Between 19–24 September 1994, the UN Economic and Social Commission for Asia and the Pacific - ESCAP, the largest of the UN regional bodies - held a series of meetings to inaugurate a new program in space technology applications. This program will have a strong Earth Observation component, and is designed to strengthen environmentally sound and sustainable development in the Asia Pacific region, in line with recommendations of Agenda 21 arising from the Rio Summit in 1992. The international community is entering an era of shared global utilities from space and is increasingly reliant on space systems and activities that support a myriad of applications and utilities on Earth. A growing number of states are seeking to develop or extend their space capabilities. At the same time, a variety of non-state actors are also extending their involvement in space activities. The United Nations is the principal inter-governmental forum to deal with various space issues of global importance. Moreover, the United Nations system itself has become increasingly reliant on space systems for its day-to-day operations. In order for the United Nations to play its necessary role in the space arena, it will need to be supported by a space policy. A United Nations space policy would provide over-arching guidance on space activities for UN stakeholders in the space arena; it would inform UN participation in space activities and would promote improved coordination and cooperative governance of outer space activities. A world without a common UN space policy will not be able to respond to the challenges of the rapidly evolving space arena in the 21st century.  相似文献

Rules for activities in outer space are agreed upon in the Committee on the Peaceful Uses of Outer Space of the United Nations. Several international treaties have been adopted in the 1970s, that is, at a time before space debris became a concern for the international community. In the years 1979–1988 numerous documents were prepared by the UN Secretariat on space debris, but no official discussions of the problem were initiated by states members of the COPUOS. First proposals for introducing the matter to the UN appeared around 1988, after important studies on the subject were published by states and leading intergovernmental organizations. Also the International Telecommunication Union became concerned about the proliferation of space debris in the geostationary orbit and adopted in 1993 a recommendation to restrict the generation of debris and to re-orbit satellites approaching the end of their active lives into disposal orbits beyond the belt populated by active satellites. In 1994, the UN started discussing scientific and technical aspects of space debris. In the following years, with the assistance of experts from prominent space agencies, it elaborated a Technical Report on space debris. Legal aspects of the problem have not yet begun being discussed because the necessary consensus among states members of the COPUOS has not yet been achieved. Very recently, the UN received first information on a wider subject, space traffic management.  相似文献

Many UN agencies use space data as a tool to promote global sustainable development, yet the use of space has barely been acknowledged, let alone understood, by decision makers at the various UN and international meetings on the environment and development. Following discussions held at a side-event to the 2012 Rio+20 conference, the author highlights the various ways space applications can be used to meet the challenges (in resource use, disaster management, environmental protection and climate change) of sustainable development and urges policy makers to inform themselves of the benefits of space applications.  相似文献

As well as providing practical information on Earth-besetting problems, space science and exploration are vital tools for capturing the public imagination and encouraging young people's interest in space. The relatively small scale of some scientific instruments also allows mission participation by developing countries. Citing the work of the UN and various NGOs in promoting study and distribution of space science data, the authors recommend that it be given a higher profile and suggest a number of projects -- the Mars drill study in Egypt, refurbishment of a telescope facility in Sri Lanka -- involving developing countries that should be followed up, as well as listing ongoing successful projects. The UN is urged to continue its annual workshops on space science (apparently under threat) and to ensure its inclusion in the forthcoming UNISPACE III Conference.  相似文献

This article briefly presents the historical background, as seen by ISRO and India, to the growing problem of space debris. It describes the technical aspects of ISRO's activities in the field of space debris, and the grey areas in technical understanding, which may impede legal discussions. Analysis of the cost and technical aspects of reorbiting satellites from geostationary Earth orbit (GEO) is detailed, since this is an important area for India and other developing countries. The article also briefly describes ISRO's views of the applicability and relevance of the existing space treaties to a possible future legal regime for space debris. Debates are currently taking place in the UN and other multilateral fora on the subject of space debris and the situation is dynamic. The main aim of this article is to inform readers of ISRO's and India's position in the UN on the subject of space debris, in terms of its technical, political and legal aspects. Certain issues of importance from the legal point of view, though not of immediate urgency, are also discussed.  相似文献

The growth of new space systems and the continued creation of orbital debris could in a few years make activities in Earth orbit unsustainable, so finding cost-effective ways to sustain space activities in Earth orbit is essential. Because outer space activities serve the needs of the military–intelligence, civil, and commercial communities, each with their own requirements, creating the necessary international agreements for reaching and maintaining a condition of sustainability will not be easy. This paper summarizes the primary issues for the international space community regarding our future ability to reap the benefit of space systems in Earth orbit. It explores several of the efforts to develop international agreements that would lead to or support the sustainability of space activities and examines the benefits and drawbacks of each approach. In particular, it reviews progress within the UN COPUOS, and examines the EU's proposal for an international Code of Conduct for Outer Space Activities. It also notes the need for states to establish or expand their own space legal infrastructure to conform to the UN treaties and guidelines for space activities.  相似文献

The work of the UN Committee on Peaceful Uses of Outer Space was intensified following the accidental re-entry of the Soviet Cosmos 954 nuclear-powered satellite in 1978. But anyone thinking the purpose of the Committee's activity was to prevent the recurrence of such an accident will have been disabused by the USA's recent repudiation of the guidelines for the safe use of nuclear power supplies. The UN is good for political manoeuvring, argues the author of this Viewpoint, but real progress towards the safer use of nuclear power in space will originate elsewhere.  相似文献

Basic science — including space science — is vital for national development, but developing countries often meet obstacles to participation in the international scientific community. This can be mitigated by international cooperation, particularly in the field of education. The author calls for a concerted effort to increase such cooperation regionally, internationally and bilaterally; international organizations should also become involved. Various forms of cooperation are suggested and UN efforts in the promotion of basic space science are described.  相似文献

Outer space, a valuable natural resource, has to be managed in order to improve safety, efficiency and economy of space missions and to protect the space environment for future exploration and use. There are several aspects of the management of outer space, few in a satisfactory state, others receiving little attention from the international community, and still others not yet addressed at all. This article discusses the development, and the current and future work, of the UN Office for Outer Space Affairs. The Office is active both as a source of information, education and training on space and as a secretariat to COPUOS and its Subcommittees; it also performs a role in the monitoring and implementation of various space-related legal treaties. Presently—and as part of the drive to use space to improve life on Earth—the bulk of its work is guided by the Vienna Declaration produced at UNISPACE III.  相似文献

This report describes recent progress in the UN Basic Space Science Initiative (UNBSSI), which aims to facilitate space science education and research, and attendant resources in developing countries. In addition to holding workshops across the developing world, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) successfully implemented the International Heliophysical Year (IHY) as a catalyst for improving understanding of the Sun and of solar-terrestrial physics. Building on this it is now preparing for the International Space Weather Initiative (ISWI). Achievements of the former are discussed, as are the goals and anticipated activities of the latter.  相似文献

In 1989, the two sub-committees of the UN Committee on the Peaceful Uses of Outer Space (COPUOS) - the Scientific and Technical Sub-Committee and the Legal Sub-Committee - held their 26th and 28th sessions, respectively, at UN Headquarters in New York. They subsequently produced reports which were discussed at the 33rd session of COPUOS in New York from 5 to 15 June 1989. N. This article considers the problems to be discussed at the WARC-ORB 85 Conference from the perspective of the developing countries. Two main concerns have been expressed by developing countries: access to the geostationary orbit and the technical and financial burdens imposed by technical standards for satellites and earth stations. It is argued that cooperation in outer space particularly in the field of telecommunications is essential, and that programmes such as the UN technical assistance programmes offer the basis for such cooperation.  相似文献

Implementing remote sensing and geographic information system (GIS) education programmes by the UN-affiliated regional centres for space science and technology in developing nations poses challenges because of the imbalance between industrialized and developing nations in the number of experts able to cover the topics defined by the core curriculum. This scenario creates a window of opportunity for developing instructional materials using information technologies to support local experts in teaching these topics. The goal behind teaching remote sensing and GIS should focus on providing scholars with the skills and capacity to allow them to engage in active work after they complete the UN programme. One of the most effective ways of learning process associated with technical skills is through the problem-solving exercises of Problem-Based Learning. A multi-layered decision-making module that provides feedback and allows multiple final solutions is proposed. Module development and implementation includes an initial stage focusing on assessing UN-affiliated regional centres RS/GIS application interest areas and cultural framework and a second phase dedicated to converting the various materials developed in English to the other five UN official languages.  相似文献

Since 1958, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) has been an international forum working to build a body of space law by universal consensus, a method of working which has been essential to ensuring the enforce-ability of its decisions. This consensus has degenerated in recent years, slowing the progress of space law — which has now fallen dangerously behind the development of space technology. Some important recent decisions have had to be taken by majority voting rather than consensus, to overcome the paralysis of COPUOS. This, however, can only be a temporary solution. The registration of space objects is indispensable for the orderly administration of outer space. Most states recognize this and comply with the instruments—the Registration Convention and the UN General Assembly Resolution—set up to permit registration, but they display different approaches to and interpretations of the concept of registration. This article examines the registration practices of various European Space Agency (ESA) member states and of ESA itself. It finds that, despite varied policies, the system seems to be working well. However, there has been a worrying rise in non-registrations over the past few years, perhaps linked to the growth in the number of, especially commercial, entities engaging in space activities.  相似文献

At its 1996/1997 session, the UN General Assembly adopted by consensus Resolution 51/122, containing a Declaration on international cooperation in space. This Declaration finalizes the agenda item which has become known as ‘Space Benefits’ in the UNCOPUOS Legal Subcommittee. It provides an authoritative interpretation of the cooperation principle in Article I of the Outer Space Treaty and should thereby put an end to North-South confrontation over the question of shaping the international order for space activities. This article traces the history of the run-up to adoption of the Resolution, analyses how it came to be accepted by all sides and examines its likely impact.  相似文献
