Manned spaceflight has been an important element of the German space program over the last decades. This is demonstrated by the nationally managed space missions Spacelab D-l (1985), D-2 (1993), and MIR '92 as well as by the participation in the 1st Spacelab mission FSLP (1983), the NASA missions IML-1 (1992) and IML-2 (1994), as well as in the ESA missions EUROMIR '94 and '95. On February 12th, this year, the German cosmonaut Reinhold Ewald was launched together with his Russian colleagues Wasilij Zibliew and Alexander Lasudkin onboard of a Soyuz spacecraft for another stay of a German cosmonaut onboard of the Russian Space Station MIR. This mission--the so-called German/Russian MIR '97--was, of course, another cornerstone with regard to the cooperation between Russian and German space organizations. The cooperation in the area of manned missions began 1978 with the flight of the German cosmonaut Sigmund Jahn onboard of Salyut 6, at that time a cooperation between the Soviet Union and the German Democratic Republic in the frame of the Interkosmos Program. In March 1992, it was followed by the flight of Klaus Dietrich Flade with his stay onboard of MIR. After two further successful ESA missions, EUROMIR '94 and '95 with the two German cosmonauts Ulf Merbold and Thomas Reiter and with a marked contribution of German scientists, the decision was taken to perform another German/Russian MIR mission, the so-called MIR '97. In Germany, MIR'97 was managed and performed in a joint effort between several partners. DARA, the German Space Agency, was responsible for the overall program and project management, while DLR, the German Aerospace Research Establishment, was responsible for the cosmonaut training, for medical operations, for the mission control at GSOC in Oberpfaffenhofen as well as for user support.  相似文献

The Mars Sample Return (MSR) Project is underway. A 2003 mission to be launched on a Delta III Class vehicle and a 2005 mission launched on an Ariane 5 will culminate in carefully selected Mars samples arriving on Earth in 2008. NASA is the lead agency and will provide the Mars landed elements, namely, landers, rovers, and Mars ascent vehicles (MAVs). The French Space Agency CNES is the largest international partner and will provide for the joint NASA/CNES 2005 Mission the Ariane 5 launch and the Earth Return Mars Orbiter that will capture the sample canisters from the Mars parking orbits the MAVs place them in. The sample canisters will be returned to Earth aboard the CNES Orbiter in the Earth Entry Vehicles provided by NASA. Other national space agencies are also expected to participate in substantial roles. Italy is planning to provide a drill that will operate from the Landers to provide subsurface samples. Other experiments in addition to the MSR payload will also be carried on the Landers. This paper will present the current status of the design of the MSR missions and flight articles.  相似文献

The Discovery Program is a rarity in the history of NASA solar system exploration: a reform program that has survived and continued to be influential. This article examines its emergence between 1989 and 1993, largely as the result of the intervention of two people: Stamatios “Tom” Krimigis of the Johns Hopkins University Applied Physics Laboratory (APL), and Wesley Huntress of NASA, who was Division Director of Solar System Exploration 1990–92 and the Associate Administrator for Space Science 1992–98. Krimigis drew on his leadership experience in the space physics community and his knowledge of its Explorer program to propose that it was possible to create new missions to the inner solar system for a fraction of the existing costs. He continued to push that idea for the next two years, but it took the influence of Huntress at NASA Headquarters to push it on to the agenda. Huntress explicitly decided to use APL to force change on the Jet Propulsion Laboratory and the planetary science community. He succeeded in moving the JPL Mars Pathfinder and APL Near Earth Asteroid Rendezvous (NEAR) mission proposals forward as the opening missions for Discovery. But it took Krimigis's political skill and access to Sen. Barbara Mikulski in 1993 to get the NEAR into the NASA budget, thereby likely ensuring that Discovery would not become another one-mission program.  相似文献

Satellite remote sensing technology has contributed to the transformation of multiple earth science domains, putting space observations at the forefront of innovation in earth science. With new satellite missions being launched every year, new types of earth science data are being incorporated into science models and decision-making systems in a broad array of organizations. Policy guidance can influence the degree to which user needs influence mission design and when, and ensure that satellite missions serve both the scientific and user communities without becoming unfocused and overly expensive. By considering the needs of the user community early on in the mission-design process, agencies can ensure that satellites meet the needs of multiple constituencies. This paper describes the mission development process in NASA and ESA and compares and contrasts the successes and challenges faced by these agencies as they try to balance science and applications within their missions.  相似文献

The Mars Program Plan includes an integrated and coordinated set of future candidate missions and investigations that meet fundamental science objectives of NASA and the Mars Exploration Program (MEP). At the time this paper was written, these possible future missions are planned in a manner consistent with a projected budget profile for the Mars Program in the next decade (2007-2016). As with all future missions, the funding profile depends on a number of factors that include the exact cost of each mission as well as potential changes to the overall NASA budget. In the current version of the Mars Program Plan, the Astrobiology Field Laboratory (AFL) exists as a candidate project to determine whether there were (or are) habitable zones and life, and how the development of these zones may be related to the overall evolution of the planet. The AFL concept is a surface exploration mission equipped with a major in situ laboratory capable of making significant advancements toward the Mars Program's life-related scientific goals and the overarching Vision for Space Exploration. We have developed several concepts for the AFL that fit within known budget and engineering constraints projected for the 2016 and 2018 Mars mission launch opportunities. The AFL mission architecture proposed here assumes maximum heritage from the 2009 Mars Science Laboratory (MSL). Candidate payload elements for this concept were identified from a set of recommendations put forth by the Astrobiology Field Laboratory Science Steering Group (AFL SSG) in 2004, for the express purpose of identifying overall rover mass and power requirements for such a mission. The conceptual payload includes a Precision Sample Handling and Processing System that would replace and augment the functionality and capabilities provided by the Sample Acquisition Sample Processing and Handling system that is currently part of the 2009 MSL platform.  相似文献

Only one of NASA's planetary science flight missions in the past 30 years has been led by a women scientist as Principal Investigator. The number of senior women in the field is small, but women are still underutilized, as seen by a cohort age analysis correlating with median ages for various key science roles. Worse, the more junior women are not joining missions as Co-Investigators and Participating Scientists at rates approaching their representation in the field of planetary science. In fact, they are underutilized in these roles not by a few percent, but by greater than a factor of two. The pipeline of women gaining mission experience today is increasing, but it is not keeping pace with the rate that women are now choosing to stay in the field for postdoctoral studies and beyond. The numbers definitively show for the first time that, for whatever reason, women are still underrepresented in mission leadership at NASA.  相似文献

In this paper, a scheduling optimization algorithm is developed and verified for autonomous satellite mission operations. As satellite control and operational techniques continue to develop, satellite missions become more complicated and the overall quantity of tasks within the missions also increases. These changes require more specific consideration and a huge amount of computational resources, for scheduling the satellite missions. In addition, there is a certain level of repetition in satellite mission scheduling activities, and hence it is highly recommended that the operation manager carefully considers and builds some appropriate strategy for performing the operations autonomously. A good strategy to adopt is to develop scheduling optimization algorithms, because it is difficult for humans to consider the many mission parameters and constraints simultaneously. In this paper, a new genetic algorithm is applied to simulations of an actual satellite mission scheduling problem, and an appropriate GUI design is considered for an autonomous satellite mission operation. It is expected that the scheduling optimization algorithm and the GUI can improve the overall efficiency in practical satellite mission operations.  相似文献

NASA has initiated the first of a new series of missions to augment the current Mars Program. In addition to the systematic series of planned, directed missions currently comprising the Mars Program plan, NASA has started a series of Mars Scout missions that are low cost, price fixed, Principal [correction of Principle] Investigator-led projects. These missions are intended to provide an avenue for rapid response to discoveries made as a result of the primary Mars missions, as well as allow more risky technologies and approaches to be applied in the investigation of Mars. The first in this new series is the Phoenix mission which was selected as part of a highly competitive process. Phoenix will use the Mars 2001 Lander that was discontinued in 2000 and apply a new set of science objectives and mission objectives and will validate this soft lander architecture for future applications. The New Millennium Program (NMP) consists of a series of Deep-Space and Earth Orbiting missions that are technology-driven, in contrast to the more traditional science-driven space exploration missions of the past. These flights are designed to validate technologies that will enable a new era of low-cost highly miniaturized and highly capable spacebome applications in the new millennium. In addition to the series of flight projects managed by separate flight teams, the NMP technology initiatives are managed by the following six focused technology programs: Microelectronics Systems, Autonomy, Telecommunications, Instrument Technologies and Architectures, In-Situ Instruments and Micro-electromechanical Systems, and Modular and Multifunctional Systems. Each technology program is managed as an Integrated Product Development Team (IPDT) of government, academic, and industry partners. In this paper, we will describe elements of the technology roadmap proposed by the NMP Microelectronics IPDT. Moreover, we will relate the proposed technology roadmap to existing NASA technology development programs, such as the Advanced Flight Computing (AFC) program, and the Remote Exploration and Experimentation (REE) program, which constitute part of the on-going NASA technology development pipeline. We will also describe the Microelectronics Systems technologies that have been accepted as part of the first New Millennium Deep-Space One spacecraft, which is an asteroid fly-by mission scheduled for launched in July 1998.  相似文献

A major goal of NASA's In-Space Propulsion Program is to shorten trip times for scientific planetary missions. To meet this challenge arrival speeds will increase, requiring significant braking for orbit insertion, and thus increased deceleration propellant mass that may exceed launch lift capabilities. A technology called aerocapture has been developed to expand the mission potential of exploratory probes destined for planets with suitable atmospheres. Aerocapture inserts a probe into planetary orbit via a single pass through the atmosphere using the probe's aeroshell drag to reduce velocity. The benefit of an aerocapture maneuver is a large reduction in propellant mass that may result in smaller, less costly missions and reduced mission cruise times. The methodology used to design rigid aerocapture aeroshells will be presented with an emphasis on a new systems tool under development. Current methods for fast, efficient evaluations of structural systems for exploratory vehicles to planets and moons within our solar system have been under development within NASA having limited success. Many systems tools that have been attempted applied structural mass estimation techniques based on historical data and curve fitting techniques that are difficult and cumbersome to apply to new vehicle concepts and missions. The resulting vehicle aeroshell mass may be incorrectly estimated or have high margins included to account for uncertainty. This new tool will reduce the guesswork previously found in conceptual aeroshell mass estimations.  相似文献

Using economic incentives to control costs is a new concept for space missions. The basic tenets of market-based approaches run counter to typical centralized management techniques often utilized for complex space missions. NASA's Cassini mission to Saturn used a market trading system to assist the Science Instrument Manager in guiding the development of the spacecraft's science payload. This system allowed science instrument teams to trade resources among themselves to best manage their resources (mass, power, data rate, and budget). Thus, Cassini Project management was no longer responsible for adjudicating and reallocating resources that result from instrument development problems. Instrument teams were responsible for directly managing their resources and if they ran into a development problem it was their responsibility to resolve their problem by descoping or through the use of a 'resource exchange.' Under the trading system, instrument cost growth was less than 1% and the total payload mass was under its allocation by 7%. This result is in stark contrast to the 50%–100% increases in these resources on past missions.  相似文献

Based on the results of studies carried out by ESA several possibilities are discussed to achieve mission cost reductions for large Spacelab instrument facilities as compared to their flight on several 7-day duration Spacelab missions. As an example three scientific telescope facilities are selected (LIRTS, EXSPOS, GRIST) which are defined to a Phase A level.Three new mission modes are considered:
• —Shuttle attached Spacelab mission mode with extended flight duration (up to 30 days) for which the application of planned capability extensions and new elements of the STS/Spacelab (e.g. Short Spacelab Pallets, Power Extension Package) are investigated.
• —Shuttle deployed mission mode, for which the telescope, accommodated on a Spacelab pallet, is docked to the Power Module, a new element of the Space Transportation System under study by NASA.
• —Free-flying mission mode, for which Shuttle launched dedicated missions of the facilities are considered, assuming varying degrees of autonomy with respect to supporting services of the Shuttle.
Reduction of costs have been considered on the levels of single mission cost and total programme cost. Fundamentally the charges for the instrument can be reduced by constraining the mass/volume factors with respect to the Shuttle capability. However, the instrument as part of a payload is only viable if an acceptable resource sharing including observation time can be achieved. Any single instrument will require several mission opportunities or one mission which achieves a similar or longer total observation programme.Based on an identification of instrument modifications of the Phase A baseline designs to favour cost reductions and on a derivation of technical requirements, constraints and finally budgetary cost comparisons an attempt is made to assess the advantages and disadvantages of the different mission modes.The favoured option for GRIST is a 2–3 weeks sortie mission followed after refurbishment by a longer Power Module docked mission. For LIRTS and EXSPOS the free-flying pallet modes are very attractive in terms of the longer durations achieved and in terms of cost per unit operating time.  相似文献

Under constrained budgets and rigid schedules, NASA and industry have greatly increased their utilization of small satellites to conduct low-cost planetary investigations. Recent failed small planetary science spacecraft such as Mars Polar Lander (MPL) and Mars Climate Orbiter (MCO), and impaired missions such as Mars Global Surveyor (MGS) have fueled the ongoing debate on whether NASA's “Faster, Better, Cheaper” (FBC) approach is working. Several noteworthy failures of earth-orbiting missions have occurred as well including Lewis and the Wide-field Infrared Experiment (WIRE). While recent studies have observed that FBC has resulted in lower costs and shorter development times, these benefits may have been achieved at the expense of lowering probability of success. One question remaining to be answered is when is a mission “too fast and too cheap” that it is prone to failure? This paper assesses NASA FBC missions in terms of a complexity index measured against development time and spacecraft cost. A comparison of relative failure rates of recent planetary and earth-orbiting missions are presented, and conclusions regarding dependence on system complexity are drawn.  相似文献

Over the last 5 years, NASA has invested in development and risk-reduction activities for a new generation of planetary landers capable of carrying instruments and technology demonstrations to the lunar surface and other airless bodies. The Robotic Lunar Lander Development Project (RLLDP) is jointly implemented by NASA Marshall Space Flight Center (MSFC) and the Johns Hopkins University Applied Physics Laboratory (APL). The RLLDP team has produced mission architecture designs for multiple airless body missions to meet both science and human precursor mission needs. The mission architecture concept studies encompass small, medium, and large landers, with payloads from a few tens of kilograms to over 1000 kg, to the Moon and other airless bodies. To mature these concepts, the project has made significant investments in technology risk reduction in focused subsystems. In addition, many lander technologies and algorithms have been tested and demonstrated in an integrated systems environment using free-flying test articles. These design and testing investments have significantly reduced development risk for airless body landers, thereby reducing overall risk and associated costs for future missions.  相似文献

NASA's plans for future human exploration of the Solar System describe only missions to Mars. Before such missions can be initiated, much study remains to be done in technology development, mission operations and human performance. While, for example, technology validation and operational experience could be gained in the context of lunar exploration missions, a NASA lunar program is seen as a competitor to a Mars mission rather than a step towards it. The recently characterized weak stability boundary in the Earth–Moon gravitational field may provide an operational approach to all types of planetary exploration, and infrastructure developed for a gateway to the Solar System may be a programmatic solution for exploration that avoids the fractious bickering between Mars and Moon advocates. This viewpoint proposes utilizing the concept of Greater Earth to educate policy makers, opinion makers and the public about these subtle attributes of our space neighborhood.  相似文献

In order to meet the growing global requirement for affordable missions beyond Low Earth Orbit, two types of platform are under design at the Surrey Space Centre. The first platform is a derivative of Surrey's UoSAT-12 minisatellite, launched in April 1999 and operating successfully in-orbit. The minisatellite has been modified to accommodate a propulsion system capable of delivering up to 1700 m/s delta-V, enabling it to support a wide range of very low cost missions to LaGrange points, Near-Earth Objects, and the Moon. A mission to the Moon - dubbed “MoonShine” - is proposed as the first demonstration of the modified minisatellite beyond LEO. The second platform - Surrey's Interplanetary Platform - has been designed to support missions with delta-V requirements up to 3200 m/s, making it ideal for low cost missions to Mars and Venus, as well as Near Earth Objects (NEOs) and other interplanetary trajectories. Analysis has proved mission feasibility, identifying key challenges in both missions for developing cost-effective techniques for: spacecraft propulsion; navigation; autonomous operations; and a reliable safe mode strategy. To reduce mission risk, inherently failure resistant lunar and interplanetary trajectories are under study. In order to significantly reduce cost and increase reliability, both platforms can communicate with low-cost ground stations and exploit Surrey's experience in autonomous operations. The lunar minisatellite can provide up to 70 kg payload margin in lunar orbit for a total mission cost US$16–25 M. The interplanetary platform can deliver 20 kg of scientific payload to Mars or Venus orbit for a mission cost US$25–50 M. Together, the platforms will enable regular flight of payloads to the Moon and interplanetary space at unprecedented low cost. This paper outlines key systems engineering issues for the proposed Lunar Minisatellite and interplanetary Platform Missions, and describes the accommodation and performance offered to planetary payloads.  相似文献

The National Aeronautics and Space Administration (NASA) New Millennium Program (NMP) is a technology development and validation program that will flight-validate advanced, new technologies with space flight applications. NMP's purpose is twofold. First, it will develop technologies that will enable future spacecraft to be smaller, more capable and reliable, and to be launched more frequently. Second, it will validate the technologies in flight to reduce the risks to future science missions that fly these technologies for the first time. To measure the program's success, NMP has devised a set of criteria that stresses the relevance of technologies selected for flight validation to NASA's 21st-century science mission needs. Also, NMP has instituted a ‘risk management’ policy, where, through a combination of adequate resources and early risk assessment and risk mitigation plans for the technologies, the overall risk of the NMP flights can be rendered acceptable.  相似文献

(Earth Observation Missions—Requirements and Concepts)—Ten years ago, on 23 July 1972. NASA launched the first satellite specifically designed for Earth observation. With Landsat 1 the importance and attractiveness of remote sensing from space increased worldwide.The paper presents in an overview former remote sensing missions with their applications and the system elements required for gathering Earth observation information. Main elements are the sensors (optical, microwave, and other instruments), the platforms (satellites, space stations, aircraft and Earth based stations) and their orbits.It is shown how these elements are interrelated and which constraints must be considered for planning an Earth observation mission. The feasibility, the amount of hard- and software, the costs, and the performance of a system are decisive for the realization of a satellite concept.Examples for different concepts investigated to date at Dornier System are given; included is the first ESA Remote Sensing Satellite ERS-1, which is now under definition at Dornier System, the main contractor of ESA.  相似文献
