This paper traces the way in which the European Commission has framed and reframed the issue of EU satellite navigation over 20 years. It investigates how the EU's agenda-setter has ‘talked about’ space policy, with a particular focus on Galileo, and how its own institutional discourse – as revealed in its communications throughout the agenda-setting stage of Galileo's ‘definition’ phase – evolved in the 1990s through the use of ‘frame sets’. In so doing, it illustrates the ways in which, over time, the EU's executive has ‘projected’ the issue of independent satellite navigation capabilities as being politically and economically desirable for Europe, and has sought to persuade decision makers of its cross-policy relevance and potential economic, social and security benefits. The article deconstructs official documents and engages in a close-up analysis of policy formulation, to identify nascent, evolving and mature frames in the definition of Galileo.  相似文献

This paper analyses the different positions in the debate about the institutional integration of ESA and the EU. In particular it considers previous articles published in Space Policy on both sides of the argument, i.e. ESA incorporation into the EU or EU membership in ESA. ESA becoming the space agency of the EU seems to be the compromise position. The analytical focus of this paper is whether these positions are realistic or whether we really need a common European space policy under one leadership, and therefore implicitly under the EU.  相似文献

Is it possible for small nations to get their concerns aired or improve their industries and economies in the field of space activities? In this edited version of a speech to the international symposium on ‘The History of the European Space Agency’, held in London, 11–13 November 1998, the author demonstrates that, through judicious cooperative endeavour within the framework of ESA, and a willingness to put forward solutions rather than harping on problems, it is. Switzerland’s role in the foundation of ESA is discussed, along with various successful initiatives taken by the country. The particular difficulties presented by the country’s constitution – and how they have been overcome – are also examined. The author concludes with some thoughts on the present and futute state of space affairs in Europe.  相似文献

This paper argues that a better understanding of strategic decision making processes in different space agencies is relevant to the successful carrying out of international cooperative undertakings in space and that this kind of information should be taken into account when decisions are to be made on engaging in a new partnership. In this context, the paper provides a general framework for the study of strategic decision making in space organisations, with particular emphasis on the influence of culture. Additionally, it offers practical examples of how differences in policy priorities, decision making environments and practices amongst space organisations can affect international cooperative endeavours. A particular concern is with the role of national and corporate cultures in creating and reflecting differences between space agencies. In order to gather information on strategic decision making processes in the space sector, a series of 30 interviews was conducted with top decision makers from NASA, ESA and the space organisations of Brazil, France, Canada, Russia, The Netherlands and the UK.  相似文献

This Viewpoint is a slightly edited version of the ‘Statement by Space Explorers on Human Space Exploration’ produced in the wake of a workshop organized by the European Space Policy Institute and held in Vienna in May 2010. While noting the cultural differences in understandings of ‘exploration’ around the world, it also affirms the phenomenon as a globe-wide, human urge, emphasizing that only the physical presence of a human being can assure the full emotional quality of exploration. It calls upon decision makers to regard human space exploration as a global trans-cultural quest that should be supported and furthered.  相似文献

In a clear departure from previous policies and activities, the European Union, together with the European Space Agency, have embarked on a series of military and security related space activities in recent years, often under the umbrella of largely civilian programmes. Such dual-use space programmes not only silently introduce military use of space in the context of the EU, they are to become an integral and essential part of the EU’s growing military ambitions. While these ambitions are opposed by large sections of European society, the EU has made milspace projects a top priority, with no international answer yet to the real and growing risks of military rivalry in space.  相似文献

Today's space operations involve co-working of people with different ethnical, professional and organisational backgrounds. The aim of this study was to examine the implications of cultural diversity for efficient collaboration within the European Space Agency (ESA), and between ESA employees and representatives from other agencies. ESA employees from European countries (N=576) answered to the CULT Ground Survey. The results showed that differences in relation to leadership and decision making were the most important issues thought to interfere with efficient co-working within ESA, and between ESA employees and colleagues from other agencies. Employees who collaborated with more than three nationalities within ESA indicated most challenges in co-working due to differences in compliance, behavioural norms and competitiveness. Challenges in co-working differed between agencies, and these differences were consistent with value differences in the national populations. The results may have applied value for training of European employees working in international space program teams.  相似文献

With its draft Code of Conduct for Outer Space Activities, the European Union has become visible in the debate on space security. In this paper we analyze this development, drawing on theoretical concepts in the scholarly debate about the ‘actorness’ of the EU. We find that the EU can be considered as an emerging actor in space security. However, the Code of Conduct initiative should be considered only a first step in this regard because it does not answer the question of whether the EU should pursue a policy of deterrence or arms control in space. We argue that the latter option would be better, because it is in line with the interests and values of the EU.  相似文献

Poland has a long-standing tradition in space activities. Polish institutions have participated as co-investigators in almost all European Space Agency (ESA) science projects, as well as on many other missions. However, the first Polish satellite (PW-SAT) was only launched in 2012. Poland was one of the first Eastern European countries to conclude a Cooperation Agreement with ESA in the peaceful use of outer space; it was signed in 1994 and followed by a second in January 2002. Negotiations on Polish membership in the ESA were started in autumn of 2011, and ended in April 2012. Following ratification of the agreement, Poland officially became the 20th Member State of ESA on 19 November 2012. This article examines how Poland is setting its way as a space nation. It describes recent developments in the Polish space programme, including the road to Poland's full membership in the European Space Agency.  相似文献

Europe is present in robotic exploration though the European Space Agency?s mandatory space science program and the optional Aurora program. In addition some member states are also involved in projects of non-European space faring countries through bilateral co-operations. Europe is also present in human exploration through the ISS utilization program. ESA and some of its member states participate in the activities of the International Space Exploration Coordination Group (ISECG), a club of 14 space agencies working for the elaboration of a global exploration roadmap. Finally, ESA and the European Union have initiated a political approach with the setting up of an international forum so as to elaborate a commonly agreed vision on space exploration at political level.  相似文献

Many UN agencies use space data as a tool to promote global sustainable development, yet the use of space has barely been acknowledged, let alone understood, by decision makers at the various UN and international meetings on the environment and development. Following discussions held at a side-event to the 2012 Rio+20 conference, the author highlights the various ways space applications can be used to meet the challenges (in resource use, disaster management, environmental protection and climate change) of sustainable development and urges policy makers to inform themselves of the benefits of space applications.  相似文献

The governance of space activities in Europe remains an open question, even more so since the adoption of the Lisbon Treaty, and the latest EC document and ESA declaration have revived the debate. This paper considers the strengths and weaknesses of the current governance model, and compares recent French, German, Italian and UK national documents in order to highlight their vision of space governance in Europe. Some elements of agreement emerge but, more interestingly, this comparison highlights their differences, especially with regard to the role of the EU as a supranational actor in the space domain.  相似文献

Using the US-coined concept of space industrialization and reflecting the ongoing creation of a space economy, this paper maintains that China’s 20-odd years of practice and achievement in crop breeding in space should be seen as an integral part of any space economy. The paper analyzes the Chinese government’s space breeding policies, its support for it via financial allocation, and the relevant programs, and highlights the key achievements so far achieved in the sector. In conclusion, it outlines the main hurdles to crop breeding in space but looks forward to a bright future for this activity.  相似文献

After a proposition from Russia to France, ESA agreed to see Soyuz rockets take off from French Guiana. From industry, to governments and agencies, many Russian and European actors were involved in this project and they all had different motives. It is therefore relevant to try to discern them so as to understand the rationale behind this cooperative endeavor. Soyuz's primary role is to consolidate Arianespace commercial position in the launching market and to bring activity and founding to a stagnating Russian space sector. With this decision Arianespace will have a full range of commercially available launchers with Soyuz completing the two European rockets Vega and Ariane V. But since Vega and Ariane must have the priority, there is a risk to see an insufficient launch rate for Soyuz, which would not satisfy the Russian partners. Commercial elements alone cannot justify the agreement. There is a larger strategic ambition behind. What is at stake is the future development of innovative launch systems. It is important for ESA to maintain an autonomous access to space and to maintain a dynamic and strong European propulsion industry. Cooperation with Russia can offer an increase of expandable rockets capabilities and can pave for the next generation of launch vehicles. Moreover, we can detect an interest in acquiring a system that has the potential for human space flight capacity. Finally, the decision to launch Soyuz from French Guiana was the conjunction of Russian and French national interests, which led to a complete redefinition of the relations between Europe and Russia. It is of strategic importance that we, Europeans, adapt to this evolution and understand the new place that Russia takes in our space sector.  相似文献

The structures governing European space activity, now some 50 years old, require reform to take better account of the plethora of space uses, the growing involvement in space of the EU and the variable degree of European integration. Adopting a method that involves identifying weaknesses in governance – e.g. lack of a European military space programme; problems in maintaining operational service continuity; opposition to change – the authors argue that only by harmonising its decision making and coherently integrating its public organisations will Europe be able to achieve a space programme commensurate with its technical capabilities and its political dimension.  相似文献

On 16 November 2000, the Council of the European Space Agency (ESA) meeting at Ministerial level and the European Research Council of the European Union (EU) gathered in Brussels to adopt in parallel two resolutions on a European Strategy for Space. This political impetus indicates a clear motivation to support the further development of the European space sector, based on a much closer collaboration between the two European institutions, thereby exploiting their respective competencies and synergies. This paper presents some Spanish viewpoints relative to the common European Strategy for Space of the EU and ESA. Spain is supportive of the new strategy and the paper describes how its co-ordinated approach could be translated into action across various European programmes.  相似文献

As a result of increasing public and political interest in ‘space’ (i.e. solar system) exploration at the global scale, the Space Advisory Group of the European Commission has evaluated the situation in Europe with regard to its potential to participate in this ambitious global enterprise. Aspects of science, technology, environment and safety, society, spin-offs and international cooperation were all considered. The group concluded that Europe possesses sufficient key technologies and scientific expertise to play a major role in international space exploration and has recommended that the EU take a central role to ensure the success of future European space exploration, not only to give a clear political signal for the way forward but also to ensure an appropriate financial framework. In this way Europe would embrace the spirit of the European Space Policy and contribute to the knowledge-based society by investing significantly in space-based science and technology, thereby playing a strong role in international space exploration.  相似文献

The European Space Agency (ESA) is pursuing an independent strategic planning process for consolidating a destination driven (LEO, Moon, Mars) space exploration strategy. ESA's space exploration strategy is driven by the goals to maximise knowledge gain and to contribute to economic growth. International cooperation is a key pillar of ESA's strategy as it is considered both, an enabler for achieving common goals and a benefit, opening new perspective for addressing future challenges. The achievement of ESA's space exploration strategy is enabled through international partnerships. The interagency coordination process conducted within the framework of the International Space Exploration Coordination Group (ISECG) plays an important role in laying the foundations for future partnerships. It has achieved so far the development of a common vision for space exploration, a common plan for implementing the vision in the form of the Global Exploration Roadmap, as well as a common approach for articulating the value of global space exploration. ESA has been a strong promoter and supporter of the interagency coordination process conducted within ISECG and thanks to its unique expertise in international cooperation the Agency has contributed to its success.  相似文献

With the enactment of its ‘Basic Space Law’ in 2008, a significant shift occurred in Japan's space policy away from a narrowly circumscribed interpretation of the concept of space for ‘peaceful purposes’ to a broad understanding of space for ‘security’. Viewed in a global context, Japanese space policy appears symptomatic of a broadened and more malleable understanding of space for security purposes, as already advocated by several other leading spacefaring powers, and proponents of this understanding of space for security argue that this is consistent with international standards and the expectations of a ‘normal’ space power. By attempting to redefine understandings of ‘peace’ and ‘security’, however, the Basic Space Law and subsequent direction of Japanese space policy raise complex and ongoing issues over the interpretation of Japan's ‘Peace Constitution’. This article reviews policy and academic discussions of the recent evolution of Japanese space policy in this respect, arguing that greater emphasis on ‘security’ – understood in a deliberately broad sense in policy terms – has been key to articulating and justifying the reformulation and redirection of Japanese space policy, but that this also brings with it room for ambiguity over the exact nature of Japan's space ambitions at both national and regional levels.  相似文献
