Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

2010 saw both the unveiling of a new US National Space Policy and the announcement of a fundamentally different strategy for US human spaceflight that would move from the NASA-government-led Apollo-style approach to a greater reliance on the private sector and international cooperation. This viewpoint puts forward arguments on why change in the US approach to human spaceflight is needed, while acknowledging that achieving it in the face of vested interests and threats to jobs and livelihoods is extremely difficult. It suggests that greater US recognition of the need to ensure the sustainability of space activity (by addressing debris, radio-frequency interference and potential deliberate disruption of spacecraft), and an apparent willingness to countenance international norms to govern space activities, could be the new policy’s most lasting heritage.  相似文献

Because of the physical scale of human operations at present, we need to extend them into the Solar System for sustainability and into interstellar space for knowledge. Stabilizing the population on Earth, as well as reducing poverty, is vital, as is a more environmentally appropriate demographic transition than the historical one. Space assets can contribute most to strategic threats in areas like power and minerals and can also assist global education. Such public interest is important as education, but it is vital to remember that a certain level of precision in materials and engineering is needed before ideas become realizable. The crucial step is to turn the space environment to an open market and override the present government monopoly constraint. As a start, a Center for International Space Industrialization Research (CSIR) is to be set up as a model for the better understanding of the issues involved, thus making a case for strategic investment for space assets.  相似文献

Following previous work on space and internal security as part of the European Space Policy Institute's (ESPI) Space and Security programme, ESPI initiated a workshop dealing with an issue of high political as well as public concern – using space as an instrument in the broader strategic context of maritime security – together with the Austrian Institute for European and Security Policy (AIES), which has special expertise in security matters related to Europe. Over 50 high-ranking professionals took part in the 30 November 2009 event, “Space and Maritime Security - Strategies and Capabilities to Counter Piracy”, held at the Austrian Chamber of Commerce (WKÖ) in Vienna. The use of space assets for maritime security has moved up the political agenda as a result of the reliance of the EU ATALANTA NAVFOR mission on services and data provided by the European Union Satellite Centre (EUSC). The workshop therefore addressed technological capabilities as well as industrial approaches in the context of the political framework conditions. It provided a dialogue between space and non-space security communities.  相似文献

On 12–14 June 2011, a conference was convened in Prague entitled ”Space Security through the Transatlantic Partnership“, co-sponsored by the European Space Policy Institute (ESPI) and the Prague Security Studies Institute (PSSI). It was the first non-governmental transatlantic conference of its kind dedicated to this topic, attended by over 100 senior space policy officials and high-level representatives of multilateral institutions, NGOs, academia, and industry from Europe, the USA, and Japan. The overarching goal of the conference was to solicit and assess both converging and diverging views on the multifaceted subject of space security and to seek to establish an on-going “Track II” non-governmental process designed to assist with the crafting of a future architecture for the management of this key dimension of space policy on a trilateral, and eventually global, basis. France and Germany have long been partners in space. However, new attitudes and directions in their respective space programmes are affecting the nature of traditional Franco-German space relations in an evolving European space context. The long-standing partnership is at a juncture and there is a need for a new dialogue to define what future directions the partnership should take. With this in mind, a joint memorandum was initiated by the European Space Policy Institute (ESPI), who prepared it together with the Paris-based Fondation pour la Recherche Stratégique (FRS) and the Institut Français des Relations Internationales (IFRI), as well as the Berlin-based German Stiftung Wissenschaft und Politik (SWP). It reflects on the state of current Franco-German space relations and lays out the issues to be considered by decision makers in both countries to provide a new impetus to the Franco-German partnership.  相似文献

The exploration of space is a long-term endeavor that will require strong public support to weather societal and political changes over the period of its implementation. In August 2006, George Mason University's Center for Aerospace Policy Research organized a workshop to address this issue. The sustainability of space exploration was investigated from a variety of perspectives by invited experts from the space sector as well as from the market research and public relations fields. This paper summarizes the results of the workshop. It presents market research data along with recommendations for an active strategic communications effort as well as public engagement to enhance public support for space exploration, especially among the younger age groups which tend to be uninterested in space activities.  相似文献

An interdisciplinary approach to discussing the human presence in outer space was undertaken on 11–12 October 2007 by the European Science Foundation (ESF), ESA and the European Space Policy Institute (ESPI). At the ‘Humans in Outer Space—Interdisciplinary Odysseys’ conference space experts and scholars from the area of humanities as well as social sciences discussed the roles disciplines such as law, philosophy, ethics, culture, art and psychology will increasingly play in space exploration. Conference output took form in the ‘Vienna Vision’, which provides a unique European perspective on the various needs and interests of humanities and social sciences linked with space exploration. This report presents the goals and outcome of the conference, as well describing the analysis leading to the creation of the Vienna Vision.  相似文献

Political developments in the USSR have opened new possibilities for cooperation with the USA in areas of common interest. One of the greatest areas of such common interest is the exploration and utilization of space. This article highlights the most significant benefits that could be derived from US-Soviet cooperation in space, lists some of the most promising opportunities for further cooperation and discusses in detail the main obstacles to the exploitation of these opportunities. It concludes with recommendations addressed to the US government and space industry and to their counterparts in the USSR.  相似文献

Space activity has lost the momentum it had in the past. During the Cold War the use of space was constrained by specific political and military conditions which gave it a strong but narrow identity. The aerospace industry, in particular, was in a position to develop protected and exclusive ties with the public sector. These times have passed and diminishing competition between the two main space powers has had consequences for the planning of major space undertakings. Space activity is in the process of being thoroughly transformed as it is forced to become more connected to general economic and industrial activity, especially in the field of information. An opportunity for a sector that has been struggling could also prove to be risky as space activity is losing some of its previously strong identity. Space currently seems to lack the high level of public support from governments it once enjoyed, while not finding an alternative in the industry itself to this declining investment. This situation should lead both the space community and the political authorities to consider new general space applications that will be more in line with the preoccupations of our modern societies and thus contribute to solving the principal global issues of tomorrow.  相似文献

First order evaluations for active shielding based on superconducting magnetic lenses were made in the past in ESA supported studies. The present increasing interest of permanent space complexes, to be considered in the far future as ‘bases’ rather than ‘stations’, located in ‘deep’ space (as it has been proposed for the L1 libration’s point between Earth and Moon, or for Stations in orbit around Mars), requires that this preliminary activity continues, envisaging the problem of the protection from cosmic ray (CR) action at a scale allowing long permanence in ‘deep’ space, not only for a relatively small number of dedicated astronauts but also to citizens conducting there ‘normal’ activities.Part of the personnel of such a ‘deep space base’ should stay and work there for a long period of time. It is proposed that the activities and life of these personnel will be concentrated in a sector protected from Galactic CR (GCR) during the whole duration of their mission. In the exceptional case of an intense flux of Solar Energetic Protons (SEP), this sector could be of use as a shelter for all the other personnel normally located in other sectors of the Space Base.The realization of the magnetic protection of the long permanence sector by well-established current materials and techniques is in principle possible, but not workable in practice for the huge required mass of the superconductor, the too low operating temperature (10–15 K) and the corresponding required cooling power and thermal shielding.However the fast progress in the production of reliable High Temperature Superconducting (HTS) or MgB2 cables and of cryocoolers suitable for space operation opens the perspective of practicable solutions. In fact these cables, when used at relatively low temperature, but in any case higher than for NbTi and Nb3Sn, show a thermodynamically much better behavior. Quantitative evaluations for the protection of the sector of the ‘Space Base’ to be protected from GCRs (and therefore from SEPs also) are presented.For possible large outer radius solutions it must in the meantime solve the problem of the assembling or deploying in space the conductors for returning the electric current.  相似文献

One of the most important tasks of space research is to find a way of real-time monitoring of the space environment conditions around the Earth. This is necessary in order to provide warning about the threats of critical failures in ground-based and space technological systems, thus providing for their stable and secure operation. In view of this concern, methods of diagnostics of ionospheric energy and electrodynamic characteristics continue to be developed on the basis of spectral and photometric measurements, analyzing the glow intensity of emissions of the upper atmosphere observed from above. Serial panoramic monochromatic maps of the intensity of luminosity of the upper atmosphere emissions measured from orbiting detectors can serve as a main data source for such an analysis. In this paper we consider the principal aspects of the method, and, on this basis, the instrumentation requirements are formulated.  相似文献

The commercial space sector to date has failed to develop comprehensive regulations--"rules of the road"--for its international activities. Within the next 5 years, conflicts with respect to international trade in satellite sales and launch services could emerge, highlighting the need for such a regulatory framework. If the commercial space sector is to continue to develop, it is important to begin discussions now, before these conflicts become significant, on the elements of an appropriate international regulatory framework. The existing framework for space activities was developed when government, not commercial, space activities were dominant, or was adapted from regulations in other sectors such as terrestrial telecommunications.  相似文献

Satellites have been rightly described as the lifeblood of the entire space industry and the number of satellites ordered or launched per year is an important defining metric of the industry's level of activity, such that trends and variability in this volume have significant strategic impact on the space industry. Over the past 40+ years, hundreds of satellites have been launched every year. Thus an important dataset is available for time series analysis and identification of trends and cycles in the various markets of the space industry. This article reports findings of a study for which we collected data on over 6000 satellites launched since 1960 on a yearly basis. We grouped the satellites into three broad categories – defense and intelligence, science, and commercial satellites – and identified and discussed the main trends and cyclical patterns for each of these. Institutional customers (defense and intelligence, and science) accounted for over two-thirds of all satellites launched within our time period (1960–2008), and, in the 1960s and 1970s, they accounted for 90% and 73.5%, respectively. A fair conclusion from this data is that the space industry was enabled by, and grew because of the institutional customers, not commercial market forces. However, when the launch data is examined more closely, a growing influence of the commercial sector is noticeable. Over the past two decades communication satellites accounted for roughly half of all launches, thus reflecting an important shift in the space industry in which the commercial sector is playing an equal role (on a launch volume basis) to that of the institutional market. Cyclical patterns in the satellite launch volume over the past decade are separately discussed before we sum up with a conclusion.  相似文献

The space sector has frequently been confronted with cost overruns, with a negative impact on its management reputation. There are many reasons for this effect, the main one being that space development contracts are unique and often do not allow proper cost benchmarking. On the other hand, tools have been developed to minimise this effect and it is important to train future space managers in applying such tools. In the International Space University, such methods are illustrated with workshops, which aim to be as close as possible to reality. This article will describe the different techniques, memo-technically called the 5C approach here, and develop the use of a computerised tool, PRICE, to support these techniques in the different phases of the projects.  相似文献

This paper reviews the evolution of CEOS (Committee on Earth Observations Satellites) from the early days, where participating agencies were primarily concerned with compatibility issues and space programs were chiefly technology-driven, up to the present, where complementarity of satellite programs and fulfillment of final user needs are the main goals being pursued.It also analyzes the favorable conditions that allowed continuity and evolution of the efforts carried by the Committee, in both the technical and the administrative areas, and granted the results achieved so far.Finally, it addresses the expectations of the Committee about the cooperation and interaction with other international bodies, with national governments and with the private sector, with the final aim of maximizing the benefits that Earth Observations can provide for Science and for the well-being of humanity, in particular the people of less-favored regions of the earth.  相似文献

Space sustainability is emerging as a core element of national policy and international initiatives. At this time, however, a coherent strategy and supporting policies have not been developed. To initiate a conversation to develop such a strategy, the authors have applied the principles developed by Elinor Ostrom for terrestrial common-pool resource (CPR) governance to near-Earth orbit in space. A concern arises as to whether Ostrom's eight principles are a good “fit” for application to space CPR because of the unique physical characteristics of space and the legal underpinnings of our presence there. This commentary will address selected issues raised by Weeden and Chow, and suggest alternative ways to approach near-Earth orbit sustainability.  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

The rise of the EU as an actor in the European and world space theatres, in its various roles as initiator, owner and operator of large-scale programmes such as Galileo and GMES, has raised a number of questions with regard to industrial policy. Based on the experiences from the Galileo programme's procurement round in the Full Operational Capability (FOC) phase and on the present discussions on space industrial policy within the EU, this paper argues that, whereas the EU's political ambitions in space have been discussed and become reasonably well defined, the specific policy tools and legal instruments to put them into practice are far from complete. First, an unequivocal industrial policy for the space sector needs to be defined that reconciles the Union's political ambitions with the economic specificities of the space sector. At present, this is a work in progress, with opinions diverging between member states. Second, both logically and temporally, these policy decisions need to be translated into legal instruments that allow their implementation. This implies the development of made-to-measure funding instruments and procurement rules. We conclude by emphasising the need for a sector-specific industrial policy as an integral part of the EU's space policy.  相似文献

Space applications are used for countering a wide variety of external security threats but their use for the provision of internal security (for non-military threats like terrorism, organised crime or illegal immigration) is still largely neglected. Several steps have recently been taken to consider space applications for counter-terrorism and other internal security threats. In the context of the general call for a specific European security research programme, the European Union’s Framework Programme for Research and Technological Development (FP 7) is conducting several projects using space applications for fighting internal security threats. However, current attempts remain scattered across national and European initiatives, policy fields and pillars, institutional actors and actors involved in various projects. There is thus a strong need for a more integrated approach at the EU-level through a European Internal Security Strategy complementing the existing European Security Strategy. The US has been looking at the provision of homeland security for some time. A revision of existing structures in Europe should thus not neglect the dimension of transatlantic cooperation in this policy area.  相似文献
