The Global Exploration Roadmap (GER) is driven by several goals and objectives that include space science, the search for life as well as preparatory science activities to enable human space exploration. The Committee on Space Research (COSPAR), through its Commissions and Panels provides an international forum that supports and promotes space exploration worldwide. COSPAR's Panel on Exploration (PEX) investigates a stepwise approach of preparatory research on Earth and in Low Earth Orbit (LEO) to facilitate a future global space exploration program. We summarize recent activities and workshops of PEX in support of the GER.  相似文献

Building upon the important experience acquired with the development of the International Space Station, the major spacefaring countries are working within the International Space Exploration Coordination Group (ISECG) at the definition of a coordinated framework for expanding the human presence beyond the Low Earth Orbit, the Global Exploration Roadmap (GER). The GER defines a long-range strategy for global exploration and include three major elements.
  • •Common goals of ISECG participating agencies for space exploration.
  • •Notional mission scenarios which are technically feasible and programmatically implementable. Two mission scenarios were defined in the 1st iteration of the GER: the “Asteroid Next” and the “Moon Next” mission scenarios.
  • •Identification of near-term opportunities for coordination and cooperation related to e.g. the development of technologies, the implementation of robotic missions to destination of interest for closing strategic knowledge gaps which need to be addressed prior to human missions as well as the utilization of ISS for demonstration of exploration enabling capabilities.
In 2009 two studies have been awarded by ESA to Industrial Teams led by Thales Alenia Space—Italy and by Astrium—Germany to define, analyze and assess optional European scenarios for future human spaceflight and exploration activities, and to derive the required capabilities for the investigated timeframe until the year 2033. Work on the European scenarios has been aligned with and informed by the international work on the GER.A conceptual design of different Building Block Elements, representing critical contributions to international Design Reference Missions (DRM's) included in the ISECG GER, has been performed and analyzed with respect to programmatic risks, budgets and required technologies. Key driving requirements for the analyzed Building Block elements have been derived from the international DRM's included in the GER.The interim outcomes of the human exploration scenario study will be presented, identifying opportunities for European Contributions to an international exploration undertaking.  相似文献

The International Space Station (ISS) is no longer a paper program, focused on design, development and planning. It is an operational program, with hardware soon to be launched and ground systems in place. Additional modules, components and elements are now under construction in almost all of the 16 ISS International Partner and Participant countries, with metal being bent, software being written, and testing ongoing. Crew members for the first four crews are in training in the U.S. and Russia, with the first crew launching in mid 1999. Mission control centers are fully functioning in Houston and Moscow, with operations centers in St. Hubert, Darmstadt, Tsukuba, Turino, and Huntsville going on line as they are required.

The International Space Station, as the largest international civil program in history, features unprecedented technical, managerial, and international complexity. Seven international partners and participants encompassing 15 countries are involved in the ISS. Each partner is contributing and will be operating separate pieces of hardware, to be integrated on-orbit into a single orbital station. Mission control centers, launch vehicles, astronauts/cosmonauts, and support services will be provided by partners across the globe, but must function in a coordinated, integrated fashion. This paper will review the accomplishments of the ISS Program and each of the Partners and Participants over the past year, focusing on completed milestones and hardware. It will also give a status report on the development of the remainder of the ISS modules and components by each Partner and Participant, and discuss upcoming challenges.  相似文献

The Discovery Program is a rarity in the history of NASA solar system exploration: a reform program that has survived and continued to be influential. This article examines its emergence between 1989 and 1993, largely as the result of the intervention of two people: Stamatios “Tom” Krimigis of the Johns Hopkins University Applied Physics Laboratory (APL), and Wesley Huntress of NASA, who was Division Director of Solar System Exploration 1990–92 and the Associate Administrator for Space Science 1992–98. Krimigis drew on his leadership experience in the space physics community and his knowledge of its Explorer program to propose that it was possible to create new missions to the inner solar system for a fraction of the existing costs. He continued to push that idea for the next two years, but it took the influence of Huntress at NASA Headquarters to push it on to the agenda. Huntress explicitly decided to use APL to force change on the Jet Propulsion Laboratory and the planetary science community. He succeeded in moving the JPL Mars Pathfinder and APL Near Earth Asteroid Rendezvous (NEAR) mission proposals forward as the opening missions for Discovery. But it took Krimigis's political skill and access to Sen. Barbara Mikulski in 1993 to get the NEAR into the NASA budget, thereby likely ensuring that Discovery would not become another one-mission program.  相似文献

On 20 July 1969, humankind first set foot on our Moon. Since then we have developed the Space Shuttle, explored most of the planets, cooperated in the development of the International Space Station, and expanded our knowledge of the universe through use of systems such as the Hubble Space Telescope and the Mars Pathfinder. After just five human follow-on missions to our Moon, we have returned robotically only twice to orbit, to map the surface and explore for resources.

The indication of the presence of hydrogen concentration at the poles of our Moon found by Lunar Prospector has added a new perspective for groups studying and implementing future lunar missions. Plans for nearterm missions such as the European Space Agency (ESA) “Euromoon 2000”, the Japanese Lunar A and Selene, and the Mitsubishi ”Earthrise 2001” Project, along with follow-on phases to the Lunar Prospector, are the beginning of humankind's return to the Moon. Organizations such as the International Academy of Astronautics have long championed the “Case for an International Lunar Base,” and a vision of a commercially-based lunar program has been outlined by several groups. A Lunar Economic Development Authority (LEDA) promoted by the United Society in Space was promulgated by the filing of articles of incorporation in the state of Colorado on 4 August 1997. This non-profit corporation has as its goal the orderly development of the Moon, through issuance of bonds to international private citizens and business entities who care to invest in its long-term development.

This paper draws from the works of the aforementioned, and specifically from the International Academy of Astronautics Lunar Base Committee, to structure a series of architectures leading toward eventual international commercial colonization of the lunar surface. While the prospect of fully reusable transportation systems utilizing fully developed lunar resources to perpetuate the permanent lunar infrastructure is enticing, this is a goal. We must utilize our current and near-term capabilities to re-initiate human lunar presence, and then build on emerging technologies to strengthen our capabilities. Humankind's return to the Moon is a part of our destiny. We can return in the near future, and then proceed to a commercial, permanent settlement in the 21st century.  相似文献

Preparations for the third UN Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III) were intense. The conference itself was a success. But what forms will the follow-up take? Just reading the 150-page report is an effort in itself. Having played a central part in the preparations and organization, Europe fully appreciates the need to build on the spirit of cooperation which emerged from UNISPACE III. In November 1999, the European States gathered to analyze the results of the conference and to set a course for their future participation in the United Nations Programme on Space Applications (UNPSA), which is mainly done through ESA, and for their participation in the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS), which is done through coordination among ESA Member States. This article presents the authors’ personal accounts of the results of the European efforts around UNISPACE III and shows how ‘European foreign policy’ can work in international space policy. It also seeks to illustrate Europe's commitment to putting space technology to work for the benefit of development throughout the world.  相似文献

The United Nations Programme on Space Applications was established in 1971 to assist countries in making full use of the benefits of space technology and its applications for social and economic development. Since its inception the programme has organized numerous training courses, workshops, seminars and conferences and provided funding support for more than 10?000 experts, mainly from developing countries, to participate in those activities. The programme has continuously evolved over four decades, taking into account the latest developments in the field of space activities, to best serve the capacity-building needs of countries and to help ensure that space-based solutions contribute to improving life on Earth. This report describes the status and direction of the UN Programme on Space Applications as recommended for approval by the UN’s Committee on the Peaceful Uses of Outer Space (UNCOPUOS) Scientific and Technical Subcommittee at its 47th session held in Vienna in February 2010.  相似文献

In this paper, the concept of Orbit Transfer Vehicle for Deep Space Exploration (Deep Space OTV) is proposed, and its effectiveness and feasibility are discussed. Basic concept is the separation of two functions required for the deep space exploration, the transportation to the destination, and the exploration at the destination. Deep Space OTV is a spacecraft specialized for the transportation to the deep space destination. It is an expendable spacecraft propelled by solar electric propulsion. The payload of Deep Space OTV is Explorer, which is a spacecraft specialized for the exploration at the deep space destination. The effectiveness of the concept is discussed qualitatively, focused on the merits of the separations of two functions. The feasibility of Deep Space OTV is discussed based on the conceptual design of the spacecraft and its applicability to deep space missions. In the past few years the UK has become increasingly active as the financial conscience of the European Space Agency. This is not because the UK government has a wish to spend more on its national space effort; it is because it remains unconvinced of the benefits of certain European space activities, notably manned endeavours. In the absence of an effective UK space lobby, the government's policies have remained largely unchallenged. This article traces the growth of the Parliamentary Space Committee in the context of developments in recent European space policy and highlights the need for an active UK space lobby.  相似文献

After the Apollo Moon program, the international space station represents a further milestone of humankind in space, International follow-on programs like a manned return to the Moon and a first manned Mars Mission can be considered as the next logical step. More and more attention is also paid to the topic of future space tourism in Earth orbit, which is currently under investigation in the USA, Japan and Europe due to its multibillion dollar market potential and high acceptance in society. The wide variety of experience, gained within the space station program, should be used in order to achieve time and cost savings for future manned programs. Different strategies and roadmaps are investigated for space tourism and human missions to the Moon and Mars, based on a comprehensive systems analysis approach. By using DLR's software tool FAST (Fast Assessment of Space Technologies), different scenarios will be defined, optimised and finally evaluated with respect to mission architecture, required technologies, total costs and program duration. This includes trajectory analysis, spacecraft design on subsystem level, operations and life cycle cost analysis. For space tourism, an expected evolutionary roadmap will be described which is initiated by short suborbital tourism and ends with visionary designs like the Space Hotel Berlin and the Space Hotel Europe concept. Furthermore the potential space tourism market, its economic meaning as well as the expected range of the costs of a space ticket (e.g. $50,000 for a suborbital flight) will be analysed and quantified. For human missions to the Moon and Mars, an international 20 year program for the first decades of the next millennium is proposed, which requires about $2.5 Billion per year for a manned return to the Moon program and about $2.6 Billion per year for the first 3 manned Mars missions. This is about the annual budget, which is currently spend by the USA only for the operations of its Space Shuttle fleet which generally proofs the affordability of such ambitious programs after the build-up of the International Space Station, when corresponding budget might become again available.  相似文献

Europe is present in robotic exploration though the European Space Agency?s mandatory space science program and the optional Aurora program. In addition some member states are also involved in projects of non-European space faring countries through bilateral co-operations. Europe is also present in human exploration through the ISS utilization program. ESA and some of its member states participate in the activities of the International Space Exploration Coordination Group (ISECG), a club of 14 space agencies working for the elaboration of a global exploration roadmap. Finally, ESA and the European Union have initiated a political approach with the setting up of an international forum so as to elaborate a commonly agreed vision on space exploration at political level.  相似文献

Preparations and proposals for the 1992 International Space Year are being made which cover a wide range of activities, organizations and nations; the momentum is building. There is an urgent need for an informal and independent ISY Steering Committee to legitimize the ISY and catalyse activities. With creativity and international cooperation, the International Space Year could be the most inspiring and transforming activity of the space age.  相似文献

Since 1958, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) has been an international forum working to build a body of space law by universal consensus, a method of working which has been essential to ensuring the enforce-ability of its decisions. This consensus has degenerated in recent years, slowing the progress of space law — which has now fallen dangerously behind the development of space technology. Some important recent decisions have had to be taken by majority voting rather than consensus, to overcome the paralysis of COPUOS. This, however, can only be a temporary solution. The author makes an urgent plea for a return to COPOUS and its methods.  相似文献

This report summarizes recent activities of the United Nations Committee on the Peaceful Uses of Outer Space as carried out by its two subcommittees on scientific and technical, and legal, matters, respectively. Deliberation covers the whole range of civil space activity, with an emphasis on implementing the recommendations of Unispace III and promoting the use of space-based services in developing countries. This report describes recent progress in the UN Basic Space Science Initiative (UNBSSI), which aims to facilitate space science education and research, and attendant resources in developing countries. In addition to holding workshops across the developing world, the UN Committee on the Peaceful Uses of Outer Space (COPUOS) successfully implemented the International Heliophysical Year (IHY) as a catalyst for improving understanding of the Sun and of solar-terrestrial physics. Building on this it is now preparing for the International Space Weather Initiative (ISWI). Achievements of the former are discussed, as are the goals and anticipated activities of the latter.  相似文献

The paper addresses the evolution of the Canadian Space Station Program between 1981 and 2003. Discussions with potential international partners, aimed at jointly developing the current International Space Station program, were initiated by NASA in 1982. Canada chose, through the further development of the technologies of Canadarm on the space shuttle, to provide and operate an advanced and comprehensive external robotics system for space station, and to use the space station for scientific and commercial purposes. The program was to become a corner-stone of the new Canadian Space Agency. The development phase of the Canadian Space Station Program has been completed and two of the three major elements are currently operational in space.  相似文献

A half-day meeting on the role of satellites in combating climate change was added on to the eleventh annual European Interparliamentary Space Committee meeting in London, October 2009. Organized by the UK Parliamentary Space Committee and the European Space Policy Institute, the meeting's four speakers covered a range of issues, before engaging in discussion with questions from the floor. The Committee on the Peaceful Uses of Outer Space (COPUOS) was established in 1959 by the United Nations General Assembly in order to review and foster international cooperation in the peaceful uses of outer space and to consider legal issues arising from the exploration of outer space. Since its establishment, the Committee has addressed such issues as benefits from space activities, the definition and delimitation of outer space and the use of the geostationary orbit, implications of remote sensing, space sciences, space-based communications, navigation and meteorological systems, as well as use of nuclear power sources in outer space, space debris and spin-off benefits of space technology. At its session in 1996, a symposium on the ‘Utilization of micro- and small satellites for the expansion of low-cost space activities, taking into particular account the needs of developing countries’ was organized by COSPAR and IAF to complement discussions on this theme. It was noted at the symposium that the increasing number of small satellites, in particular the proposed introduction of multi-satellite ‘constellations’ at low orbits, would result in concentrations of satellite mass at certain regions of space around the Earth. Special provisions would be needed to minimize the probability of satellite breakups and collisions which might create more space debris and compromise the future of spaceflight.  相似文献

The Space Agency Forum (SAF) met for its 10th plenary meeting in Bremen on 30 September 2003. Its motto was “Space Agencies and the UN System”. Following various presentations on relevant issues, including the UN Space Applications Programme and the follow-up of UNISPACE III, SAF members discussed their participation in these fields. The meeting resulted in a number of inputs to these issue areas and coordinated approaches vis-à-vis policy questions.  相似文献
