The Committee on the Peaceful Uses of Outer Space (COPUOS) was established in 1959 by the United Nations General Assembly in order to review and foster international cooperation in the peaceful uses of outer space and to consider legal issues arising from the exploration of outer space. Since its establishment, the Committee has addressed such issues as benefits from space activities, the definition and delimitation of outer space and the use of the geostationary orbit, implications of remote sensing, space sciences, space-based communications, navigation and meteorological systems, as well as use of nuclear power sources in outer space, space debris and spin-off benefits of space technology. At its session in 1996, a symposium on the ‘Utilization of micro- and small satellites for the expansion of low-cost space activities, taking into particular account the needs of developing countries’ was organized by COSPAR and IAF to complement discussions on this theme. It was noted at the symposium that the increasing number of small satellites, in particular the proposed introduction of multi-satellite ‘constellations’ at low orbits, would result in concentrations of satellite mass at certain regions of space around the Earth. Special provisions would be needed to minimize the probability of satellite breakups and collisions which might create more space debris and compromise the future of spaceflight.  相似文献

An international symposium, ‘Global and European Challenges for Air and Space Law at the Edge of the 21st Century’, organised by the Institute of Air and Space Law (Cologne) and the German Aerospace Center (DLR), took place from 8 to 10 June 2005 in Cologne. The conference assembled space law experts from industry, academic and international institutions world-wide. Areas of discussion were national space legislation, the current relationship of ESA and the EU, and common issues in air and space law with regard to future aerospace applications. During the past decade new questions in science have emerged that require broad inter-disciplinary approaches. ‘Do asteroids and comets cause extinctions?’ and ‘Was there, or is there, life on Mars?’ are just two examples of questions that cut across planetary or astronomical sciences and biological sciences. The re-emergent science of ‘astrobiology’ represents a new synthesis of inter-disciplinary thinking that in many respects bears similarities to what in the 18th and 19th century would have been called ‘Natural Sciences’. But new astrobiology offers the scientific community, including the space community, two important possibilities. First, an opportunity to galvanize diverse scientific disciplines together to answer some fundamental questions on the relationship between life and the cosmic environment and, second, a chance to create a new environment conducive to interdisciplinary thinking. This is in contrast to the general trend that occurred during the 20th century towards increasing specialization in the sciences. During the 21st century astrobiology has the potential to open rich and productive seams of research.  相似文献

On 7 June 2006 the Royal Aeronautical Society (RAeS) hosted a one-day conference entitled ‘Space Tourism: From Lofty Dreams to Commercial Reality’ in London. The conference brought together parties interested in the future of passenger flights into space, presenting perspectives on the evolution of the private spaceflight industry over the next decade, with the goal of stimulating enthusiasm for the creation of a profitable industry and affordable space travel for a mass, global market. Over 200 school children in eight schools in the east of England were surveyed to determine their interest in space exploration and awareness of current space activities. Of those surveyed, 33% were interested in space to ‘discover a new planet’, and 24% to find life on another planet. When asked to list space exploration organisations 77% listed NASA. Six of those surveyed listed ESA (<0.5%). The data bring starkly to light, despite the Huygens landing on Titan and Mars Express, the lack of awareness of the existence of ESA among a new generation of European school children. These data suggest that further surveys are merited to determine the factors that influence interest in space sciences and related disciplines among school children, and the source of their information.  相似文献

This is a slightly abridged and edited version of the welcoming speech made by European Commission Vice-President Günter Verheugen at the ‘Winning through co-operation: sharing the benefits of space’ conference held in Brussels on 17–18 February 2005 as part of European Space Week. The importance of space for Europe across many areas—now explicitly acknowledged by the European Commission—is highlighted. Future initiatives are discussed and the Union's approach to international cooperation is outlined. It was hoped that the conference would provide an opportunity for participants to identify the best opportunities for partnership in space.  相似文献

The US civilian space program is focused on planning for a new round of human missions beyond Earth orbit, to realize a ‘vision’ for exploration articulated by President George W. Bush. It is important to examine this ‘vision’ in the broader context of the global enterprise of 21st century space exploration. How will extending a human presence into the Solar System affect terrestrial society and culture? What legal, ethical and other value systems should govern human activities in space? This paper will describe the current environment for space policy making and possible frameworks for future space law, ethics and culture. This article discusses current UK space activities that were debated during the ‘policy’ day of a 3-day ‘Festival of Space’ held at Surrey University in July 2003. While the emphasis is on using space to fulfil the needs of society, it is apparent that crafting a coherent strategy that would provide the political support needed to do this—in Europe as well as in the UK—remains difficult.  相似文献

There is renewed interest in using nuclear power in a variety of ways in space, as well as in disposing of terrestrial nuclear waste aloft. While the benefits of such use to space exploration might be high, the potential costs to Earth and its inhabitants are currently too dear. Accidents have already occurred which, despite official denials, have spread radiation worldwide. Such denials are characteristic of the closed and secretive nature of the nuclear ‘debate’. This viewpoint calls for the involvement of all those concerned with space nuclear power—lay, professional, government and NGO—in decisions on whether to proceed with it and suggests that maybe we should wait for safer scientific discoveries before we attempt further planetary exploration.  相似文献

Over 200 people attended the ‘International Business in Space’ conference, organized by the Center for Space Policy Inc, Cambridge, MA, USA, in Washington, DC, 9–11 January 1985. The official focus - commercial space developments in the USA, Canada, Europe and Japan - was somewhat of a misnomer. While US, Canadian and European views and interests were well represented, the Japanese element was almost completely absent. Virtually every category of organization likely to be involved in the ‘industrialization of space’ was strongly represented: government agencies, major and medium-sized aerospace companies, entrepreneurial space firms, and service organizations, eg consulting groups, law firms and financial institutions. Not surprisingly at this stage, attendance by non-aerospace potential users of space was very weak. This report highlights two major themes - international cooperation and the role of overnments.  相似文献

1991 is one of the most decisive years in the history of German space activities. Not only do major policy decisions have to be taken concerning the continuation of the European programmes Hermes and Columbus — which, due to the heavy involvement of Germany in international cooperation, strongly affect its space policy — but one year after the unification of Germany the country is about to set up its new space programme. This is in fact a ‘new’ programme because for the first time it includes all space activities of the unified Germany.  相似文献

Preparations for the third UN Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III) were intense. The conference itself was a success. But what forms will the follow-up take? Just reading the 150-page report is an effort in itself. Having played a central part in the preparations and organization, Europe fully appreciates the need to build on the spirit of cooperation which emerged from UNISPACE III. In November 1999, the European States gathered to analyze the results of the conference and to set a course for their future participation in the United Nations Programme on Space Applications (UNPSA), which is mainly done through ESA, and for their participation in the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS), which is done through coordination among ESA Member States. This article presents the authors’ personal accounts of the results of the European efforts around UNISPACE III and shows how ‘European foreign policy’ can work in international space policy. It also seeks to illustrate Europe's commitment to putting space technology to work for the benefit of development throughout the world.  相似文献

Around 50 leaders and experts from space industry, governmental and financial institutions participated in an ESA conference on “The Future of Public–Private Partnerships in Satellite Communications” in Vienna in March 2009. An increasing portion of commercial and institutional space projects are operated under the provisions of service contracts, with public–private partnerships (PPPs) becoming a significant source of financing for space programmes. The conference was based on a study initiated by ESA and performed by Euroconsult, Milbank and ESPI, outlining the main perspectives of modern PPP models in the European satellite communications sector.  相似文献

This paper identifies new ideas for using existing space technologies as spin-offs and considers the effectiveness of the use of such technologies for various industries and applications. It then explores the dissemination of knowledge and information about such spin-off technology and applications to various audiences. It proposes methods to improve the dissemination of such knowledge and information. The paper concludes with some recommendations on how the dissemination of information about space spin-offs can increase awareness and use of such technology and, in the long term, increase support for space activities. The perspective of this article is that of the world's various space agencies and the UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS). It is recognized that truly effective spin-offs depend on the involvement of those outside the space arena, particularly the commercial, academic and governmental sectors. These sectors and the general public must see the value and cost efficiency of ‘spin-offs’ and of developing new technology and systems through space research programs or they will not succeed. This may require space agencies to stay more focused on research and to hand over functions and activities to these ‘outside sectors’ once ‘seeds are planted’.  相似文献

Planetary protection policies designed to reduce the cross-transfer of life on spacecraft from one planet to another can either be formulated from the pragmatic instrumental needs of scientific exploration, or from ethical principles. I address planetary protection concerns by starting from a normative ethical framework for the treatment of microorganisms. This argues that they have intrinsic value at the level of the individual through to the level of the community, but at the individual level this ethic can only be theoretical. This approach yields a solution to the problem of the inevitable contamination of Mars by human explorers and suggests that in some instances the local contamination of other planets may be acceptable. An exception would be where this contamination would cause destruction of microbial ecosystems. Within the framework of such an ethic, the term ‘planetary protection’ may be normatively too narrow and ‘planetary preservation’ may better describe the activity of controlling cross-inoculation of planets. I discuss an example of a contamination event that might be ethically acceptable within the framework of ‘preservation’, but would be regarded as unacceptable under current planetary ‘protection’ guidelines.  相似文献

Apollo should not serve as a model for the many programs for lunar and planetary exploration currently making headway: it was a unilateral effort whose generous budget would be inconceivable today. Yet President Kennedy was an advocate of cooperation in major space missions, an attitude that makes perfect sense today, when so many agencies have ambitious exploration plans. The importance of President G.W. Bush's ‘Vision for Space Exploration’, by providing a focus for NASA and others, has been underestimated. It should give us a chance to find out whether a long-term objective of moving humans off the home planet is really feasible—surely the point of exploration.  相似文献

The ability of the US government to carry out future space policies depends upon the maintenance of a technically capable space flight agency. During its first decade of operation the National Aeronautics and Space Administration (NASA) developed an organizational culture supporting very high levels of reliability. This ‘technical culture’ stressed the importance of in-house technical capability, ‘hands on’ activity and extensive testing. Forces at work on the agency since 1970 have tended to erode the original culture. This article explains the ways in which the beliefs and norms guiding NASA operations have changed since the agency's first decade of operations.  相似文献

A new step in defining Global Monitoring for Environment and Security (GMES) was undertaken in April 2006 by the Austrian Presidency of the EU Council. Together with the European Commission, it organised a conference on ‘A Market for GMES in Europe and its Regions- the Graz Dialogue’. Prepared by the European Space Policy Institute (ESPI), the conference assembled experts and users of GMES, who had agreed upon specific issues for discussion. The outcomes of the workshops were then brought to the Graz conference for wider reflection and discussion and summed up in the Graz Declaration (reprinted in the documentation section of this issue), which is a strategic, economic and regional action plan for GMES for the next 10 years, later endorsed by the Competitiveness Council at the end of May. This report presents the goals and outcomes of the conference and underlines the positive impulses it gave to GMES.  相似文献

For many years the world-famous Kettering Group of amateur satellite observers have confounded many more ‘official’ organization with their accucary in tracking Soviet space launches. In this article the group's founder, Geoffrey E. Perry, MBE, presents his personal perspective on current developments in the Soviet space programme. The USSR's increased openness about non-sensitive issues is to be welcomed, he concludes, but the Kettering Group has work to do yet.  相似文献
