professions. The successful operation of Super View-1 breaks the overseas monopoly for commercial high-resolution remote sensing satellite imagery in the China market. It's one of the major achievements in China space science and technology by actively exploring the development of commercial remote sensing markets, which is of strategic significance to the development of China remote sensing satellite business.  相似文献

This article examines recent progress in US land remote sensing policies by reviewing the evolution of policy on commercial imaging satellites from 1992 to the present and charting developments in the Landsat programme. Key features of the new (2003) commercial remote sensing policy are described, which go far in addressing the ambiguities of the earlier (PDD-23) framework that, in practice, hampered development of a commercial industry. In the case of Landsat, problems, particularly those of assured data provision, remain. The key to solving them lies in integrating civil, military and commercial elements more coherently, rather than considering them in isolation.  相似文献

This Viewpoint argues that the 1986 UN Principles on Remote Sensing have failed to anticipate the growth and broadening of the Earth observation field and are now less relevant. It traces the development of remote sensing: from a narrow government-controlled base, three distinct sectors of military, civil (i.e. public) and commercial Earth observation can now be distinguished and the latter is making images ever more widely and easily available. There has been no international effort to adjust the international legal regime to this changing environment and even the USA's remote sensing policy has basically been reactive. It is impossible now to conceive an overarching remote sensing policy and the challenge will be to shape each sectoral regime appropriately.  相似文献

This article provides an overview of NASA's plans to encourage commercial use of the International Space Station (ISS). It examines the reasons driving such commercialization and highlights those private companies currently most interested in undertaking profit-making operations on the station, as well as discussing those activities most likely to be seen as commercial possibilities. The steps NASA is taking to stimulate private interest are enumerated. Various unresolved issues are raised, such as the legal issues associated with commercial research, charging policy for in-orbit operations and ‘metering’ of in-orbit resources. It is noted that the international dimension of the ISS has thus far received little consideration in the USA.  相似文献

This article reviews the revolution in remote sensing which has taken place over the past 25 years. This revolution could not have occurred without the closest cooperation among government agencies, industry and academia. International cooperation is shown to be essential in carrying out the bold missions planned for the next decade. The article reviews the history of the NASA-NOAA relationship, and the history of international partnerships with emphasis on development of the operational METSAT system. The government-industry partnership is also reviewed, with case studies to examine the evolution of METSAT sensor design, LANDSAT commercialization, and the NOAA Administrator's new initiative to facilitate development of a commercial Ocean Color Instrument. Government interaction with academia, in the form of National Science Foundation programmes and government-university ‘cooperative institutes’, is reviewed. The author concludes by showing how plans for integrating research and operations on Space Station platforms can only succeed through an alliance of all the remote-sensing players.  相似文献

A strong remote sensing regime is a necessary component of any contemporary national or international energy policy. Energy is essential to the functioning of modern industrial society, and as such it is the responsibility of governments to produce sound national energy policies in order to ensure stable economic growth, ecologically responsible use of energy resources and the health and safety of citizens. Comprehensive, accurate and timely remote sensing data can aid decision making on energy matters in several areas. This paper looks at the benefits that can be realized in resource exploration, weather forecasting and environmental monitoring. Improvements in the technology of remote sensing platforms would be of great value to buyers of energy, sellers of energy and the environment. Furthermore, the utility of such information could be enhanced by efforts of government agencies to communicate it more effectively to the end-user. National energy policies should thus include investments not only in satellite system hardware to collect data, but also in the services required to interpret and distribute the data.  相似文献

Access to space-based remote sensing data is critical for Earth science and the study of global change. This article summarizes a variety of US government Earth science data policies and problems. The authors examine current efforts to develop data policies for the next generation of US remote sensing programmes, noting likely problems based on past experiences. They argue that the goal of US Earth science data policy should be to provide the widest possible dissemination of data. Setting such a goal permits the development of a simple, coherent data policy that serves scientific, commercial and US government interests.  相似文献

This article analyses the rapid economic advancement of the Pacific Basin area, and discusses its future potential. Common efforts in space utilization can integrate the area, and overcome the wide diversity of political, economic and social structures. Aspects of communications, space remote sensing and space-based materials processing are examined and forecasts are made for the future role of the Pacific Basin in these areas. A populated Orbital Space City will be necessary to further space utilization. To support future activities in space, a Pacific Spaceport and a Pacific Space Centre are proposed, which would lead to the development of several ‘New Industrialized Areas’ in the age of the Solar Power Satellite. Based on international requirements for the application of commercial remote sensing data,an information service system for receiving and processing multi source remote sensing data was developed and introduced.The system consists of an Oversea Fixed Ground Service Station(OFGS),a Transportable Vessel-Borne Service Station(TVBS) and a Data Operation and Management Center(DOMC).Fixed and transportable service stations were developed in Venezuela,Latin America and for the China's Xuelong polar research vessel respectively,and serve the function of remote sensing data receiving,processing and application.The DOMC connects the OFGS and TVBS,so that they constitute a network to provide receiving,distribution,retrieval,browsing,ordering,and downloading functions for multi remote sensing satellite data and products.It validates the competence in providing 40 kinds of typical application products.The development of this system provides a reliable and comprehensive service for commercial remote sensing data applications for users both in domestic and oversea markets.  相似文献

At a time when scientific and commercial interest in the Moon is being reinvigorated it is becoming fashionable for ordinary individuals to ‘buy’ plots on the lunar surface, with the ‘vendors’ arguing that an absence of specific prohibition of individual private activity in space makes such action legal. It is therefore time for the legal community to address this situation by investigating just how legal such activity is—and bringing their findings to the attention of governments. This can be done through an examination of the relationship between national law and international space law, of the provisions of international space law—especially Article 2 of the Outer Space Treaty—and by answering any claims to private ownership of immovable property. Aside from the fact that individuals appear to be being duped, the pursuit of property claims on the Moon could impede future activities aimed at benefiting society.  相似文献

The Committee on the Peaceful Uses of Outer Space (COPUOS) was established in 1959 by the United Nations General Assembly in order to review and foster international cooperation in the peaceful uses of outer space and to consider legal issues arising from the exploration of outer space. Since its establishment, the Committee has addressed such issues as benefits from space activities, the definition and delimitation of outer space and the use of the geostationary orbit, implications of remote sensing, space sciences, space-based communications, navigation and meteorological systems, as well as use of nuclear power sources in outer space, space debris and spin-off benefits of space technology. At its session in 1996, a symposium on the ‘Utilization of micro- and small satellites for the expansion of low-cost space activities, taking into particular account the needs of developing countries’ was organized by COSPAR and IAF to complement discussions on this theme. It was noted at the symposium that the increasing number of small satellites, in particular the proposed introduction of multi-satellite ‘constellations’ at low orbits, would result in concentrations of satellite mass at certain regions of space around the Earth. Special provisions would be needed to minimize the probability of satellite breakups and collisions which might create more space debris and compromise the future of spaceflight.  相似文献

The US civilian space program is focused on planning for a new round of human missions beyond Earth orbit, to realize a ‘vision’ for exploration articulated by President George W. Bush. It is important to examine this ‘vision’ in the broader context of the global enterprise of 21st century space exploration. How will extending a human presence into the Solar System affect terrestrial society and culture? What legal, ethical and other value systems should govern human activities in space? This paper will describe the current environment for space policy making and possible frameworks for future space law, ethics and culture.
