The first SETI observations with the Allen telescope array

The Search for ExtraTerrestrial Intelligence (SETI) finally has its own full-time telescope. The Allen telescope array (ATA) in Northern California was dedicated on October 11, 2007. This array, which will eventually be composed of 350 small radio antennas, each 6.1 m in diameter, is being built as a partnership between the SETI Institute and the University of California Radio Astronomy Laboratory. Last October, Paul G. Allen (who provided the funds for the technology development and the first phase of array construction) pushed a silver button and all 42 antennas of the current ATA-42 slewed to point in the direction of the distant galaxy M81. Specialized electronic backend detectors attached to the ATA began making a radio map of that galaxy and simultaneously began SETI observations of HIP48573, a G5V star near M81 on the sky and a distance of 264 light years from Earth. The Allen telescope array will greatly improve the speed of conducting SETI searches over the next few decades, and it will allow a suite of different search strategies to be undertaken. This paper summarizes some of the earliest SETI observations from the array, and describes the search strategies currently being planned.

The US spent all of the funds originally estimated for the initial development of its orbital space station without producing any significant amount of flight hardware. This article shows how a project with large design costs and significant “non-prime” outlays can quickly deplete program funds. The authors recount the way in which budgetary politics, congressional micro-management, and technological risk conspired to produce this result.

The Allen telescope array: Commensal and efficient SETI

The Allen telescope array (ATA) currently under construction affords the possibility of a dedicated and highly efficient SETI program that may be done commensally with other radio astronomy programs. This symbiosis is important in order to maintain and sustain the long-term effort that may be required in order to achieve success as a positive or null result. The technology that is being exploited is the construction of many small elements that allow large fields-of-view at high sensitivity, the use of ultra-wideband front-ends, and the use of flexible digital “intermediate frequency (IF)” systems. The project is under construction in phases, with the first 32 antennas expected to be functional in the fall of 2004, the next 173 dishes operational early 2006, with plans for 350 antennas total within this decade.

The roles of humans and robots in exploring the solar system

Historically, advocates of solar system exploration have disagreed over whether program goals could be entirely satisfied by robotic missions. Scientists tend to argue that robotic exploration is most cost-effective. However, the human space program has a great deal of support in the general public, thereby enabling the scientific element of exploration to be larger than it might be as a stand-alone activity. A comprehensive strategy of exploration needs a strong robotic component complementing and supporting human missions. Robots are needed for precursor missions, for crew support on planetary surfaces, and for probing dangerous environments. Robotic field assistants can provide mobility, access to scientific sites, data acquisition, visualization of the environment, precision operations, sample acquisition and analysis, and expertise to human explorers. As long as space exploration depends on public funds, space exploration must include an appropriate mix of human and robotic activity.
